Sir Malcolm Leslie Rifkind KCMG PC QC (born 21 June 1946) is a British politician who served in various roles as a cabinet minister under Prime Ministers Margaret Thatcher and John Major, including Secretary of State for Scotland (1986–1990), Defence Secretary (1992–1995) and Foreign Secretary (1995–1997).
Rifkind was the MP for Edinburgh Pentlands from 1974 to 1997. In 1997, his party lost power and he lost his seat to the Labour Party. He attempted – unsuccessfully – to be re-elected in Pentlands in 2001; the constituency was abolished before the 2005 general election and he was adopted, and subsequently elected, as the Conservative candidate for Kensington and Chelsea. He announced his intention to seek the leadership of the party before the 2005 Conservative Party leadership election, but withdrew before balloting commenced. He became Chairman of the Standards and Privileges Committee of the House of Commons during the 2005–2010 parliament.
Rifkind stood for the Kensington seat and was elected at the 2010 general election with a majority of 8,616 votes. He was appointed chairman of the Intelligence and Security Committee by the Prime Minister, David Cameron, on 6 July 2010. In January 2015 he was appointed by the OSCE as a member of their Eminent Persons Panel on European Security. In December 2015 Rifkind was appointed a Visiting Professor by King's College, London in their Department of War Studies. He was also invited to become a Senior Associate Fellow at the Royal United Services Institute (RUSI).
Margaret Hilda Thatcher, Baroness Thatcher, LG, OM, PC, FRS (née Roberts; 13 October 1925 – 8 April 2013) was a British stateswoman and politician who was the Prime Minister of the United Kingdom from 1979 to 1990 and the Leader of the Conservative Party from 1975 to 1990. She was the longest-serving British Prime Minister of the 20th century and is currently the only woman to have held the office. A Soviet journalist dubbed her the "Iron Lady", a nickname that became associated with her uncompromising politics and leadership style. As Prime Minister, she implemented policies that have come to be known as Thatcherism.
Originally a research chemist before becoming a barrister, Thatcher was elected Member of Parliament (MP) for Finchley in 1959. Edward Heath appointed her Secretary of State for Education and Science in his 1970 government. In 1975, Thatcher defeated Heath in the Conservative Party leadership election to become Leader of the Opposition and became the first woman to lead a major political party in the United Kingdom. She became Prime Minister after winning the 1979 general election.

Sir Malcolm Rifkind has admitted he "may have made errors of judgment" but insisted he has done nothing wrong in the cash-for-access controversy. The former foreign secretary said it was "quite obvious" allegations made following an undercover sting had "become an issue". Sir Malcolm, who has announced his will now quit as an MP at the general election, said he had also stepped aside as chair of the parliamentary Intelligence and Security Committee (ISC) because he did not want the work of the committee to be "distracted". Sir Malcolm was elected an MP for Edinburgh Pentlands in 1974 and has also served as Foreign Secretary. Watch the video to find out more about his lengthy political career. English/Nat Fresh from fending off a leadership challenge, the British Prime Minister today (Wednesday) tried to reassert his authority in the ruling Conservative party. The challenge was fought on the issue of more or less European integration. Mr Major has now rebuilt his cabinet by trying to include people from both wings of the party. The new Foreign Office Minister is Malcolm Rifkind, while Michael Heseltine - the man who was expected to challenge John Major if Tuesday's leadership challenge had gone to a second round, becomes Deputy Prime Minister. The Impresario Project sat down with Sir Malcolm Rifkind just a few days before the 'cash for access' scandal. Sir Malcolm Rifkind is one of the most senior Conservatives, who has served as Secretary of State for Scotland, Defence Secretary and Foreign Secretary in a Ministerial career that lasted the entirety of Margaret Thatcher and John Major's governments. In perhaps his most open interview to date he tells us of his hate for Question Time, love for Opera and how he was snubbed for the Tory's infamous Black and White Ball. Notice our use of MOP instead of MP. We think this is perhaps a more appropriate term given the cash for access scandal... website: http://impresarioproject.com/ twitter: https://twitter.com/impresariogroup instagram: impresarioproject

Wadham Human Rights Forum presents Sir Malcolm Rifkind speaking on: 'Intelligence Agencies in the Internet Age: Public Servants or Public Threat?' Introduced by the Warden of Wadham College, Oxford, Ken Macdonald QC. The rise of the internet has radically changed our international relations and our domestic politics. The main threat to the safety of individual British citizens now comes not from the possibility of state-to-state warfare, but from foreign and domestic extremists, some of whom dwell within our own communities as well as in faraway inaccessible places, and who communicate with each other using the latest information technology. In his presentation to Wadham Human Rights Forum on 8 May 2014, Sir Malcom Rifkind, Chairman of Parliament's Intelligence and Security Committee as...
