Iran's ninth parliament was sworn in on the 27th of May 2012; the responsibility of executing the people's will for the next 4 years was placed firmly on the shoulders of 288MPs, the majority of which are new faces.
So what is the inner make-up of the Iranian parliament? Who will be the speaker and what fractions and committees are set to be formed, and what is their role in the lawmaking process?
Iran has three branches of power, the legislative and executive bodies and the Judiciary. When it comes to the laws of the land it's the legislative body or parliament that has the clout.
The other two branches of power are responsible for executing the law. Based on Iran's constitution the parliament's responsibilities go beyond lawmaking.
The parliament has to supervise the execution of laws. Government ministers need the parliament's vote of confidence before they can take office, and the legislative body can impeach ministers and even the president.

The Iranian parliament Sunday passed the framework of an agenda to allow the government to honor the nuclear agreement reached by Iran and the six powers with additional conditions.
Parliament Speaker Ali Larijani announced that the agenda was passed with 139 votes in favor, 100 in rejection and 12 abstentions.
The agreement was reached between Iran and the six powers on the basis of cooperation and mutual respect, and any threatening activities or pressure against Iran will force the nation to review the cooperation, according to the agenda.
Should the other side violates the agreement, especially over the articles on sanctions against Iran, the Iranian government will stop implementing the agreement, and take measures to safeguard the nation’s right, the agenda stipulates.
The agenda also requests the Iranian government to take every measure to protect Iran’s military and security secrets and prohibits the International Atomic Energy Agency (IAEA) to check Iran’s military facilities in the name of honoring the agreement.
The parliament members for and against the agenda had fierce arguments over the agenda and the situation was in chaos for a while.
“Just now, a brother came to me and said that he swore to Allah that he would kill me and bury me in the cement. Is that the manner that the Islamic Republic of Iran should have? Is that moral? Can you speak in that way to bury one person in cement, the cement of Arak heavy water reactor?” said Ali Akbar Salehi, head of the Atomic Energy Organization of Iran.
Hardline parliament members have tried to delay the passing of the agenda, and Ali Hoseini Khamenei has not taken a clear stand.
“I voted in rejection because I think the agreement will pose serious threats to our national security, and will cause infiltration of our enemies into our economic sectors inclding industry, manufacturing and agriculture,” said Naghavi Hosseini, spokesman for the Majlis (parliament) National Security and Foreign Policy Commission.
However, the parliament members for the agenda said that it will pave the road for implementing the agreement and help improve Iran’s international environment.
“Think about it, if we reject the agreement, where on earth do we want to go? How on earth will we deal with the nuclear issue? The opposition said they do not want to pass the agreement, so have you heard they have any plans? Where do they want to lead us to?” said parliament member Pezeshkian.
The parliament will further examine the details of the agenda and publicize the result in the near future.

The Leader of Iran’s Islamic Revolution has warned of a plot by the nation’s enemies to create ethno-sectarian and political division in the country.
Ayatollah Seyyed Ali Khamenei urged the newly-elected Iranian lawmakers to foil the conspiracy. The leader said the US ruling system including the government, Congress and presidential candidates constantly threaten Iran and their position has not changed from what it was before the nuclear deal between Tehran and the P5+1. Ayatollah Khamenei said the Iranian parliament must act in a revolutionary way and give a proper response to the hostile stances of the US.
The Leader further noted that any retreat in the face of the adversaries’ aggression will embolden them. Ayatollah Khamenei said the enemies have been hatching plots for the Middle East and It is Iran’s policy to thwart their schemes.

China and Iran on Saturday vowed to enhance cooperation between their legislative bodies as Chinese President Xi Jinping met Iranian Parliament Speaker Ali Larijani in Tehran.
Xi said China and Iran agreed during his visit to upgrade their bilateral ties to a comprehensive strategic partnership, a move which would increase their strategic mutual trust, strengthen bilateral cooperation in all fields and benefit the two peoples in a better way.
China and Iran should deepen mutual understanding, boost political trust and find innovative ways for their cooperation, he said, noting that the cooperative documents signed during his visit, including the one on the Belt and Road Initiative, would help align their development plans while making good use of respective advantages of the two sides.
The Chinese president said the proper settlement of the Iranian nuclear issue is conducive to promoting peace and stability in the Middle East, which meets the common interest of the region and the whole world at large.
Xi said China supports a constructive role of Iran in regional affairs and is willing to communicate and coordinate closely with Iran to facilitate long-term peace and stability in the region.
Exchanges between the two legislatures are an important part of the comprehensive strategic partnership between China and Iran, which have played an important role in advancing Sino-Iranian relations, said Xi, calling on such exchanges to be boosted at various levels.
Larijani spoke highly of Xi's historic visit and thanked China for its important contribution in facilitating a political solution to the Iranian nuclear issue.
He said Iran is willing to strengthen ties with China in an all-round manner and increase cooperation with China in such areas as economy and trade, investment, energy and infrastructure.
Iran sees China as a priority partner in cooperation, said the Iranian parliament speaker.
Larijani said Iran highly values the Belt and Road Initiative and would like to play an active role in relevant cooperation, adding that Iran would like to communicate and coordinate closely with China in regional and international affairs while beefing up their security cooperation.
The Majlis, or parliament of Iran, is keen to increase its exchanges with the People's Congress of China, said Larijani.

Islamic Consultative Assembly
The Islamic Consultative Assembly (Persian: مجلس شورای اسلامی Majles-e Showrā-ye Eslāmī), also called the Iranian Parliament, the Iranian Majlis (or Majles, مجلس), or the People's House (خانه ملت), is the national legislative body of Iran. The Parliament currently has 290 representatives, changed from the previous 272 seats since the 18 February 2000 election. The recent election took place on 2 March 2012 and the new parliament was opened on 27 May 2012.

Before the Islamic Revolution, Majlis was also the name of the lower house of the Iranian Legislature from 1906 to 1979, the upper house being the Senate.
It was created by the Iran Constitution of 1906 and first convened on 6 November 1906 (Iranian Calendar: 1285-Mehr-13), soon gaining power under the rule of the Shah Mohammad Reza Pahlavi. Noteworthy bills passed by the Parliament under the Pahlavi Dynasty include the Oil Nationalization Bill (15 March 1951) and the Family Protection Law (1967), which gave women many basic rights such as custody of children in the case of divorce.

The Iranian parliament Sunday passed the framework of an agenda to allow the government to honor the nuclear agreement reached by Iran and the six powers with additional conditions.
Parliament Speaker Ali Larijani announced that the agenda was passed with 139 votes in favor, 100 in rejection and 12 abstentions.
The agreement was reached between Iran and the six powers on the basis of cooperation and mutual respect, and any threatening activities or pressure against Iran will force the nation to review the cooperation, according to the agenda.
Should the other side violates the agreement, especially over the articles on sanctions against Iran, the Iranian government will stop implementing the agreement, and take measures to safeguard the nation’s right, the agenda stipulates.
The agenda also requests the Iranian government to take every measure to protect Iran’s military and security secrets and prohibits the International Atomic Energy Agency (IAEA) to check Iran’s military facilities in the name of honoring the agreement.
The parliament members for and against the agenda had fierce arguments over the agenda and the situation was in chaos for a while.
“Just now, a brother came to me and said that he swore to Allah that he would kill me and bury me in the cement. Is that the manner that the Islamic Republic of Iran should have? Is that moral? Can you speak in that way to bury one person in cement, the cement of Arak heavy water reactor?” said Ali Akbar Salehi, head of the Atomic Energy Organization of Iran.
Hardline parliament members have tried to delay the passing of the agenda, and Ali Hoseini Khamenei has not taken a clear stand.
“I voted in rejection because I think the agreement will pose serious threats to our national security, and will cause infiltration of our enemies into our economic sectors inclding industry, manufacturing and agriculture,” said Naghavi Hosseini, spokesman for the Majlis (parliament) National Security and Foreign Policy Commission.
However, the parliament members for the agenda said that it will pave the road for implementing the agreement and help improve Iran’s international environment.
“Think about it, if we reject the agreement, where on earth do we want to go? How on earth will we deal with the nuclear issue? The opposition said they do not want to pass the agreement, so have you heard they have any plans? Where do they want to lead us to?” said parliament member Pezeshkian.
The parliament will further examine the details of the agenda and publicize the result in the near future.

The Leader of Iran’s Islamic Revolution has warned of a plot by the nation’s enemies to create ethno-sectarian and political division in the country.
Ayatollah Seyyed Ali Khamenei urged the newly-elected Iranian lawmakers to foil the conspiracy. The leader said the US ruling system including the government, Congress and presidential candidates constantly threaten Iran and their position has not changed from what it was before the nuclear deal between Tehran and the P5+1. Ayatollah Khamenei said the Iranian parliament must act in a revolutionary way and give a proper response to the hostile stances of the US.
The Leader further noted that any retreat in the face of the adversaries’ aggression will embolden them. Ayatollah Khamenei said the enemies have been hatching plots for the Middle East and It is Iran’s policy to thwart their schemes.

Larijani spoke highly of Xi's historic visit and thanked China for its important contribution in facilitating a political solution to the Iranian nuclear issue.
He said Iran is willing to strengthen ties with China in an all-round manner and increase cooperation with China in such areas as economy and trade, investment, energy and infrastructure.

The Iranian government is convinced that Kim Kardashian is an enemy of the state, with the photo-sharing social media app Instagram being her weapon of choice, according to IranWire.com — a news site which “seeks to empower Iranian citizen journalists by creating a forum in which young Iranians can discuss national and local news.”
“They are targeting young people and women,” said the government’s Organized Cyberspace Crimes Unit spokesman Mustafa Alizadeh, according to IranWire reporter Shima Shahrabi.
“Ms. Kim Kardashian is a popular fashion model so Instagram’s CEO tells her, ‘make this native,’” the government censor explained. “There is no doubt that financial support is involved as well. We are taking this very seriously.”
It seems the Iranian government is not so much concerned with Ms. Kardashian as it is with censoring the homegrown social media feeds of Persian women who take inspiration from Western celebrities and their photo shoots.
“In March, Iran’s online authorities shut down the Instagram pages of several well-known models, as well as those of hair salons and photography workshops,” Ms. Shahrabi reported. “In their place, online visitors found a large blue frame with the caption, ‘These pages are blocked by the authority of Operation Spider 2 to open security cases by order of the judiciary.’”
Of course, the government’s policing of its citizens’ violation of social norms has broader implications than some models finding their Instagram feeds blacklisted.
As The New York Times reported Monday, “a female politician, Minoo Khaleghi, who had won election to Parliament as a moderate, was told she would not be allowed to take her seat after images of her emerged on social media showing her without the obligatory head scarf.”
According to the Inter-Parliamentary Union, the last time Iranians went to the polls they selected nine women to the male-dominated national legislature.
While relatively powerless against the clerics who ultimately dictate government policy, the Iranian parliament is an outlet for the people to express their political wishes through elected representation, however imperfect the election process may be.

11 of the 79 MPs who drew up the questions for the president took back their signatures in the 11th hour. In the days leading up to the questioning, the parliament's pro-Ahmadinejad members said they wouldn't be at the meeting, hoping to delegitimize the proceedings.
At 8 am on the 14th of March 90 chairs stood empty. That was enough for a point to be made, but not enough to derail the meeting. This was the parliament's 12th attempt to make this happen.

In the Iranian parliament MPs were busy debating President Mahmoud Ahmadinejad's much delayed budget bill for the Iranian year three months of which had already passed and while government expenditure was still being calculated based on the previous year's bill: at a time when the country is under tough sanctions leading to a sharp decline in its oil revenues and with financial transactions entirely banned.
But this is not the first time that the budget bill has been submitted to the parliament with significant delay. It seems to have become a tradition as far as President Mahmoud Ahmadinejad's administration is concerned. Over the past eight years the bill has never been submitted on time not allowing the parliament enough time to thoroughly study the bill.
One of the most controversial issues has always been the subsidy reform plan and the phases that need to be implemented.
This time the Ahmadinejad administration's proposed budget will have to be implemented by new administration taking office in less than a month and a half - one that has harshly criticized President Ahmadinejad's economic policies.
The parliament made major changes to the proposed bill before it was sent to the Guardian Council and passed into law.
The changes prompted a strong reaction from the administration. None of the government officials, however, were ready to share their view points with Iran Today.
We have discussed the proposed budget bill and the changes made with parliamentarians and economic experts.
