A clerk is a senior official of many municipal governments in the English-speaking world. In some communities, the position is elected, but in many others, the clerk is appointed to their post. In almost all cases, the actual title of the clerk reflects the type of municipality he or she works for, thus, instead of simply being known as the clerk, the position is generally referred to as the town clerk, township clerk, city clerk, village clerk, borough clerk, board secretary, or county clerk. Other titles also exist. The office has existed for centuries, though in some places it is now being merged with other positions.
The duties of a municipal clerk vary even more than their titles. Particularly in the United States, it is difficult to fully describe a clerk's duties, because there are hundreds of different jobs a clerk may fulfill. In some U.S. states, there are provisions in the state constitutions delineating the clerk's duties, but in other states, each municipality decides for itself what role the clerk plays, or even, if there need be a clerk at all.

Plot: The story of a young man moves from Montana to Florida with his family, where he's compelled to engage in a fight to protect a population of endangered owls, and that a tough girl at his school named Beatrice has some connection with the barefoot boy, who has some connection with vandalism at the construction site. Plot: Intelligent high school senior Duane Balfour has long lived by the principles of his father, Cecil Balfour, to stand up for what he believes in at whatever cost. Duane's fervor is in large part because Cecil died for his principles, he who was viewed as a lunatic. Duane's primary target is his classmate Chad Milton. Although Chad easily gets whatever he wants in life because of who he is, he is largely a symbol for Duane of the entire Milton clan, the richest family in town who have long ruled what happens and who was also the target of Cecil's views. Many of those in Duane's life believe Duane's single-mindedness against Chad is misguided and makes him seen as a lunatic like his father was viewed. Those people include his exasperated mother Bonnie Balfour, his exasperated on again/off again girlfriend Molly Buckley, and his caring teacher, Miss Houston. Based on their advice for him to channel his energies into more productive outlets, Duane decides to run for mayor against five time incumbent Kelly Milton - Chad's grandmother - who has run in the past largely uncontested. Duane believes she runs the town largely for her and the Milton's own benefit. But Duane's impulsive nature and the memory of Cecil may be hard items for Duane to overcome in winning the election.

Plot: Mr. Grodman was a respected superintendent at Scotland Yard until a mistake in an investigation caused the execution of an innocent man. Plot: Jimmy Barnes arrives from Europe to be educated by his multi-millionaire uncle, Edward J. Barnes and in five years the extravagant escapes of Jimmy, now a lawyer, are the talk of San Francisco. Linda Gray is a mouse-like secretary to the elder Barnes who has fallen in love with Jimmy, but he favors actress Constance "Connie" Marlowe. Mr. Barnes dies and leaves everything to Linda but he has urged his partner, Alexander Duncan, to plan things so that Jimmy and Linda will get married. Coached by Duncan, Linda accepts the inheritance and announces that she is departing for New York on a wild spending spree. He tells Jimmy that the will can be broken but only after many months and he suggests that Jimmy follow Linda and curb her spending or there won't be any money left. In New York, Linda hires Jimmy as her private secretary. Connie also arrives in New York, as does the ingenious Baron Rene de Montigny with the intention of marrying the wealthy Miss Gray. Linda keeps Jimmy so busy he can't see Connie, while she, to make Jimmy jealous, starts dating Rene. When Rene proposes, she tells him she has no money and he says he couldn't marry a poor girl but will coach her into how to catch Jimmy. The latter, now jealous, rushes to Linda's apartment and attacks Rene who, being the amateur prize fighter champion of France, knocks him out.
