• Ms. Cihan Sultanoğlu, Assistant Secretary General of the United Nations, Assistant Administrator of the United Nations Development Programme and Director of the Regional Bureau for Europe and the Commonwealth of Independent States, visited Tajikistan from 12 to 14 June. During her visit Ms. Sultanoğlu, together with H.E. Sirojiddin Aslov, Foreign Minister of the Republic of Tajikistan, opened the High-Level Experts Meeting on Finding Development Solutions to Preventing Violent Extremism (PVE) and the UN Information Resource Center in the Tajik–Russian Slavonic University in Dushanbe. She also met with high-level government officials H.E. Mr. Qohir Rasulzoda, Prime Minister of the Republic of Tajikistan, H.E. Sirojiddin Aslov, Foreign Minister of the Republic of Tajikistan, and H.E. Nematullo Hikmatullozoda, Minister of Economic Development and Trade. The high-level meeting on preventing violent extremism aims to advance understanding of, and effective preventative measures against, radicalization that leads to violent extremism in the region and beyond. The meeting’s focus was on highlighting practical, context-specific initiatives, which balance human rights, development and security considerations. In her statement, Ms. Sultanoğlu underlined the critical importance of prevention of violent extremism through different strands of development work covering a wide range of support, from the institutionalization of the rule of law and human rights-based approaches to the provision of socio-economic alternatives for groups at risk. In her meetings with high-level government officials, Ms. Sultanoğlu reconfirmed UNDP’s commitment to support the alignment of the global Sustainable Development Agenda with the national development strategies and plans. Ms. Sultanoğlu also visited the “trust point and drop-in center” for people who inject drugs, operated by the Public Organization Spin Plus in Dushanbe, the winner of the 2010 Red Ribbon award. Ms. Sultanoğlu completed her mission by attending the opening of the new UN Information Resource Center in the Tajik–Russian Slavonic University in Dushanbe. The opening ceremony was attended by representatives of the Government of Tajikistan, UN Agencies in Tajikistan, the diplomatic corps, civil society, young people and the media. Within the framework of the International Trade Fair, two international forums the “Food Forum” and the “Knowledge and Technology Transfer Forum” will be held, collecting over 200 private and public sector, as well as international organization representatives together to discuss the topics. The Fair is being organized for the third consecutive year, and gathers a wide range of participants from the whole country and abroad. This year for the first time the Trade Fair will be International, as the exhibition will also hosts companies from Kazakhstan, Russia, Kyrgyzstan, Belarus, Poland, China, and others.     • Dushanbe – Combatting the rise of violent extremism in Central Asia and beyond will require long-term measures that include creating life opportunities for young people and a chance to serve and shape the future of their communities, said experts at a conference on the phenomenon that opened here today. “Comprehensive approaches are needed and there is a growing understanding that top-down, security-based approaches to countering violent extremism are not sufficient to deal with this complex phenomenon,” said Cihan Sultanoğlu, UNDP Assistant Administrator and Director of the Regional Bureau for Europe and the CIS. Opening the event with Sirodjidin Aslov, Minister of Foreign Affairs of The Republic of Tajikistan, Ms. Sultanoğlu said the focus should be on addressing “the structural causes and drivers of violent extremism – problems like economic and social exclusion, inequality and injustice, the rejection of cultural and religious diversity, shrinking civic space and restrictions on basic democratic freedoms.” Radicalization and violent extremism are serious challenges to the governance, security and social structures of Central Asian societies, and are threatening to reverse development gains made over the past twenty years. The new development agenda which lasts until 2030 includes 17 goals, one of which targets the strengthening of inclusive, peaceful and just societies. Inclusive governance institutions which promote human rights can help tackle the sense of injustice felt by vulnerable groups in society. Extremist organizations prey on vulnerable members of society, such as the marginalized and unemployed, particularly among youth, and groom them accordingly. At particular risk of this type of vulnerability are economic migrants, such as Central Asian migrants to Russia, who by virtue of being in a foreign country are cut off from their regular social networks. Entitled “Framing development solutions for the prevention of violent extremism,” the high-level event is co-organized by UNDP and Government of Tajikistan. The meeting brings together representatives of Central Asians governments, civil society, and international organizations. A significant number of guests also come from outside the region bringing the total number of participants to more than a hundred. European Union Special Representative for Central Asia, Peter Burian and Special Representative of the United Nations Secretary-General, Petko Draganov participated in the opening session. During this three-day event participants will discuss methods and approaches for effective prevention of violent extremism. The meeting will seek to promote a better understanding of radicalization in the Central Asian and the broader regional context, examine current prevention methods, and identify entry points and opportunities for the international community to formulate development programming which can effectively contribute to the prevention of violent extremism. Particular emphasis will be placed on understanding the vulnerability of young adults, both men and women, and ways to increase their engagement in community life and to broaden the economic and social opportunities available to them. Formulating a gender-sensitive approach to preventing violent extremism is also high on the conference’s agenda.     • April 4, 2016 The Head of Isfara city Mr. Dilshod Rasulzoda Jabbori also hosted the UN PBSO and UN Tajikistan delegation. During the meeting participants discussed initiatives aimed at strengthening cross-border relations and further steps for developing close cooperation between local authorities and UN agencies in efforts to address the sources of tensions between border communities of Isfara district in Tajikistan and Batken district in Kyrgyzstan. The mission then visited the border village of Somoniyon in Chorkuh municipality, which is adjacent to the Kyrgyz village of Koktash. Local residents, women and men, warmly welcomed the guests. During the conversation they highlighted the problems the community currently faces in its relations with its neighbors. They proposed projects aimed not only at resolving the existing problems but also contributing to the improvement of relations with their neighbors. The mission’s next meeting was with residents of Langari Bifotimai Zahro settlement of Chorkuh municipality. Residents gathered near a pump station which supplies irrigation water to their farmlands. Construction of the pump was supported by UNDP in 2015. This facility was built for the purposes of addressing the problem of water shortages and unauthorized access by the residents to a channel located in the territory of Kyrgyzstan. It is expected that UN agencies in Tajikistan will work on a number of similar initiatives in the framework of the current project supported by PBF/PBSO.
