The College of Arms, also known as the College of Heralds, is a royal corporation consisting of professional officers of arms, with jurisdiction over England, Wales, Northern Ireland and some Commonwealth realms. The heralds are appointed by the British Sovereign and are delegated authority to act on behalf of the Crown in all matters of heraldry, the granting of new coats of arms, genealogical research and the recording of pedigrees. The College is also the official body responsible for matters relating to the flying of flags on land, and it maintains the official registers of flags and other national symbols. Though a part of the Royal Household of the United Kingdom the College is self-financed, unsupported by any public funds.
Founded by royal charter in 1484 by King Richard III, the College is one of the few remaining official heraldic authorities in Europe. Within the United Kingdom, there are two such authorities, the Court of the Lord Lyon in Scotland and the College for the rest of the United Kingdom. The College has had its home in the City of London since its foundation, and has been at its present location on Queen Victoria Street since 1555. The College of Arms also undertakes and consults on the planning of many ceremonial occasions such as coronations, state funerals, the annual Garter Service and the State Opening of Parliament. Heralds of the College accompany the sovereign on many of these occasions.
The College comprises thirteen officers or heralds: three Kings of Arms, six Heralds of Arms and four Pursuivants of Arms. There are also seven officers extraordinary, who take part in ceremonial occasions but are not part of the College. The entire corporation is overseen by the Earl Marshal, a hereditary office held by the Duke of Norfolk, currently Edward Fitzalan-Howard, 18th Duke of Norfolk.

King Richard III's interest in heraldry was indicated by his possession of two important rolls of arms.[4] While still Duke of Gloucester and Constable of England for his brother (Edward IV) from 1469, he in the latter capacity supervised the heralds and made plans for the reform of their organisation. Soon after his accession to the throne he created Sir John Howard as Duke of Norfolk and Earl Marshal of England, who became the first Howard appointed to both positions.
In the first year of his reign, the royal heralds were incorporated under royal charter dated 2 March 1484, under the Latin name "Le Garter regis armorum Anglicorum, regis armorum partium Australium, regis armorum partium Borealium, regis armorum Wallæ et heraldorum, prosecutorum, sive pursevandorum armorum."Translated as: "the Garter King of Arms of England, the King of Arms of the Southern parts, the King of Arms of the Northern parts, the King of Arms of Wales, and all other heralds and pursuivants of arms".[7] The charter then goes on to state that the heralds "for the time being, shall be in perpetuity a body corporate in fact and name, and shall preserve a succession unbroken." This charter titled "Literæ de incorporatione heraldorum" is now held in the British Museum.[8] There has been some evidence that prior to this charter, the royal heralds had already in some ways behaved like a corporation as early as 1420.Nevertheless, the charter is the earliest surviving document to affirm the chapter as a corporate body of heralds.[8] The charter outlines the constitution of the officers, their hierarchy, the privileges conferred upon them and their jurisdiction over all heraldic matters in the Kingdom of England.
The King empowered the College to have and use only one common seal of authority, and also instructed them to find a chaplain to celebrate mass daily for himself, Anne Neville, the Queen Consort, and his heir, Prince Edward.[4][6] The College was also granted a house named Coldharbour (formerly Poulteney's Inn) on Upper Thames Street in the parish of All-Hallows-the-Less, for storing records and living space for the heralds.The house, built by Sir John de Pulteney, four times Lord Mayor of London, was said to be one of the greatest in the City of London.

A herald, or, more correctly, a herald of arms, is an officer of arms, ranking between pursuivant and king of arms. The title is commonly applied more broadly to all officers of arms.
Heralds were originally messengers sent by monarchs or noblemen to convey messages or proclamations—in this sense being the predecessors of the modern diplomats. In the Hundred Years' War, French heralds challenged King Henry V to fight. During the Battle of Agincourt, the English herald and the French herald, Montjoie, watched the battle together from a nearby hill; both agreed that the English were the victors, and Montjoie provided King Henry V, who thus earned the right to name the battle, with the name of the nearby castle.
Like other officers of arms, a herald would often wear a surcoat, called a tabard, decorated with the coat of arms of his master. It was possibly due to their role in managing the tournaments of the Late Middle Ages that heralds came to be associated with the regulation of the knights' coats of arms. Heralds have been employed by kings and large landowners, principally as messengers and ambassadors. Heralds were required to organise, announce and referee the contestants at a tournament. This science of heraldry became increasingly important and further regulated over the years, and in several countries around the world it is still overseen by heralds. Thus the primary job of a herald today is to be an expert in coats of arms. In the United Kingdom heralds are still called upon at times to read proclamations publicly; for which they still wear tabards emblazoned with the royal coat of arms.
There are active official heralds today in several countries, including the United Kingdom, the Republic of Ireland, Canada, and the Republic of South Africa. In England and Scotland most heralds are full-time employees of the sovereign and are called "Heralds of Arms in Ordinary". Temporary appointments can be made of "Heralds of Arms Extraordinary". These are often appointed for a specific major state occasions, such as a coronation. In addition, the Canadian Heraldic Authority has created the position of "Herald of Arms Emeritus", with which to honor long-serving or distinguished heraldists. In Scotland, some Clan Chiefs, the heads of great noble houses, still appoint private officers of arms to handle cases of heraldic or genealogical importance of clan members, although these are usually pursuivants.

Ahead of Liberia assuming full security responsibility by June 2016, UNMIL is focused on supporting the country’s security sector. From mentoring in the field to symposiums and workshops, different approaches are being adopted to ensure that national institutions are ready to assume full security responsibilities. On March 20, 2015, UNMIL conducted Arms Marking and Destruction training at its logistical office (Star Base) for Liberia National Security Agencies.
These officers were taught how to mark weapons in accordance with the ECOWAS Convention of 2011, which calls on all member states to mark, computerize and keep record of all weapons.

Officer of arms
An officer of arms is a person appointed by a sovereign or state with authority to perform one or more of the following functions:
Traditionally in England, officers of arms are of three ranks: kings of arms, heralds of arms, and pursuivants of arms. Officers of arms whose appointments are of a permanent nature are known as officers of arms in ordinary; those whose appointments are of a temporary or occasional nature are known as officers of arms extraordinary.
The medieval practice of appointing heralds or pursuivants to the establishment of a noble household is still common in European countries, particularly those in which there is no official heraldic control or authority. Such appointments are also still made in Scotland, where four private officers of arms exist. These appointments are all purely advisory.
In England, the authority of the thirteen officers of arms in ordinary who form the corporation of the Kings, Heralds, and Pursuivants of Arms extends throughout the Commonwealth, with the exception of Scotland, Canada and South Africa. In Scotland, the Lord Lyon King of Arms, and the Lyon Clerk and Keeper of the Records control matters armorial within a strict legal framework not enjoyed by their fellow officers of arms in London, and the court which is a part of Scotland's criminal jurisdiction has its own prosecutor, the court's Procurator Fiscal, who is however not an officer of arms . Lord Lyon and the Lyon Clerk are appointed by the crown, and, with the Crown's authority, Lyon appoints the other Scottish officers. The officers of arms in ordinary who form the College of Arms in England are members of the royal household and receive a nominal salary. The officers of arms in Scotland are also members of the royal household.

King Of...
King Of... was a television comedy talk show made by Big Talk Productions for Channel 4. It was first broadcast on 17 June 2011 and was hosted by Claudia Winkleman. The show featured two celebrity guests per episode and a studio audience. The guests discussed what is the 'king of' various categories.
On 24 June 2011, Channel 4 announced that King Of... was to be cut short due to Winkleman's pregnancy. The final 2 episodes, with Ruby Wax & Johnny Vegas and Billie Piper, were not recorded.

The College of the University of Chicago is the university's sole undergraduate institution and one of its oldest components, emerging contemporaneously with the university at large in 1892. Instruction is provided by faculty from across all graduate divisions and schools for its 5100 students; however, the College retains a select group of young, proprietary scholars who teach its core curriculum offerings. Unlike many major American research universities, the College is small in comparison to the University's graduate divisions, with graduate students outnumbering undergraduates at a 2:1 ratio. King of Arms
King of Arms is the senior rank of an officer of arms. In many heraldic traditions, only a king of arms has the authority to grant armorial bearings. In other traditions, the power has been delegated to other officers of similar rank.
Heraldic duties
In England, the authority to grant a coat of arms is subject to the formal approval of the Earl Marshal in the form of a warrant. In jurisdictions such as the Republic of Ireland the authority to grant armorial bearings has been delegated to a chief herald that serves the same purpose as the traditional king of arms. Canada also has a chief herald, though this officer grants arms on the authority of the Governor General as the Queen's representative through the Herald Chancellor's direct remit. Scotland's only king of arms, the Lord Lyon, exercises the royal prerogative by direct delegation from the Crown and like the Chief Herald of Ireland and the old Ulster King of Arms needs no warrant from any other office bearer. In the Kingdom of Spain, the power to certify coats of arms has been given to the Cronistas de Armas (Chroniclers of Arms).

Liberian Security Officers Trained in Marking & Destruction of Arms
Ahead of Liberia assuming full security responsibility by June 2016, UNMIL is focused on supporting the country’s security sector. From mentoring in the field to symposiums and workshops, different approaches are being adopted to ensure that national institutions are ready to assume full security responsibilities. On March 20, 2015, UNMIL conducted Arms Marking and Destruction training at its logistical office (Star Base) for Liberia National Security Agencies. These officers were taught how to mark weapons in accordance with the ECOWAS Convention of 2011, which calls on all member states to mark, computerize and keep record of all weapons.

The College of Arms, also known as the College of Heralds, is a royal corporation consisting of professional officers of arms, with jurisdiction over England, Wales, Northern Ireland and some Commonwealth realms. The heralds are appointed by the British Sovereign and are delegated authority to act on behalf of the Crown in all matters of heraldry, the granting of new coats of arms, genealogical research and the recording of pedigrees. The College is also the official body responsible for matters relating to the flying of flags on land, and it maintains the official registers of flags and other national symbols. Though a part of the Royal Household of the United Kingdom the College is self-financed, unsupported by any public funds.
Founded by royal charter in 1484 by King Richard III, the College is one of the few remaining official heraldic authorities in Europe. Within the United Kingdom, there are two such authorities, the Court of the Lord Lyon in Scotland and the College for the rest of the United Kingdom. The College has had its home in the City of London since its foundation, and has been at its present location on Queen Victoria Street since 1555. The College of Arms also undertakes and consults on the planning of many ceremonial occasions such as coronations, state funerals, the annual Garter Service and the State Opening of Parliament. Heralds of the College accompany the sovereign on many of these occasions.
The College comprises thirteen officers or heralds: three Kings of Arms, six Heralds of Arms and four Pursuivants of Arms. King Richard III's interest in heraldry was indicated by his possession of two important rolls of arms.[4] While still Duke of Gloucester and Constable of England for his brother (Edward IV) from 1469, he in the latter capacity supervised the heralds and made plans for the reform of their organisation. Soon after his accession to the throne he created Sir John Howard as Duke of Norfolk and Earl Marshal of England, who became the first Howard appointed to both positions.
In the first year of his reign, the royal heralds were incorporated under royal charter dated 2 March 1484, under the Latin name "Le Garter regis armorum Anglicorum, regis armorum partium Australium, regis armorum partium Borealium, regis armorum Wallæ et heraldorum, prosecutorum, sive pursevandorum armorum."Translated as: "the Garter King of Arms of England, the King of Arms of the Southern parts, the King of Arms of the Northern parts, the King of Arms of Wales, and all other heralds and pursuivants of arms".[7] The charter then goes on to state that the heralds "for the time being, shall be in perpetuity a body corporate in fact and name, and shall preserve a succession unbroken." During the Battle of Agincourt, the English herald and the French herald, Montjoie, watched the battle together from a nearby hill; both agreed that the English were the victors, and Montjoie provided King Henry V, who thus earned the right to name the battle, with the name of the nearby castle.
Like other officers of arms, a herald would often wear a surcoat, called a tabard, decorated with the coat of arms of his master. It was possibly due to their role in managing the tournaments of the Late Middle Ages that heralds came to be associated with the regulation of the knights' coats of arms. Heralds have been employed by kings and large landowners, principally as messengers and ambassadors. Heralds were required to organise, announce and referee the contestants at a tournament. This science of heraldry became increasingly important and further regulated over the years, and in several countries around the world it is still overseen by heralds. Thus the primary job of a herald today is to be an expert in coats of arms. In the United Kingdom heralds are still called upon at times to read proclamations publicly; for which they still wear tabards emblazoned with the royal coat of arms.
There are active official heralds today in several countries, including the United Kingdom, the Republic of Ireland, Canada, and the Republic of South Africa. Heralds have been employed by kings and large landowners, principally as messengers and ambassadors. Heralds were required to organise, announce and referee the contestants at a tournament. This science of heraldry became increasingly important and further regulated over the years, and in several countries around the world it is still overseen by heralds. Thus the primary job of a herald today is to be an expert in coats of arms. On March 20, 2015, UNMIL conducted Arms Marking and Destruction training at its logistical office (Star Base) for Liberia National Security Agencies.
These officers were taught how to mark weapons in accordance with the ECOWAS Convention of 2011, which calls on all member states to mark, computerize and keep record of all weapons.

Plot:
Forest brigand Veerappan (Sandeep Bhardwaj), dominant in Sathyamangalam Forest in the states of Tamil Nadu, Karnataka and Kerala, defies the governments, and Indian Border security paramilitary forces, and maintain a small army. He is wanted for killing approximately 184 people, about half of whom were police officers, including senior police and forest officials. He was also wanted for poaching about 200 elephants and smuggling ivory worth US$2,600,000 and about 10,000 tonnes of sandalwood worth approximately US$22,000,000.
In 1991, Veerappan and his chief Intel Gandhi (Sadh Orhan), behead IFS Officer P. Srinivas (Gadda Viji). Years later, Veerappan avenges the death of his close associate Gandhi by misleading Special Task Force (STF) personnel in their covert operation, through Gandhi's unnamed notorious informer (Aziz Naser). The covet mission led by T. Harikrishna S.P. (Rockline Venkatesh), and his informer S.I. Shakeel Ahmed (Rajesh Nataranga) to kill Veerappan fails miserably. Veerappan, and his army brutally assassinate all the STF officers in the operation, and snatch their arms.

The Story is about Dasu who is the son of a counterfeit racketeer. As his father goes to jail, Dasu becomes an orphan. He stops his education at 10th class and moves like a vagabond. On the other side, there is a smuggler who used to smuggle drugs and arms into the country. But an honest police officer hatches a plan and sends one informer into their underworld. He stays with them for sometime and passes on information to the police, with the help of which the police were able to bust the smugglers team, though not the kingpin. The don's assistant, who was also a lawyer advises him to play the same trick and admit one of their henchmen into the police to get information from the reverse side. However, he should not be in police records but should be crooked and cunning. The smugglers team's search ends with Dasu. The group threatens Dasu and make him to play like a puppet in their hands. In order to push him inside the police department, he should at least pass tenth class. So, they admit him in a school, where he falls in love with a teacher Nakshatra. However, she doesn't like him as he neither has good education nor good looks. After a few incidents, the don's right hand i.e., the lawyer tells Dasu to study well and become a police officer to win her love. Admitting the idea, Dasu turns a good student and gets through the exam. Later, he becomes a constable and gets posted in traffic. The smugglers unit hatches another plan and succeeds in pushing him in the crime police. After watching Dasu as a sincere police constable, Nakshatra too starts liking him. Soon, in a turn of events, Nakshatra's brother, who was a police informer, is killed in the hands of Dasu at the behest of the don. She chides Dasu and starts hating him. Dasu starts disliking his job as he became a police officer only to win her love. As he lost her love, Dasu turns against the don and finally kills him. Nakshatra learns from the lawyer that her brother actually died in the hands of the don, she reunites with Dasu and the film ends on a happy note.

Synopsis - Kubla(Raza Murad) is a terrorist and would like to rule over India. To do this, he needs vital information about the Indian armed forces, and he recruits an Indian army officer, Vikram(Mohnish Bahl). To get this information, Vikram kills another soldier and ensures that Karan Singh (Ajay Devgan), yet another army man, gets the blame. This goes according to plan, and Karan Singh is on the run. The Story is about Dasu who is the son of a counterfeit racketeer. As his father goes to jail, Dasu becomes an orphan. He stops his education at 10th class and moves like a vagabond. On the other side, there is a smuggler who used to smuggle drugs and arms into the country. But an honest police officer hatches a plan and sends one informer into their underworld. He stays with them for sometime and passes on information to the police, with the help of which the police were able to bust the smugglers team, though not the kingpin. The don's assistant, who was also a lawyer advises him to play the same trick and admit one of their henchmen into the police to get information from the reverse side. However, he should not be in police records but should be crooked and cunning. The smugglers team's search ends with Dasu. The group threatens Dasu and make him to play like a puppet in their hands. In order to push him inside the police department, he should at least pass tenth class. So, they admit him in a school, where he falls in love with a teacher Nakshatra. However, she doesn't like him as he neither has good education nor good looks. After a few incidents, the don's right hand i.e., the lawyer tells Dasu to study well and become a police officer to win her love. Admitting the idea, Dasu turns a good student and gets through the exam. Later, he becomes a constable and gets posted in traffic. The smugglers unit hatches another plan and succeeds in pushing him in the crime police. After watching Dasu as a sincere police constable, Nakshatra too starts liking him. Soon, in a turn of events, Nakshatra's brother, who was a police informer, is killed in the hands of Dasu at the behest of the don. She chides Dasu and starts hating him. Dasu starts disliking his job as he became a police officer only to win her love. As he lost her love, Dasu turns against the don and finally kills him. Nakshatra learns from the lawyer that her brother actually died in the hands of the don, she reunites with Dasu and the film ends on a happy note.

On Saturday at 3:30pm in Milwaukee, Wisconsin, two men fled from police on foot after a routine traffic stop. Two police officers pursued the suspects and after one of the suspects presented a semi-automatic pistol to police – he was shot and killed.
The suspect was told to drop his gun, but didn’t comply, leading to the officer firing several times, hitting the man twice, once in the chest and once in the arm. The officer involved was wearing a body camera during the incident.
In mere hours after the shooting, a group of approximately 200 mostly black protestors gathered and began threatening police officers, setting local businesses on fire, attacking white bystanders and looting local shops.
