In the United Kingdom, an arm's-length management organisation (ALMO) is a not-for-profit company that provides housing services on behalf of a local authority. Usually an ALMO is set up by the authority to manage and improve all or part of its housing stock. Ownership of the housing stock itself normally stays with the local authority. As of July 2008, seventy ALMOs were managing over half of all UK council housing, consisting of more than a million properties. This number has since reduced as local authorities have taken services back in-house or stock has been transferred, so that as of 2014 there are 47 ALMOs.
ALMOs are owned by local authorities and operate under the terms of a management agreement between the authority and the organisation. An ALMO is managed by an (often unpaid) board of directors which includes tenants, local authority nominees, and independent members. At least a third of an ALMO board is normally made up of tenants.
An organization or organisation (see spelling differences) is an entity comprising multiple people, such as an institution or an association, that has a collective goal and is linked to an external environment.
The word is derived from the Greek word organon, which means "organ".
There are a variety of legal types of organizations, including corporations, governments, non-governmental organizations, political organizations, international organizations, armed forces, charities, not-for-profit corporations, partnerships, cooperatives, and educational institutions.
A hybrid organization is a body that operates in both the public sector and the private sector simultaneously, fulfilling public duties and developing commercial market activities.
A voluntary association is an organization consisting of volunteers. Such organizations may be able to operate without legal formalities, depending on jurisdiction, including informal clubs.
Organizations may also operate in secret and/or illegally in the case of secret societies, criminal organizations and resistance movements.
Management in businesses and organizations is the function that coordinates the efforts of people to accomplish goals and objectives by using available resources efficiently and effectively.
Management includes planning, organizing, staffing, leading or directing, and controlling an organization to accomplish the goal or target. Resourcing encompasses the deployment and manipulation of human resources, financial resources, technological resources, and natural resources. Management is also an academic discipline, a social science whose objective is to study social organization.
The English verb "manage" comes from the Italian maneggiare (to handle, especially tools), which derives from the two Latin words manus (hand) and agere (to act).
The French word for housekeeping, ménagerie, derived from ménager ("to keep house"; compare ménage for "household"), also encompasses taking care of domestic animals. The French word mesnagement (or ménagement) influenced the semantic development of the English word management in the 17th and 18th centuries.
A city council, town council, town board, or board of aldermen is the legislative body that governs a city, town, municipality or local government area.
Because of the differences in legislation between the States, the exact definition of a City Council varies. However, it is generally only those local government areas which have been specifically granted city status (usually on a basis of population) that are entitled to refer to themselves as cities. The official title is "Corporation of the City of ------" or similar.
Some of the larger urban areas of Australia are governed mostly by a single entity (see Brisbane and other Queensland cities), while others maybe controlled by a multitude of much smaller city councils. Also some significant urban areas can be under the jurisdiction of otherwise rural local governments. Periodic re-alignments of boundaries attempt to rationalize these situations and adjust the deployment of assets and resources.
Local councils in New Zealand do vary in structure, but are overseen by the government department Local Government New Zealand. For many decades until the local government reforms of 1989, a borough with more than 20,000 people could be proclaimed a city. The boundaries of councils tended to follow the edge of the built-up area, so little distinction was made between the urban area and the local government area.
When the Labour Council brought in the ALMO (Arms Length Management Organisation) they promised an injection of cash for repairs and better standards. 2 years down the line there is more crime and more squatting and their promise has been broken!
