This week Craig Benzine clears up the role of committees in Congress. We’ll talk about standing committees, joint committees, conference committees, and caucuses (and not the candidate-choosing kinds) as well as the staff agencies that help advise these committees and congresspeople. As most bills never even make it to the house and senate floors for a vote, the role of committees, and their respective chairpersons as gatekeeper is pretty important. There’s a lot to demystify here as the legislative process can seem pretty arcane at times, but the model, at least in theory, helps Congress run more efficiently.

This was also the first standing committee meeting since the new municipal commissioner Tukaram Mundhe (right) took office. Speaking at the end of the meeting, Mundhe said, “It is very important that there is consensus in the meeting. Debates can take place over issues. However, there is a need to maintain decorum and don’t hurt anyone personally.” He said, “I take two things into consideration – public interest and legality. If these two are satisfactory, then I go ahead with a proposal. I have asked my officials too to follow this rule.” Mundhe added, “If there is cooperation from all sides, we will be able to do good work. Raking up the past will not do much good. Of course, if three-year-old tenders are put forward now, then it is certainly not good.”

Committee
A committee (or "commission") is a body of one or more persons that is subordinate to a deliberative assembly. Usually, the assembly sends matters into a committee as a way to explore them more fully than would be possible if the assembly itself were considering them. Committees may have different functions and the type of work that each committee does would depend on the type of organization and its needs.
Purpose
A deliberative assembly may form a committee (or "commission") consisting of one or more persons to assist with the work of the assembly. For larger organizations, much work is done in committees. Committees can be a way to formally draw together people of relevant expertise from different parts of an organization who otherwise would not have a good way to share information and coordinate actions. They may have the advantage of widening viewpoints and sharing out responsibilities. They can also be appointed with experts to recommend actions in matters that require specialized knowledge or technical judgment.

On Oct 3 I had the opportunity to present to the Government of Canada's Standing Committee on Fisheries. We were discussing the issue of northern cod, and I was there to talk about our potting research. During the talk I showed pictures and video, which I've roughly matched to my speech here in this video. Funding for this work was provided by RDC Ignite, RDC Ocean Industry Student Research Award, The Canadian Centre for Fisheries Innovation, the Newfoundland and Labrador Department of Fisheries and Aquaculture, and Fisheries and Oceans Canada. The Shorefast Foundation provided logistical support and facilitated the project, and the inshore harvesters of Fogo Island provided essential grassroots support - and most importantly of all, opened their boats to us to conduct this important res...

Benjamin Franklin Learning Center Management Committee Standing Meeting (June 2016)
Each of the 45 DoPeace Learning Centers has management committee. Each management committee is responsible for watching over the operations of the school. They are particularly interested in all students attending the classes on time. They talk to the parents for any absences. They also provide continuous feedback for improving the operation of the school. The management committee is the representation of the community and works independently of the non-government entity that runs the school on behalf of DoPeace.org. This provides the checks and balances between the community need for the child education, and the NGO obligation to fulfill the contractual commitment with DoPeace.

They are particularly interested in all students attending the classes on time. They talk to the parents for any absences. They also provide continuous feedback for improving the operation of the school.
The management committee is the representation of the community and works independently of the non-government entity that runs the school on behalf of DoPeace.org. This provides the checks and balances between the community need for the child education, and the NGO obligation to fulfill the contractual commitment with DoPeace.

Standing Committee - Pharmaceutical Drugs
The Standing Committee on Chemicals and Fertilizers has asked the government to act tough on pharmaceutical companies indulging in malpractices. The report of the committee recommends giving more powers to the National Pharmaceutical Pricing Authority on pricing of 348 essential drugs listed by the government. The Standing Committee found that the government has no mechanism to provide relief to consumers when drug prices are randomly raised. The report says manufacturers fix the prices of non-scheduled drugs without government's approval.
