Distance education or distance learning is the education of students who are not physically present at a school. Courses that are conducted partly through distance education and partly on-site are referred to as hybrid or blended education. Massive open online courses (MOOCs), offering large-scale interactive participation and open access through the World Wide Web or other network technologies, are recent developments in distance education. A number of other terms (distributed learning, e-learning, online learning, etc.) are used roughly synonymously with distance education.
One of the earliest attempts was advertised in 1728 in the Boston Gazette for "Caleb Philipps, Teacher of the new method of Short Hand," who sought students who wanted to learn through weekly mailed lessons.
The first distance education course in the modern sense was provided by Sir Isaac Pitman in the 1840s, who taught a system of shorthand by mailing texts transcribed into shorthand on postcards and receiving transcriptions from his students in return for correction. The element of student feedback was a crucial innovation of Pitman's system. This scheme was made possible by the introduction of uniform postage rates across England in 1840.
Distance Education Council (DEC) was an organisation based in New Delhi, India responsible for the promotion and coordination of the open university and distance education system and for determination of its standards in India. The Council was constituted under the Indira Gandhi National Open University Act (1985). Its consistent with the duty of the University that takes all such steps as it may deem fit for the promotion of the Open University and distance education systems in the educational pattern of the country and for the coordination and determination of standards of teaching, evaluation & research in such systems; and in pursuance of the objects of the University to encourage greater flexibility, diversity, accessibility, mobility and innovation in education at the University level by making full use of the latest scientific knowledge and new educational technology, and to further cooperation between the existing Universities. It is considered necessary and expedient to establish a Distance Education Council as an authority of the University under Section 16 of the Act. The Distance Education Council (DEC) is an apex body for the Open and Distance Learning (ODL) system in the country. It is empowered, under Statute 28 of the IGNOU Act, to act as an apex body for the ODL system. It is responsible for promotion, coordination and maintenance of standards of the ODL system. The Vice Chancellor of IGNOU is the ex officio Chairperson of DEC. In June 2013, University Grants Commission has taken over DEC, by establishing Distance Education Bureau which will govern the distance education programs in India. The UGC has constituted a Committee to examine the pending proposals of programme-wise recognition to the institutions.
Education is the process of facilitating learning, or the acquisition of knowledge, skills, values, beliefs, and habits. Educational methods include storytelling, discussion, teaching, training, and directed research. Education frequently takes place under the guidance of educators, but learners may also educate themselves. Education can take place in formal or informal settings and any experience that has a formative effect on the way one thinks, feels, or acts may be considered educational. The methodology of teaching is called pedagogy.
Education is commonly and formally divided into stages such as preschool or kindergarten, primary school, secondary school and then college, university or apprenticeship.
A right to education has been recognized by some governments, including at the global level: Article 13 of the United Nations' 1966 International Covenant on Economic, Social and Cultural Rights recognizes a universal right to education. In most regions education is compulsory up to a certain age.
Distance is a numerical description of how far apart objects are. In physics or everyday usage, distance may refer to a physical length, or an estimation based on other criteria (e.g. "two counties over"). In mathematics, a distance function or metric is a generalization of the concept of physical distance. A metric is a function that behaves according to a specific set of rules, and is a concrete way of describing what it means for elements of some space to be "close to" or "far away from" each other. In most cases, "distance from A to B" is interchangeable with "distance between B and A".
A physical distance can be mean several different things:
A council is a group of people who come together to consult, deliberate, or make decisions. A council may function as a legislature, especially at a town, city or county level, but most legislative bodies at the state or national level are not considered councils. At such levels, there may be no separate executive branch, and the council may effectively represent the entire government. A board of directors might also be denoted as a council. A committee might also be denoted as a council, though a committee is generally a subordinate body composed of members of a larger body, while a council may not be. Because many schools have a student council, the council is the form of governance with which many people are likely to have their first experience as electors or participants.
A member of a council may be referred to as a councillor, or by the gender-specific titles of councilman and councilwoman.
Notable examples of types of councils encountered in politics include:

In India there has been increase in students enrolling for distance learning courses. The availability of distance learning courses has assured that a person can pursue education from any state or university that he or she desires. As the course fee of these courses is much lesser than the regular courses, distance-learning courses in India have also become popular in the rural areas. The need for distance education courses has been due to non availability of (a) Time (b) money or (c) flexibility / mobility to attend regular University Courses. The admissions in regular University courses have become highly competitive due to limited number of seats available in specialized professional courses. Decarbonising the future: The role of CCS Carbon capture and storage (CCS) technology will need to play a substantial role in mitigating global emissions alongside measures such as renewable energy and energy efficiency. There are 22 large scale CCS projects currently in operation or under construction around the world, with the capacity to capture up to 40 million tonnes of CO2 per year. These projects cover a range of industries, including gas processing, power, fertiliser, steelmaking, hydrogenproduction and chemicals. While optimism about CCS was strong in the early 2000s, deployment has been slower than anticipated. Yet, recent innovation breakthrough stories such as mineralization in relationship with basalt rock fuel hope for a fresh start. Discussion...
