12 detained in house raids in Dersim

Special operations police conducted house raids in Sihenk neighborhood of Dersim province in the very early hours of Sunday morning.

HDP Party Assembly member Ali Ekber Kaya, Etkin News Agency (ETHA) reporter Ezgi Özer and Federation of Socialist Youth’s Unions (SGDF) member Mustafa Naci Toper are among those detained in the raid operation.

The detainees had reportedly gathered to join the commemoration of SGDF member Cebrail Günebakan, a victim of the Suruç massacre, by his grave in Dep area of Çêwlig (Bingöl).

On the other hand, police forces broke the doors of the houses targeted in the operation and blood stains were encountered in these houses after the raids.

Suspected Maoists led lives undercover canvassing for recruits

The three suspected Maoist women chose remote locations to go off the grid to avoid police scanner.

Though illiterate, top leader Kala was trained in arms, well-versed in the ideology of the ultras.

CHENNAI/KARUR:The three suspected Maoist women arrested by the Q branch police on Thursday led a shadow life as labourers in different parts of the country for years, according to police sources.

Among the three, Kala alias Janaki (52) is said to be the most prominent leader of the Maoist movement in Tamil Nadu and is believed to be well-trained in arms. “She was called ‘Amma’ by other cadre. She is illiterate, but had a deep knowledge of the Maoist ideology and trained in arms too,” said a police source in Karur.

She had been working as a daily labourer in Karur. But often changed her place of living. Most of the areas she stayed were remote villages to avoid the police radar.

According to sources, she was one of the persons who trained fresh Maoist cadre in the junction of Tamil Nadu, Kerala and Karnataka, which is believed to be the most common meeting zone for left extremists. Kala’s husband Manikavasagam, also a Maoist activist, was still absconding, as per police records. Police suspect Kala was also involved in canvassing people to join the movement. About 29 police cases were pending against her, police claimed.

Another suspect, Renna Joyce Mary (32), was said to have moved to Padapai in Kancheepuram district just a month ago and joined as a tailor in a private textile firm. “There will be work only for a few days a week in the firm. The rest of the days she will be convincing people to join the movement,” said a Kancheepuram police source. Reena’s husband Kannan, also a suspected Maoist activist, has been in jail since 2002. He was arrested in an operation by State police at Uthangarai.

The third arrested person Chandra (42) had been staying with Kala in Karur and was working as a daily wager. The three arrested persons seemed to have developed a secret communication method with other cadre, which the police source refused to explain.

The Q branch SP S Maheswaran interrogated the accused and they were later produced before the magistrate courts. Since the two women — Kala and Chandra — said they did not have food since police nabbed them, the Magistrate ordered police to buy them food. The magistrate sent them to Tiruchy Central Prison for 15 days judicial custody and deferred the case to August 5. Reena was remanded in Vellore prison.

Government to raise thirteen new armed police battalions to tackle Naxals

The Cabinet Committee on Security (CCS), headed by Prime Minister Narendra Modi, has approved 12 India Reserve battalions for the Left Wing Extremism affected states. Thirteen new armed police battalions, including one comprising mostly tribals from the worst Maoist-hit districts, will be raised by the government to tackle the Naxal menace.

The Cabinet Committee on Security (CCS), headed by Prime Minister Narendra Modi, has approved 12 India Reserve battalions for the Left Wing Extremism affected states. Of the 12 battalions, four will be raised in Chhattisgarh, three each in Jharkhand and Odisha and two in Maharashtra.
The CCS has made it clear that 75 per cent of the posts at constable level will be filled from 27 worst Naxal-hit states and there should be a relaxation in age and educational criteria as considered necessary for recruiting local youths, a Home Ministry official said.

Besides, approval has been given to CRPF for raising a ‘Bastariya’ battalion by recruiting youths from undivided Bastar district of Chhattisgarh. For this battalion, all constables will be recruited from tribal dominated Sukma, Dantewada, Narayanpur and Bijapur districts (all parts of undivided Bastar).

Further, two already sanctioned India Reserve battalions will be converted into auxiliary battalions in CRPF by recruiting youths from 15 severely Naxal affected districts of Jharkhand, Chhattisgarh, Bihar, Maharashtra and Odisha. Out of these 15 districts, five belong to Chhattisgarh.

The concept of ‘Bastariya’ battalion was considered useful as the recruits will be mostly tribals who would help address local unemployment issue, provide tactical advantage to CRPF in operations, intelligence collection and language benefits. While in case of tribal candidates in rest of the country where the minimum height has to be 160 CMs, as many as 4.5 CMs has been given as relaxation for the candidates from Bastar region while there will be 10 per cent relaxation in weight, which has to be proportionate to height and age in case of other candidates.

Two Naxals killed in police encounter in Chhattisgarh’s Sukma district

Two Naxals were on Saturday killed in a gun-battle with security forces in Chhattisgarh’s insurgency-hit Sukma district, police said.
The operation was launched by the state’s District Reserve Group (DRG) and a team of local police in co-ordination with Andhra Pradesh police under Konta police station limits, Sukma Superintendent of Police Indira Kalyan Elesela said. After receiving inputs about movement of lower-rung cadre in the forests of Konta bordering East Godavari district in Andhra Pradesh, security forces were mobilised towards the region, located around 500 kms away from Raipur, he said.

When the forces were cordoning off Pusguda forests on Gangraj hills, armed insurgents opened fire on them, triggering a gun-fight between the two sides, the SP said. “During searches, bodies of two Naxals besides as many muzzle loading guns were recovered from the spot,” he said. “The identity of the killed rebels is being ascertained,” the SP added. However, preliminary investigations suggest that one of them is the head of Janatana Sarkar group of ultras and another a member of a team involved in manufacturing local weapons for the banned outfit.

Security forces, Naxals exchange fire in Rajnandgaon

Rajnandgaon, Jul 22 (PTI) Security forces and Naxals today exchanged fire in which some rebels may have been injured in dense forests of Rajnandgaon district of Chhattisgarh, police said. The encounter took place in the forests under Khadgaon police station area adjoining Balod and Kanker districts, when a team of security personnel was carrying out a search operation in the region, about 200 km from the state capital Raipur, a senior police official said. The personnel came face-to-face with a group of armed ultras, triggering a gun-battle between them. On finding the security personnel zeroing on them, the rebels escaped into core forests, he added.

IEDs recovered after massive search, security personnel targeted

Over two dozens of IEDs planted under a kutcha road in Sikid jungle in naxal-hit Latehar district were recovered by security personnel during a routine search operation, police said. Acting on a tip-off, the security personnel launched a massive search in the area and recovered 25 IEDs planted in a series underneath a kutcha road in the jungle, Superintendent of Policy Anup Birtheray said.

He said each IED weighed half kg and the explosive was planted targeting the security personnel. All the IEDs have been defused by the bomb disposal squad, he added. Meanwhile, two activists of ultra group ‘People’s Liberation Front of India’ (PLFI) were arrested and recovered arms and ammunition from Manahatu under Rania police station of extremist-affected Khunti district.

In course of a joint operation by CRPF and District Armed Police, two PLFI activists were areested Superintendent of Police Anish Gupta said.
Gupta told a press conference that a rifle, seven cartridges, 40 detonators and four mobile phones were seized from them.

Tribals allegedly as Maoists create flutter in Agency

Khammam: Indicating all is not well in the Agency, especially on the Telangana-Chhattisgarh border, the outlawed cadres of CPI- Maoist created flutter by allegedly planting explosives on the highway between Venkatapuram and Cherla in Khammam district, little over 300 km from Hyderabad, in the intervening night of Saturday and Sunday.

The incident comes in the wake of Maoists’ call for observing ‘Maoist Martyrs’ Week’ starting from July 28 to August 3 in the restive Dandakaranya region. It may be mentioned here that Maoists observe the Martyrs’ Week every year during this period in memory of the Naxalite movement founder Charu Mazumdar. Against this backdrop, the police had already beefed up the security measures in the region by deploying additional forces of Greyhounds, CoBRA and CRPF, besides intensifying combing operations and vehicle checks.

Despite this, around 60 armed rebellions took control of the highway near Ramachandrapuram village under Venkatapuram mandal in the wee hours of Sunday.They stopped the vehicular movement and told the travelers to keep quite. They arranged a rope across the highway and placed two sealed plastic bins on the road. They reportedly told the road users that the bins were filled with explosives and they may go off if the rope is removed. The Maoists, who loitered for about an-hour-and-a-half in the spot, disappeared into the nearby forest leaving posters of martyrs, and pamphlets on the road.

Fearing explosion, a large number of vehicles stranded on both sides of the rope blockade till 6 am. However, the police, who reached the spot in the morning, restored the traffic. Later in the afternoon, the security personnel, who cordoned off the entire area, pressed bomb disposal and dog squads into the service. The authorities also summoned another bomb disposal squad from Hyderabad as a backup to deal with any kind of exigency. Blocking the road for about four hours, the police cleared the explosives.

Speaking to The Hans India, Bhadrachalam ASP R Bhaskaran said: “One of the two bins was filled with explosives. The expert team detonated it safely and the situation is totally under control now. The combing operation will go on as usual.” The letter purportedly left by the Maoists appealed to people to observe Martyrs’ Week. Opposing the Green Hunt operation, the Maoists demanded the Central and State governments to stop atrocities against the Adivasis and marginalized sections. Meanwhile, the people living in bordering villages appeared edgy with the fear of being caught in the crossfire.

KHAMMAM: High alert has been sounded in the Agency areas of the district ahead of Maoist Martyr’s Week slated between July 28 and August 3. Sensing trouble ahead, the Intelligence department has beefed up security in the Agency pockets. Additional units of COBRA, CRPF, and Greyhounds have been deployed along the border areas and other places. Forces camping in the Agency areas of Bhadrachalam have launched combing operations in forest areas.

Meanwhile, wall posters bearing Maoist agenda have come up at Laxmipuram and other places in the Agency area. The Ultras, through the posters, have sought public support to wage a war against Union and state governments for killing innocent tribals. The posters also criticised the state and Central governments for their anti-people policies, and taking up operation Green Hunt in AP, Telangana and Chhattisgarh. Taking cue from the posters, higher officials have alerted all the 11 police stations along the border areas and instructed them to maintain a strict vigil. Police suspect Ultras might attack their stations and damage government properties.

Police on alert ahead of Maoist martyr’s week

MALKANGIRI : WITH less than seven days left for Maoist martyr’s week, the police are not willing to take any chances in the rebel strongholds. Additional security forces have been sent to sensitive areas and combing has been intensified to flush out the Maoists. The week will be observed by the Maoists from July 28 to August 3 to pay tributes to their slain leaders and cadres. Apprehending that besides paying homage to its members killed in encounters, erecting memorials, conducting meetings in villages and recruiting youths, the Maoists could engage in violence post-observance of the week, police are on high alert.Maoist groups, mostly from border areas of Chhattisgarh, cross over and carry out attacks and retreat quickly, police said.

To make their presence felt, the Maoists have been reportedly putting up banners in different parts of Kalimela, Podia and Motu appealing to villagers to participate in observance of the week. A senior police official said on condition of anonymity that violent incidents cannot be ruled out during the week on Odisha-Chhattisgarh border where the Maoists are sore after the killings of their top leaders such as Madhav and others.

If sources are to be believed, top Maoist cadres from Chhattisgarh and Andhra Pradesh have already entered the district a few days back and are organising meetings in remote areas of Manyamkonda, Bhejanguda, Kangrukonda, Sudhakonda, Tekguda, MV-79, Salimi, Mahupadar and cut off regions on the other side of Chitrakonda reservoir to mobilise people for the week-long celebration. However, the police seem to be determined not to allow the Maoists conduct any programmes during the week. Combing operations are continuing and a few days back the Border Security Forces, CoBRA, District Voluntary Forces and Special Operations Group of Odisha Police have been reinforced in rebel strongholds to foil the evil designs of the rebels.

Maoists call Kandhamal, Rayagada Bandh on July 25

Bhubaneswar: The Maoist committee of Basadhara-Ghumusar-Nagabali division has announced Bandh Call for Kandhamal and Rayagada on July 25 through posters. Posters have been found at many places across the two districts, according to reports. The posters have mentions that the Maoists of Basadhara-Ghumusar-Nagabali want to hold bandh in the two districts on Monday in protest against killing of five persons at Gumudumaha village in Kandhamal district on July 8. It may be noted that five persons, including two woman and a 15-month-old girl, had been killed allegedly in a crossfire between Maoists and SOG Jawans that took place in a jungle near Gumudumaha on July 8.

20 out of 106 districts may lose aid if they are dropped from list

The BJP-led National Democratic Alliance government (NDA) is set to reduce the number of Maoist-affected districts by about a fifth. A senior Home Ministry official told The Hindu that approximately 20 of the 106 districts which have been described as being Maoist-affected and are part of the Red Corridor may soon no longer be part of the list. This exercise, under way now for two years, is being done for the first time since 2006, when the Maoist-affected districts were identified and graded on the basis of their violence profile.

The names of the districts and the reasons for being considered to be taken off the list have been communicated to the States and a response is awaited. The names are not being revealed because of the sensitivities of the States which fear that once a district is taken off the list financial aid which is made available to the districts – to the tune of Rs. 30 crore annually for various developmental work – will dry up…

Red terror: Bihar plans joint operation with Jharkhand

Patna: Taking lessons from the July 18 encounter in Aurangabad in which 10 CoBRA commandos were killed, security forces in Bihar would soon launch a joint anti-Maoist operation with Jharkhand police on the lines of “Operation Abujhmad” in Chhattisgarh. Operation Abujhmad is considered one of the toughest anti-Maoist operations in the country. “This is the first time in Bihar that Maoists have triggered serial landmine blasts to attack the security personnel. CRPF DG K Durga Prasad and other senior security officials from Jharkhand have held a meeting to chalk out strategy for flushing out Maoists from their dens,” DGP P K Thakur said.

Sources said taking a cue from Operation Abujhmad, the CRPF is planning to comb the Maoist-infested areas keeping the standard operating procedure in mind. “We will not spare those involved in killing our colleagues,” said a CRPF officer. He added that helicopters have already been stationed in Gaya for air surveillance. “Unmanned aerial vehicles (UAVs) would soon be brought from other states for anti-Maoist operations in Bihar. The UAVs or drones will help us keep an eye on the forest and hilly terrains,” the officer added.

The CRPF has a specialized wing of 10 units of CoBRA. The 205 unit of CoBRA is already stationed in Gaya. Two more units will be pressed into service from Jharkhand. “Apart from the CoBRA commandos, CRPF, Special Task Force and police personnel would also join the operations in Bihar and Jharkhand,” the officer said.

Aurangabad police to take action against fake sim providers

Aurangabad: The district police have decided to take punitive action against owners of shops selling fake sim cards on the basis of fake addresses and identity proofs. A decision to this effect was taken after the recent blast triggered by the Maoists in which 10 CoBRA commandos were killed.
Police sources said most of the Maoist activity are planned on cell phones. They keep a tab on each activity of the district armed police (DAP) and Central Reserve Police Force (CRPF) engaged in anti-Maoist operations in the district. According to sources, the Maoists used cell phones for recce during the recent IED blasts.

A police official said, during investigation it has come to light that the Maoists were in constant touch with each other during the encounter and the order to blast IEDS was also given on mobile phone to their group members in the jungle. “Maoists change their SIM cards frequently and this makes it difficult for police to nab them. By putting a check on sale of fake sim through fake documents, police will be able cut of their communication line,” said the police officer…

Maoists Vs Former Maoists: A Peep Into Jharkhand’s Counter-LWE Policy – Analysis

Given that a force-centric policy, in which the states are inclined to use vigilante groups and former Maoists against the Communist Party of India-Maoist (CPI-Maoist), is largely seen to have taken precedence over the other identified components of the official anti-Left-wing Extremism (LWE) strategy, what sort of end game can one foresee in the next five years? Will the efforts of the Indian state result in a complete defeat of the CPI-Maoist, thereby resolving the problem of left-wing extremism? Or will the CPI-Maoist’s absence merely lead to an enabling environment for smaller extremist groups to thrive? Jharkhand’s experience points at the second possibility. An operationally convenient and yet shortsighted policy pursued by the state that encourages the smaller factions or vigilante groups to operate against the CPI-Maoist may end the bigger problem to a large extent. However, the resultant vacuum is likely to be exploited by these very agents of change to keep the fire of extremism, if not revolution, burning.

In Jharkhand, the ‘unofficial’ policy of using factions of the CPI-Maoist against the parent outfit was a direct result of the operational constraint of not having enough policemen on the ground to fight the extremists. The state had been carved out of Bihar in 2000. In 2002, the first year for which official data on police strength is available for the state, Jharkhand’s total strength of police personnel stood at a meager 10,493. For a state spread over 79,714 sq km, it meant a police density (policemen for a 100 sq km area) of 13. By 2005, the total strength had increased to 24,563, but still translated to a police density of 30. The state police establishment was in no position to resist the surge of the CPI-Maoist’s activities that had begun in 2004, immediately after the outfit’s formation. By 2010, the strength and density had increased to 46,613, representing a police density of 58. In comparison, geographically smaller states like Tripura, Punjab and Haryana had a police density of 231, 132, and 107, respectively.

Under an unofficial policy, Superintendents of Police in various LWE affected districts in Jharkhand started exploiting the fissures that had started appearing in the CPI-Maoist’s ranks along caste lines. Tribal versus non-tribal, tribal versus tribal, and upper caste versus lower caste divisions played out as the outfit desperately failed to use its ideology to unite its diverse array of foot soldiers and medium and low rank leaders. The People’s Liberation Front of India (PLFI), the Tritiya Prastuti Committee (TPC), and the Jharkhand Jana Mukti Parishad (JJMP) were some of the prominent groups that emerged breaking ranks with the CPI-Maoist. Each of these outfits present a fascinating narrative of collusion with the state and the operational benefits they provided the state’s ineffectual police force…

‘90 killed in 6 months in Bastar fake encounters’

Senior Maoist leader Ganesh Uike has accused the security forces of killing over 90 people in fake and staged encounters in the first six months of this year in the restive Bastar region of Chhattisgarh.

A member of the outlawed Communist Party of India (Maoist) Danda Karanya Special Zonal Committee (DKSZC) and the head of its Bastar Sub Zonal Bureau, Mr. Uike has also alleged that the security forces have sexually assaulted 50 women in Bastar during the Chhattisgarh government’s anti-Maoist campaign ‘Mission 2016’.

“Over 90 people have been killed in the last six months in the name of ‘Mission 2016’ by security forces in Bastar. Over 50 women have been sexually assaulted and hundreds of tribals have been declared ‘warrantee Maoists’ and are being tortured in jail. In the name of anti-Maoist campaign, large-scale attacks are carried out on the common people of Bastar.

It’s a police raj in the BJP-ruled Chhattisgarh and human rights of the common public are being openly violated,” Mr. Uike said in a press statement.

“After Vijay Kumar’s [the special security advisor to the Union Home Ministry] visit, the security forces attacked Mandel, Gondod, Gampur Karka, Eramgonda, Pendam, Edasmetta, Pasnur, Todka and Palnar village of Bastar and committed atrocities on ordinary citizens like an invading foreign army.

The people of Chhattisgarh are battling inflation, drought, and unemployment but the State government is only concerned about anti-Maoist campaigns,” he said.

Vows revenge

“On July 10, four of our men were killed by the police in Bijapur. There was no firing from our men. But the police opened heavy firing on our men and killed them and called it a major encounter,” he claimed.

Mr. Uike, however, accepted that all four were “active Maoists” and vowed to take “revenge”. He also owned up the killings of three BJP leaders in Bijapur.

Maoists take onus for Aurangabad encounter

Patna/Aurangabad: The CPI (Maoist) on Wednesday owned up responsibility for the Aurangabad encounter on July 18 at Dumaria Nala forest area in Aurangabad district, in which 10 CRPF personnel and three Maoists were killed. Paramjeet, spokesperson of the central zonal committee of the outfit, in a press statement admitted three members of the organization lost their lives. He said, “The three cadres who died in the encounter are Prince alias Jitender, Harinder alias Uday and Bipin alias Kisan. Our brave cadres killed 10 CoBRA jawans of the CRPF. We laid the trap by giving them misleading information over the telephone which was under their surveillance. The fourth body is of a villager, not of our cadre.”

He said the operation was carried out to shake the confidence of the security forces. A CRPF official said, “The area has dense forest and hundreds of landmines could be planted there by the ultras. The evacuation (of injured CRPF personnel) suffered as chopper could not land there. Despite the huge loss of lives that shocked the jawans in operation, we prepared another 50 men to evacuate the injured.” Sources said many sophisticated arms of the security personnel were damaged during the explosions. The Maoist spokesman demanded immediate withdrawal of Operation Green Hunt, saying their attacks would continue till it ends. “Our organization has enough arms and ammunition to take on security personnel. These will be used as per the requirement,” he added.

He also claimed security forces were torturing innocents villagers, alleging they were supporters of Maoists. Meanwhile, a core committee meeting of the top brass of Bihar Police and CRPF’s CoBRA wing was held at Gaya on Wednesday. “The officers are now trying to find out where the security forces went wrong on the day of encounter,” said an officer.

In an exclusive interview with TOI in the interiors of the Andhra Odisha Border (AOB) on the eve of the Martyr’s Week to be observed by the Naxals from July 28-August 3, Chalapati said like their comrades elsewhere in the country, the Naxals of the East Division too need to change the strategy to match the changing socio-economic, political and global scenario.

Where does the Maoist movement in AOB stand now? And why has it been facing such hard times?

n The multi-pronged attacks by the state government through its security forces as well as own mistakes has led to the Maoists being in the situation now. We have some weaknesses in waging the class struggle. Moreover, we have not actively mobilised the people as well as our own cadre to launch counter attacks against the security forces. We have to re-examine our guerilla warfare techniques as well as strengthen our underground network.

So would it be correct to say that the Maoists have totally failed in mobilising the masses?

n That is not true. If we have failed in all aspects, we would have ceased to exist. While admitting that we have faced setbacks, I would like to remind you that the party has faced difficult times in the past and regained its strength and lost glory. At the same time, I am willing to concede that we have constraints in attracting the people in all levels to the party ideology and policies. We shall do so now by strengthening our political and organisational setups.

There are allegations that some of the militia members have been misguiding the party for their selfish motives and causing the death of innocent people after branding them as police informers?

n Ours is a party of the masses. We will not take anybody’s word that so and so is an informer and kill him. The party has been strictly following the standard procedure laid down by the higher committees. However, I must add that in the conspiracy to eliminate the Maoists party, the ruling classes and the state government have been exploiting people in the tribal areas by converting them as police informer and agents. Such people are being given arms by the police and a special police officer (SPO) network created. It is such elements that we are eliminating.

Your party has lost the stronghold areas such as Narayanapatna, Bandugaon in Odisha and many more places in Visakha and East Godavari districts. Party leaders are not in a position to visit many villages in both the Visakha Agency and AOB now as they have no support. Did the party analyse these conditions?

n Learning lessons from mistakes and failures is a continuous process. The Naxalbari and Srikakulam armed struggles were formed through the lessons learnt from the Telangana armed struggle. Likewise, the Dandakaranya, Bihar and Jharkhand movements were based on the lessons learnt from the Naxalbari and Srikakulam struggles. Losing or gaining the dominance of areas or places would depend on the relative strength of the movement as of its rivals. Therefore, you need to examine the overall strength of the movement. For example, in China, the revolutionaries had lost their strongholds several times before finally taking over the entire country. The lessons from these struggles will guide the future agitations.

Any particular reason why the party has lost its grip over its so called bastions in the AOB?

n The state through its security forces has launched a massive repression on the movement since 1996 with a clear strategy. We failed to counter it by involving people in large numbers. As a result, by 2006, the movement began growing once again after receiving many setbacks in the AOB. We reduced the number of squads and converted them into platoons to counter the increasing strength of the enemy. Since then, the people of AOB are very much with us.

If the movement is strong and is being backed by the people, why is it seeing so many leaders surrendering to the police and coming overground?

n Many of those who surrendered did so for health reasons. You need to recall that the movement gained new strength in 2004 after the merger of three parties. We lost many people and strongholds due to Operation Greenhunt, an all-out offensive by paramilitary forces and the state forces in 2009 along the borders of Chhattisgarh, Jharkhand, Andhra Pradesh and Maharashtra. Following that, our Central Committee meeting in 2013 analysed the present conditions and changed our strategy. These hard times are only temporary. I can confidently say that the party will overcome this situation. The movement will sustain till the oppressed sections get the living rights and ownership of the land.

Police keep a hawk’s eye on ferry points

The ferry points on Pranahita river in Koutala and Bejjur mandals are in focus as they are known for extremists crossing over into Adilabad from Maharashtra

Though a month has passed since the dreaded Maoist Athram Shobhan alias Charles got killed in an encounter in the neighbouring Gadchiroli district in Maharashtra, the expected surrenders by his comrade extremists have not materialised in Adilabad.

There is no naxal movement in the district either since then, which constitutes whatever tangible impact that is seen after the June 19 encounter.

The police, nonetheless, have not relaxed their vigil on the long border that the eastern side of the district shares with Maharashtra’s naxal affected Gadchiroli district. The ferry points on Pranahita river in Koutala and Bejjur mandals are especially in focus as they are known for extremists crossing over into this district from the neighbouring State.

The two mandals form part of the Sirpur Assembly constituency which shot into prominence owing to the money spinning development activity being witnessed here. The activity is said to have attracted the attention of Maoists who are allegedly looking to extort money from contractors.

“We are also keeping an eye on some relatively unknown river crossing places like the Gundaipet ferry point in Koutala. The likelihood of large dalams crossing over from such places is remote though chances of two members of an action team carrying weapon cannot be ruled out,” observed Koutala Inspector of Police S. Acheshwara Rao as he delved into the subject.

Usually, it is in June and July that naxalite dalams cross over into this district as is evident from their movements reported in previous years. They apparently take advantage of the camouflage offered by increase in greenery during monsoon.

As the ferry points are located even as far as 15 to 20 km from mandal headquarters, the only way of keeping an eye on the activity on the shores of the rivers is through increased combing operations, which is being done by the police. The police, however, anticipate that their efforts will be strengthened owing to an improved informant network as a consequence of Janamythri, the mass contact programme launched by Superintendent of Police Vikram Jeet Duggal a few weeks ago.

“The programme has certainly had an impact on people in that their perception of police is changing fast. In any case, I appeal to the Maoists to surrender and join the mainstream,” Mr. Duggal stated.

North Andhra on high alert

Visakhapatnam: Cops in East Godavari, Visakhapatnam, Vizianagaram and Srikakulam are on a high alert in view of the CPI Maoists observing Martyrs Week from July 28 to August 3.

According to sources, Maoists, who had lost many cadres in the recent encounters, surrenders and arrests by the cops, are desperate to show their prowess in the Andhra Odisha Border (AOB). Not wanting to take any chances, security forces including the elite force – Greyhounds – have been deployed for combing operations in north Andhra along with the CRPF and district armed reserve forces. As a prelude to Martyrs Week, the naxals recalled the contribution of comrades like Azad, Anand, Kamala and Kudumula Ravi a couple days ago in the interiors of AOB.

“Generally, Maoists will not indulge in any violent activity during Martyrs Week. But the changing scenario may push them to such activities. So we don’t want to take any chance. We have already taken various measures in the Visakha agency. Our security personnel have been deployed at various locations,” the Visakha Rural SP Rahul Dev Sarma told TOI.

Sources said Maoists were planning to observe Martyrs Week to show their dominance in the Visakha agency as they lost three main cadres at the Marripakalu-Palasamudram encounter in Koyyuru on May 4 this year and PLGA main leader Kudumula Venkata Rao alias Ravi due to illness. “They will not leave any opportunity in observing martyrs week. The movement of naxals was visible at Galikonda and even Korukonda, besides Pedabayalu and Munchingput border areas,” police sources said.

Cops suspect that big leaders are likely to participate in programmes in the Vizianagaram district of AP and Koraput district in Odisha. Anticipating such a development, CRPF personnel have been deployed in Makkuva and Parvathipuram mandal. After merger of four mandals including Chintoor in East Godavari from Khammam district, Maoists activity has increased in the zone as Chintoor shares borders with Chhattisgarh. Besides, the East Godavari police department has established a sub-division at Chintoor and posted an ASP for the division to deal with anti-naxal operations, a senior police officer said.

3 alleged women Maoists arrested in Tamil Nadu

CHENNAI/KARUR: Three alleged Maoist women cadre were arrested by the Q branch police on Thursday from Karur and Kancheepuram districts. Police sources identified them as Reena Joyce Mary (32), Kala a.k.a Janaki (53) and Chandra (52).Reena was a suspect in a 2008 encounter between the police and the Maoists at Kodaikanal. She was also one of the Maoists arrested in an operation at Uthangarai in 2002.

Sources said a police team traced Reena, who was found working in a textile factory at Padapai on Thursday evening. Based on the information given by her, another police team traced Kala and Chandra living in a rented house at Vengamedu in Karur district. One of the duo swallowed a piece of paper on seeing the police, onlookers said adding she shouted pro-Maoist slogans.

Police are trying to find out how long they were residing in Vengamedu and their links with the house owner in Karur. The two women have been taken to an undisclosed location for interrogation. They are likely to be produced before a judicial magistrate on Friday. Police officials said these suspects had contacts with Maoists in other states and some of them had jumped bail.

Two women suspected to be Maoists held in Chennai

CHENNAI: Tamil Nadu ‘Q’ branch sleuths have arrested two women suspected to be Maoists involved in an attack on Uthangarai police station in Krishnagiri in 2002. Based on a specific tip, a police team led by the ‘Q’ branch Villupuram police inspector and a Coimbatore police inspector nabbed the suspects who were identified as Reena Joy Mary, 35, and Kala, 38, from a hideout in Manimangalam near Chromepet on Thursday.

..Reeta Mary (32), Kala alias Janaki (53) and Chandra (52) were taken into custody by ‘Q’ branch personnel in plain clothes after keeping them under surveillance for nearly 10 days. The three were suspected to be Maoists. Speaking to ‘News Today’, a senior ‘Q’ Branch official said that the arrested Maoists were senior level leaders and were engaged in recruitment and setting up of base camps here.

The police have seized cell phones and manuals from the spot, which would be examined later. The official said, the police would ask for their custody for further interrogation. The police sources said, they were already into ‘Maoist activities’. The spouses of all three women are Maoists as well and are active in the ‘tri-junction’ areas. In the guise of quarry workers, the women, were leading low-profile lives in Karur and Kanchipuram areas, a police source said. They intended to initiate college-goers, trade unions and others into the Maoist ideology.

Mary is the wife of Kannan, who is lodged in jail. She lived in the Erumaiyur area in Manimangalam from where she was arrested. The couple were allegedly involved in the Uthankarai police encounter in 2002. She also has other pending cases against her. Sundaramoorthy, husband of Chandra was arrested for bombing a prison in Kharagpur in 2007. He is currently in Puzhal jail. Janaki and Chandra resided in Vengamedu in Karur. The former’s husband Manivasagam is a proclaimed offender still on the run. The police will further investigate if the women have already initiated anyone in the surrounding areas into the ideology.

Joint operation: Maoist fort captured in north Chattisgarh

Bilaspur: In a joint operation, Chhattisgarh and Jharkhand police busted a stronghold of Maoists in Balrampur district bordering Jharkhand. Security forces claimed to have killed six Maoists in the operation that lasted for about two weeks and have recovered a huge cache of IEDs, electric wires and detonators from the spot.

The operation was carried out at Budha Pahad in Chunchuna-Pudang area of Balrampur district of north Chhattisgarh. Budha Pahad of Chunchuna-Pudang area has been a shelter of Maoists for long time. Police conduct intensive search for Maoists

The District Police in The Nilgiris on Thursday conducted an intensive search for a Maoist leader Vikram Gouda and three other members of the movement, following a rumour that they have entered the district. Police conducted a search at check posts with the pictures of the four persons.

A senior police officer in that district said that the search was based on an alert to police in The Nilgiris and Coimbatore around 8 a.m. on Thursday. The officer said there were rumours that they could have intruded through Mettupalayam or the bordering villages in Kerala.

All the vehicles crossing the border were thoroughly checked. Vehicles were also checked at the towns in the district. While no Maoists were spotted by the searching teams, the police, special task force and forest personnel continued intensive combing operation till the late hours of the day.

Superintendent of Police (SP) of The Nilgiris, Murali Rambha, told reporters that the search was based on an alert from their source and that there was no such movement of Maoists in the district. He also said that they are planning to have five more check posts on the district’s border with Kerala, in addition to the existing 10 check posts.

Maoist posters surface in Bhadrachalam

Maoists have put up wall posters at Laxmi Colony in Charla mandal headquarters urging people to observe “martyrs week” from July 28 to August 3.

According to sources, a bunch of printed wall posters have surfaced in the name of CPI (Maoist) State committee at a culvert near Laxmi Colony on the outskirts of Charla in Bhadrachalam division in the early hours of Thursday. The posters contained slogans denouncing the alleged attempts by the State government to suppress people’s movements against displacement of adivasis, farmers and poor people owing to opencast and other major projects.

HBDH: 11 riot police killed in Trabzon

The Joint Command of Peoples’ United Revolutionary Movement (HBDH) has released a statement claiming responsibility for the action that targeted riot police in Maçka district of Trabzon at 08:30 on 19 July.

HBDH militants hit a group of 15 riot police effectively, which left 11 among them dead and others wounded. During the same hours, the building of Police Directorate was also hit with automatic weapons.

HBDH Joint Command said the action was carried out in memory of July 14 Resistance Martyrs and to mark the anniversary of the Suruç massacre. The statement added that fascist mobs attacked the Kurdish locals in the wake of the action.

Responsibility claim for the execution of mafioso Habibi in June , Exarhia area – Athens , Greece

We take the responsibility for the execution of mafioso Habibi, who for
years now was in the forefront of violent incidents towards residents
and regulars in the area of Exarhia, culminating in the murderous attack
on three comrades of the occupied social centre VOX, last month.

The paranoid character of this specific individual and the ruthless
violence he inflicted at the slightest provocation, rendered him a
potential serial killer, the fear and terror of the area. The bullying,
the theft and stabbings that were included in the repertoire of his
daily presence in Exarhia square, gave him the space to pretend to be
the leader who (allegedly) no one could dispute. With the strength of a
herd of cannibals that surrounded him, but also with the backup of the
mafia and police, he acted undisturbed selling drugs and terrorizing the
neighbourhood, which was defenceless and unable to deal with him,
subjugated to his power and silenced.

The fear his criminal activity caused, gave him more and more audacity,
since he repeatedly carried out assaults with murderous intentions in
front of the eyes of dozens of locals, leaving behind bloody and half
dead people, while he remained in the area undisturbed and proud. And
this because, although he was a drug addict and paranoid, he knew very
well that there would be no consequences. Because he knew that no one
will intervene, because of the consensual subjugation imposed by fear.
Because he knew that he would not be arrested, since being that he was
an employee of the mafia he was essentially an employee of the police
also.

However, his audacity proved to be “suicidal” in the end, when he made
the mistake of attacking three anarchist comrades from occupied social
centre VOX, injuring two of them. The camel broke and the implementation
of popular-revolutionary justice required his death sentence. Not only
in the frames of revenge for the injured comrades, but also in defence
of such a distressed neighbourhood, which we are sure that upon hearing
about the execution of this scumbag, will be relieved. Because someone
had to take action. For the even marginal restoration of power relations
in the neighborhood of Exarhia, for the reminder that the long arm of
the para-state has to deal with the punishing arm of the movement.

Speaking of the para-state, we must clarify that for us the execution of
this specific individual, is not limited only to a blow against the
‘cannibalism’ that reigns in Exarhia. We do not perceive ‘cannibalistic’
violence as a generalized social phenomenon. We are not sociologists,
but positioned in the class which is at war with capital and as such we
enter the battle to win back Exarhia. With this orientation, this
specific execution extends also to the physical conflict with the
parastate cluster of the mafia-police. I.e. it extends to the battle
against one of the toughest expressions of capital. And this because
Habibi was recruited by the mafia of Exarhia, not only as one more of
the dozens of drug dealers who operate in the area, but also as a
gendarme who violently guarded the smooth profitability of his bosses.
Habibi’s rich background, which included all sorts of anti-social
activity, had rendered him the henchman, the enraged guard dog of the
mafia in Exarhia square. And he was a guard dog because this violence of
his, regardless of it being psychotic and imprudent, functions as a
threat against anyone who even imagined to disrupt the smooth dealing of
drugs. Against, finally, anyone who disputed the reign of the mafia in
Exarhia square.

By executing Habibi, we made it clear that we factually dispute the
reign of the drug dealers. That we also have the means to deal with them
and that if necessary we will engage in a head-on confrontation with
them. A confrontation that is historically and politically imperative.
The cluster between mafia and police, although a phenomenon ascertained
numerous times that does not surprise anyone, in Exarhia it is expressed
with revealing overt terms. Those who live, work or hang out in the
area, know very well that the drug selling spots are not at remote
areas, contrarily they take over the main spots around Exarhia square.

They also know who and when drugs are sold, since we are talking about
almost 24hour shifts carried out by individuals who live and move around
Exarhia. They know what shops operate as fronts for money laundering,
who the leaders of the mafia are, and where they hang out, visibly
armed. They also know that the commander of Exarhia police station meets
up with some of them in a particularly friendly climate. All this takes
place before our eyes every day and no one says a word.

And no one says a word because fear or indifference dominates. And even
worse because even among the healthy forces in the neighbourhood, the
futility dominates that nothing changes. Indeed, the rootstock of the
network of thugs, “anarchists”, hooligans, big shop owners, drug dealers
and police is deep. And it is so deep that it needs an earthquake to be
uprooted. This earthquake is our aim, and to accomplish it we must
initially clearly divide the camps. Who we are and who are against us.
So we can measure up and so tolerance, dealings and balancing between
two boats ceases. We are not all a neighbourhood and there is no room
for all of us in this neighbourhood.

It would be tragic-comic for police to claim ignorance about people and
situations and even worse about the inability to intervene because of
the fear of anarchists. And it would be tragic-comic, because the police
raids, tortures and arrests the anarchists with particular ability and
viciousness when there are clashes in the area. Why can the same not
happen with the drug dealers, thugs and henchmen? The question is
obviously rhetorical. And it is rhetorical, because of our position as
social fighters, we could not denounce the inactivity of the police,
implying that we need their intervention to solve the problem.
Contrarily, what we are proving by talking about the absence-protection
of the police is the blatant merging of interests, it is the existence
of a parastate front, which can be dealt with by the people in the
struggle and only them. Let’s not delude ourselves therefore, by
awaiting the help of official bodies and institutions. They are all in
on it and are all against us.

Therefore the issue of Exarhia, concerns in its core the clash with the
mechanisms of collateral accumulation of capital. I.e. we are talking
about the parastate, about the other side of capitalist profitability.
The so-called para-economy is a network of unimaginable size that brings
in billions. Besides, today the admission that the “black” capitals
rescue the banking system internationally is particularly
characteristic, proving thus not only the size of the profits, but also
the aggregation of “illegal” and “legitimate” capitalist economy.
Therefore, given this aggregation, it is obvious that the mafias are the
organized expression of “black” economy, therefore also the lateral
organization of the state mechanism. Judges, journalists, politicians,
businessmen and police consist the board of executives of the
para-economy, using as “front men” the various useful idiots to do the
dirty work.

Thus the drug dealers of Exarhia, comprised of lumpen-parasitic
elements, “bouncers”, petty criminals and wannabe gangsters, are simply
the useful idiots for Exarhia police station and GADA (Athens police
headquarters), the official centres of controlling the dealing of drugs.
These scum, who pretend to be Escobar and fearless, are common snitches
and associates of the police, they are bullies and sneaky because
without their protectors they would never dare not only to lay their
hand, but not even their look on those who fight for the neighbourhood
of Exarhia.

Understanding the problem from its root, we reach the conclusion that
the war against the mafias, is a war in the heart of capitalist
accumulation, it is an anti-capitalist war. For this, and so we will not
get lost in fanciful theoretical schemes that lead to us not clashing
with the mafias because capitalism (will) exist without them also, we
say that we should finally start from somewhere. Because capitalism is
not an abstract relation, but contrarily a tangible, material and very
specific. This, the war to keep a neighbourhood clean of the sludge of
capitalist junk the mafia washes down, it is not war of ideas, but a war
for the shifting of the material correlation of power.

Clearly, the neighbourhood of Exarhia is plagued by a series of
problems. The beginning of all this, is the transformation of Exarhia
into mass consumerist zone, which attracts the mafia and finally brings
the political and cultural deterioration of the area. The concentration
of dozens of catering outlets, which reap the historical and political
charge of the area and profit by selling an alternative lifestyle and
pseudo-insurrectionism, has as a consequence the gathering of thousands
of youths with terms of consumerism and de-politicisation. And exactly
here is where the mafia finds a fertile ground to blossom. Because the
area yields unimaginable profits from the “protection” of dozens of
shops and even more from the dealing of drugs.

It is a sad fact that the hundreds of youths who hang out in a
neighbourhood of constant political turmoil, seem to have a false
interpretation of freedom, which ends up getting confused with the use
of drugs. The urban ideologies that nourished all kinds of forms of
“alternative lifestyle”, aimed at disorientation and ideological
aphasia, promote the use of drugs as an alleged liberating experience,
transforming thousands of young kids into addicted or not users and into
“customers” who economically support the criminal organizations of the
mafia. We call on all these young kids, who could and should be on our
side, to consider that drugs are a means of sedation and not liberation,
we call on them to not economically contribute to the mafia, we call on
them to take a stand in this battle, either by stopping to take drugs,
or leaving from Exarhia. Otherwise, as the struggle intensifies, the
users and the vast demand they offer to the drug dealers, will have to
be dealt with even with violence.

Speaking on the issue of drugs and the drug culture in general as a
phenomenon that mainly inundates the youth, we are absolute, stating
that to poison our brain and body with substances, is a fleeting
experience, a mislead of our oppressed senses and a false escape from
the real and common problems that plague us. Specifically in the western
societies where capital has raided every aspect of our emotional world,
the concept of personality has been deconstructed, through its placement
into an asphyxiating alienated social environment. That of loneliness,
insecurity, emotional amputation and depression. Into an unreasonably
demanding and unbearable life. The justifiable seeking of ways out, when
carried out under a state of lack of class conscience, will in fact lead
to wayward paths. Drugs are one of them. And are probably the toughest
expression of self-punishment and introversion, since the desired “way
out” leads back to ourselves and our problems on the worst terms. In
other words, we do not respond with liberating violence to the violence
enforced on us by class society, but with violence that is aimed at
ourselves. This is why as revolutionaries, we fight against drugs, which
are a support on the enforcement of social paralysis, but also a direct
attack on the most lively part of society, the youth.

We said earlier that there is no room for all of us in this
neighbourhood anymore. And with this we mean not only the mafia, but
also the hooliganism wherever that is expressed. Whether with a
political cloak, or apolitically and raw. The struggle for Exarhia, even
if we have to get into an armed conflict, does not concern the means of
struggle but the content they represent. The battle of Exarhia, is a
battle of civilizations for the simple reason that it’s not two gangs
clashing but two worlds. On one side the world of the parastate and rot
and on the other our world of: hope, solidarity and struggle. However,
the formation of our camp is not accomplished only with declaratory
calls to battle, but with education and compliance on cultural standards
of the new world we represent. This is why the battle of Exarhia, is a
battle against capital and its mafia, as well as against the internal
corrosion of the movement. Against the drug culture, indiscipline,
anti-socialism and meaningless violence. Otherwise, we are doomed to
lose this struggle or even worse become a part of the problem.

It is a given that when something is not limited at some point it will
expand so much that it will crush you in the end. It will spread like
cancer. So in the case of Exarhia, where the otherwise romantic
character of the neighbourhood, which always embraced the outcasts, the
uncompromising and the disinherited, today is proven wrong. Not because
these people must not be embraced, but because they should be embodied
with fundamental rules of social solidarity. They should accept the
offer but also reciprocate, proving in practice that solidarity is not
the back door of chaos and cannibalism but the epitome of social
maturity, through its ability to self-institutionalize itself and
operate in harmony. Social solidarity is therefore a matter of
responsibility and not simply tolerance.

More particularly, when we are dealing with criminal-anti-social
elements, the managing of which is not adjusted by some invisible hand,
but from our capability to maintain at least a balance of forces. We
should keep an eye on them, impose ourselves on them and remind them
that they are in a hostile environment. Otherwise the mafiosos and
hooligans will feel safe and strong, will impose their hegemony and
eliminate us. Therefore, in respond to the incomprehensible theories
like “this is always how Exarhia was”, we say that those who claim this
belong to the conservative forces, to those that is, who with their
attitude perpetuate the decadent situation of the neighbourhood.
Therefore, from now on they will also be considered a part of the
problem.

Exarhia is one of the most politically charged regions of Europe. In
there, tough struggles have been fought, comrades have been murdered by
the police, insurrections have started, movements and ideas were born.
The image of this neighbourhood now surrendered to the decadence of
drugs, pseudo entertainment and hooliganism, is a sad image. However, we
must admit that it reflects the structural, organizational and
ideological problems of our movement. In the name of a latent
“anti-authority”, which identifies the terms of formation of the
proletarian front, at a level of ethics and relations, with the terms
with which we fight against the civil world, we forget that you do not
respond to brutality with caresses. So when our ideas about social
relations transform into an ideology, and not in constant conflict in
order to guard them, then gaps are created, and the powers of the enemy
find the space to sit on our “anti-authority”. All are judged by the
real material correlations and not by our abstract visions.

“Anti-authority” therefore, in order to survive in the urban environment
it evolves in, and to convince that it is a realistic proposition of
social organization, should exercise authority on its enemies. Otherwise
it is doomed to crash. On the other hand, the wider meaning of
tolerance, which allows the anti-social elements to act undisturbed in
the neighbourhood of Exarhia, raises some basic questions. Why are we
(should be) tolerant of anyone, who using as an alibi their national or
alleged political identity (that of an immigrant or “anarchist”)
exercises anti-social violence, and we are not tolerant of the local
society which justifiably protests against them? Why are the former
attributed as friendly forces and the latter as petty bourgeois and
fascists? Who are we addressing and who are our allies? This is where we
enter the depths of the historical character of the movement, its
distortions concerning the class struggle and its role within it.

Tolerance therefore, is not a coupon of free contribution that is priced
at will. It has a hefty price. The price of responsibility. And in the
face of danger of becoming outcasts in our own neighbourhood, being
ethically and politically assailed and unable to defend our vital space
and losing the credibility of a responsible political proposition
towards society, we say that this responsibility is ours. At any cost.
Therefore, how do we factual defend the self-organization in the
neighbourhood of Exarhia, let alone when we are threatened? Surely not
with simply claiming it as an abstract formation, or as a structure that
does not communicate anywhere with the outside world. Self-organization
means the form (and not the content) upon which we comprise our forces.
It means we have the ability, with our own political and experiential
tools, to form the organized proletarian camp against the bourgeois
class. Unions, assemblies, commissions, occupations, armed groups etc,
are the physical expression of self-organization, they are our weapons
against the bourgeois state and its institutions. And exactly because
self-organization does not mean islands and communities of freedom, but
points of brewing, alertness and onslaught of proletarian forces, we
must guard it. From reformism, as well as the class enemy.

Militias as a form of self-organization, wherever and whenever they
appeared as a necessity, defended the collectively vested, but also the
right of the people and the movement to counter attack the violence of
the capitalists and those who serve them. Against the police, military,
the fascists and all sorts of paramilitaries. The militias were always
flesh of the flesh of the people and the movement, because they served
its needs and expressed the collective respond to the question of how
our struggles will be guarded by the violence of the bosses, and how we
will defend ourselves against our threatened bloodshed. Because,
finally, they expressed their factual acceptance of violence as a
necessary prerequisite in the development of class struggle and the
inevitable obstacles it encounters when carried out with real
revolutionary terms.

Today in Exarhia, although we are in a completely different time-space
from the one that gave birth to last century’s militias, we encounter
the same issues our ancestors encountered. Issues of organization and
guarding of the struggle against the violence of the class enemy. Even
if it’s inappropriate to proceed to automatic reductions and mimicry, we
are obliged to re-read history, study the reasons that created the armed
guards and learn from them. Therefore, here we are talking firstly about
content and secondly about the form. And this because the content is
common and concerns the diachronically existential need of the movement
to defend itself. The form this defence will take today, given the
violence required on one hand, and the particular current correlations
on the other, are in the jurisdiction of the movement to be analysed.

Therefore in the frames of this necessity, of finding answers concerning
the issues of guarding the people and the movement, we incorporate also
the justified execution of Habibi. Motivated by the imperative need to
cease to impassively watch the fall of Exarhia, to not bow the head to
the violence we receive by the thugs who act in the area, but also
maturely open the discussion about the means of battle the situations
demand, we carried out this specific action. This choice of ours is
dialectically connected with the mobilizations taking place these last
few months in Exarhia against the mafias and the general social
“cannibalism”. We, positively assessing these mobilizations, wanted to
contribute with our own terms. Because first of all, unity is important
under a common and imperative target and not ideological
identifications. Because the mafia has declared war on us and we have no
more time to waste. Otherwise, everyone will hold high the banner of
their ideological purity, while at the same time we will become a
defenceless minority. Therefore everyone should make their choice.
Either with the movement and its history or alone with their ideological
delusions.

ITS THEM OR US. THERE IS NO MIDDLE SOLUTION.

About the attempted military coup in Turkey KKE (ml)

Fierce clashes inside Turkey’s bourgeoisie amidst imperialist interventions in the region.

The dangers for the peoples in the region are growing.

Yesterday there was a very dangerous development in neighboring Turkey. The attempted coup by a faction of the military establishment was quashed but it left behind many dead and wounded in armed clashes, bombardments, even air combats. The most important thing is that it opened a new period of instability and danger both for Turkey and the Mideastern region. Despite the fact that Erdoğan and his government were obviously taken by surprise, it was not something “out of the blue” because there were several manifestations of discontent and disputes inside the Turkish ruling class and the military establishment… Also the fact that recently Erdoğan moved in the direction of restoring diplomatic relations with Russia is something to be taken into account.

The initial estimates that the coup was orchestrated by a handful of low-ranking military personnel were disproved. The truth is that this move was led by high-ranking military cadres and obviously had the backing of parts of the ruling bourgeoisie. These factions had opposed the constitutional amendments promoted by Erdoğan in order to concentrate more power on himself. This was manifested in the declaration of the “plotters” in which they presented themselves as defenders of the secular nature of the Turkish state.

Anyway moves like these and in countries like Turkey where imperialist (especially US) interventions are intense cannot be attributed to inter-bourgeois contradictions alone. It is clear to us that imperialist entanglement – direct or indirect, overt or covert – is a decisive factor. These are moves that can have – from the imperialist direction – the character of measuring up forces and possibilities. And we must not forget that the Erdoğan regime and the bourgeois factions that support him, in their attempt to make Turkey a key factor in the region, have several times provoked the imperialists, either the US or Russia,

The failure of the coup can be attributed to many elements, such as its poor preparation, but the mass mobilization of the people against the “plotters” played a key role despite the fact that this mobilization is tried to be credited to Erdoğan’s call.

The military coup in Turkey, although a failed one, means new more reactionary developments for the Turkish people and the peoples in the region.

Internally it means a period of purges and reactionary reshuffle for better control of the army and weakening of the opposition. For the people it means a new period of oppression by a regime with fascist characteristics that has shown repeatedly how hostile it is towards popular interests, democratic freedoms and popular struggles. It is a regime that gags, jails, tortures and kills. It is a regime that persecutes and sends underground every progressive, democratic or communist voice.

The worst of it is that in this new reactionary purge the Erdoğan regime will exploit the mass popular mobilization against the coup. In this difficult and demanding period the task of the people and every left and progressive force is to struggle in defense of the people’s rights and their democratic freedoms, to struggle against imperialism and its puppets who have transformed the whole region into a field of war and unspeakable horror.

We call the Greek people to express their solidarity to the suffering Turkish people. To condemn the reactionary plans against the peoples of the whole region. To condemn any attempt to exploit the coup against the interests of the Turkish people.

CPI (Maoist) spokesperson acquitted

Communist Party of India (Maoist) spokesperson in West Bengal, Gour Chakraborty, who was behind bars since his arrest under the Unlawful Activities Prevention Act UAPA in 2009, was acquitted by a city court here on Tuesday. The charges against Mr. Chakraborty could not be established in the court of law. One of the first arrests under the UAPA, Mr. Chakraborty was held in Kolkata on June 23 2009, a day after the Centre banned CPI (Maoist).

Charged under Section 20 of the UAPA, which provides punishment for being member of terrorist gang or organisation, Mr. Chakraborty, a septuagenarian was arrested after he reportedly claimed that he had links with the outfit during a debate on a television channel.

Ego clash has affected security concerns: Cop

The Maoists have often exploited lack of coordination and efficiency which mark inter-state border management. When pressure mounts in Bihar the Maoists flee to Jharkhand and vice versa. Lack of interest and ego clash, a police officer said, has overshadowed security concerns and jeopardized security. Police spokesperson M S Bhatia said Bihar police have sought help in fighting the Maoists. “The operation is on in bordering districts. We would further strengthen the operations to ensure no Maoist manages to take shelter in Jharkhand,” Bhatia said.

The incident has stocked fears of more attacks because the incident will arm Maoists with better confidence. It prompted the state police to issue general alert in Maoist dominated districts. Jharkhand police headquarter has asked SPs of Palamu and Chatra to block the corridor and launched effective coordinated operation to stop the Maoists movement. “In Palamu regular anti-Maoist operations are going on. More forces would join the operations to make them effective,” Bhatia said. A police coordination meeting involving officials from Bihar, Odisha, Bengal and Chhattisgarh on Maoist operation is scheduled at state police headquarters on Wednesday.

69 Left-Wing Extremism Related Incidents Reported Till June: Government

NEW DELHI: A total of 69 incidents of Maoist violence and killing of 33 security forces personnel and civilians were reported from the 10 Left-wing extremism-hit states of the country in the first six months of this year, Lok Sabha was informed today. The maximum incidents at 53 and deaths (17 security men and 2 civilians) were reported from Chhattisgarh between January 1 and June 30, Minister of State for Home Hansraj G Ahir said in written reply.

Chhattisgarh, in number of incidents, was followed by Jharkhand (6), Maharashtra (5) and Odisha (2). Bihar, where 10 CRPF commandos were killed yesterday in a similar ambush, accounted for only one incident, death of one security personnel and injuries to two, during the said period.
While only one Maoist was reported to be killed during this period in all the Left-Wing Extremism-affected states, a total of 1,006 were arrested.

Sixty security men were injured during the said period in the ten Maoist-violence affected states, the data said. It data said a total of 118 such incidents were reported last year, slightly less than the corresponding figure of 155 in 2014. A total of 35 security personnel and civilians were killed last year as compared to 96 in 2014.

Hidme encounter: HC orders probe

Bilaspur: Chhattisgarh high court on Tuesday ordered a judicial probe into the death of Madkam Hidme, the woman who was allegedly stamped as a Maoist and killed in an alleged encounter in Gompadgaon under Konta police station of Sukma district. The district and sessions judge of Dantewada will head the probe.

Once again innocent blood has been spilled. Once again the fanatics of ISIS chose to target unarmed women, men, and children. We do not know right now exactly how many have died, but this is not the point. The point is, despite it’s arsenal of repressive laws, the state failed to prevent the massacre.

This is an appeal to the militants of the left, to those who know not to rely on the French state to ISIS. We invite you to join us here in Rojava to deliver the final blow to the self-proclaimed ‘’Caliphate’’. We must not misunderstand the attack in Nice. Although they can still attack civilians, the are retreating on all fronts faced with the armed resistance of the people. They lost in Sheddadi, they are losing now in Manbij, we are now 50 kilometres from Raqqa : the Islamic State is almost defeated!

It’s not only necessary to join us here in the armed struggle. In France you must fight ISIS and its death-cult ideology. It is also necessary to refuse to line up behind this moribund government who will use this opportunity to once again call for national unity. Indian state repression in Kashmir: Time to Break the Deafening Silence!

We are witnessing yet another summer of bloodshed and repression in Kashmir since the past two weeks. Nearly 50 people have been killed, and more than 2000 injured, many of them maimed and blinded for life by the deadly pellet guns used by the security forces. Widespread anger and grief among people in the valley after the killing of Burhan Wani, a young and popular militant, on the 8th of July led to almost 3 lakh people taking part in the funeral procession. Since then, the security forces have once again swooped down on the people in the valley and there has been news of deaths every day. Curfew has been imposed leading to the shortage of food and essential supplies. The world’s largest democracy has additionally cut off mobile and internet connections, and after raiding offices of Kashmiri press, a ban has been imposed on publication of newspapers for three days, so that any authentic news coming out from the valley exposing the falsehoods of mainstream media, can be crushed.

In Kashmir every citizen becomes a protestor by default. Their very existence is an act of protest, and they do not even need to be on the streets for the security forces to attack them. This time we have seen through images the savagery inflicted on the Kashmiris from the use of pellet guns, along with bullets, on unarmed civilians, which disperse hundreds of pieces of metal into the face and body of the person. This so-called non-lethal weapon, which is usually used to hunt animals, is maiming and blinding the people in hundreds. The doctors report that the injuries are in almost every case above the chest which is against all international conventions. Among those who have lost their eyes include young girls who were inside their houses when they were fired upon, old parents who were out enquiring about their children, and people taking the injured to the hospital. Ambulances carrying patients have been attacked and delayed, leading to the death of more young people, including a Delhi University student who had gone home to celebrate Eid. The forces have also fired tear-gas inside hospitals, terrorizing the injured and their families. If these are not war-crimes, then what are? The world watches on in criminal silence.

Unlike what the Indian government and the local political leaders would like us to believe, there is never any “normalcy” in the valley. There are only repressive and more repressive times. Between phases of extreme crackdown and repression, such as this, is the daily life which is marred by encounter killings, routine civilian killings, restrictions on mobility and connectivity, identification checks, frisking, detentions, humiliation, suffocation. Recall that just in April this year, a minor girl from Handwara had accused security personnel of molestation. Subsequently, 5 young protestors were killed, while the girl and her family faced detention, humiliation and still await justice. And, let us not forget the women of Kunan Poshpora who are still awaiting justice after 25 years. We recall with horror also the summers of 2008-2010, which each saw the killings of hundreds of young people in Kashmir. Years of repression and bullets were resisted with stones, and these stones were answered with more bullets. Rejecting the manufactured lies of normalcy, we want to ask this state machinery – why are lakhs of people losing all sense of fear and concern for their life, and continuing to come out in defiance?

The government has responded by sending in more troops to already most militarized region of the world. It has responded with more bullets and pellets. The AFSPA is another tool for maintaining this militarized occupation. Inspite of the recent Supreme Court criticism of the indefinite use of the AFSPA, the state has not learnt a lesson.

This phase of protest is neither sudden, nor just about the killing of a young militant. It is about decades of political betrayal and manipulation, inhuman repression and trauma, of anger and desperation. Any appeals to peace and restraint, from even otherwise well meaning Indians, should be addressed not to Kashmiris, but instead to the state and administration. The habit of equating state machinery’s brutalities with the Kashmiri people’s resistance, which many quarters of Indian left and civil society are continuously doing, is dangerous, unprincipled and ahistorical. The present unleashing of state brutality should shake us out of our long slumber and make us stand strongly with the political right and democratic aspirations of the people of Kashmir to decide their future. Recognizing this right cannot be taken as an affront on “nationalism”. Rather we need to question this nationalism and concept of nation where we are holding on to a land only by the force of the military and bullets.
A real solution lies only in fully recognizing this political right of the people of Kashmir, supporting their struggle whole-heartedly and speaking out against inhuman state atrocities.
