A refugee camp is a temporary settlement built to receive refugees. Camps with over a hundred thousand people are common, but as of 2012 the average-sized camp housed around 11,400. Usually they are built and run by a government, the United Nations, or international organizations, (such as the Red Cross) or NGOs. But there are also unofficial refugee camps, like the Calais jungle, where refugees are largely left without support of governments or international organisations.
Refugee camps generally develop in an impromptu fashion with the aim of meeting basic human needs for only a short time. Due to crowding and lack of infrastructure, some refugee camps can become unhygienic, leading to a high incidence of infectious diseases, including epidemics. If the return of refugees is prevented (often by civil war), a humanitarian crisis can result or continue. "Refugee camp" typically describes a settlement of people who have escaped war in their home country and have fled to a country of first asylum, but some camps also house environmental migrants and economic refugees.
A refugee, according to the Geneva Convention on Refugees is a person who is outside their country of citizenship because they have well-founded grounds for fear of persecution because of their race, religion, nationality, membership of a particular social group or political opinion, and is unable to obtain sanctuary from their home country or, owing to such fear, is unwilling to avail themselves of the protection of that country; or in the case of not having a nationality and being outside their country of former habitual residence as a result of such event, is unable or, owing to such fear, is unwilling to return to their country of former habitual residence. Such a person may be called an "asylum seeker" until considered with the status of "refugee" by the Contracting State where they formally make a claim for sanctuary or right of asylum.
In UN parlance, the definition of the word has been expanded to include descendants of refugees, in the case of two specific groups: Palestinian refugees and Sahrawi refugees. Currently, the UN does not consider refugee status to be hereditary for any other groups.

Zataari in Jordan, the largest Syrian refugee camp in the world with 80,000 people, was supposed to provide temporary housing for people when the government and United Nations opened it in 2012. But since residents have not been able to leave, they have started 3,000 businesses, including pastry shops, a pizza place, a supermarket and a gardening shop, and cities nearby have loosened employment restrictions.
