The President of the Confederation (German: Bundespräsident(in) der Eidgenossenschaft, French: Président(e) de la Confédération, Italian: Presidente della Confederazione, Romansh: President(a) da la Confederaziun) is the presiding member of the seven-member Swiss Federal Council, Switzerland's executive. Elected by the Federal Assembly for one year, the President of the Confederation chairs the meetings of the Federal Council and undertakes special representational duties. Primus inter pares, the President has no powers over and above the other six Councillors and continues to head his or her department. Traditionally the duty rotates among the members in order of seniority and the previous year's Vice President becomes President.
As first among equals, the Federal Council member serving as President of the Confederation is not considered the Swiss head of State. Rather, the entire Federal Council is considered a collective Head of State.
The constitutional provisions relating to the organisation of the Federal Government and Federal Administration are set out in section 1 of Chapter 3 of the Swiss Federal Constitution at articles 174 to 179. Article 176 specifically relates to the Presidency.
Switzerland (/ˈswɪtsərlənd/), officially the Swiss Confederation (Latin: Confoederatio Helvetica, hence its abbreviation CH), is a country in Europe. While still named the "Swiss Confederation" for historical reasons, modern Switzerland is a federal directorial republic consisting of 26 cantons, with Bern as the seat of the federal authorities, called Bundesstadt ("federal city"). The country is situated in Western and Central Europe, and is bordered by Italy to the south, France to the west, Germany to the north, and Austria and Liechtenstein to the east. Switzerland is a landlocked country geographically divided between the Alps, the Swiss Plateau and the Jura, spanning an area of 41,285 km2 (15,940 sq mi). While the Alps occupy the greater part of the territory, the Swiss population of approximately 8 million people is concentrated mostly on the Plateau, where the largest cities are to be found: among them are the two global and economic centres, Zürich and Geneva.
The establishment of the Swiss Confederation is traditionally dated to 1 August 1291, which is celebrated annually as the Swiss National Day. The country has a long history of armed neutrality—it has not been in a state of war internationally since 1815—and did not join the United Nations until 2002. Nevertheless, it pursues an active foreign policy and is frequently involved in peace-building processes around the world. In addition to being the birthplace of the Red Cross, Switzerland is home to numerous international organizations, including the second largest UN office. On the European level, it is a founding member of the European Free Trade Association, but notably it is not part of the European Union, nor the European Economic Area. However the country does participate in the Schengen Area and the EU's single market through a number of bilateral treaties.
A president is the leader of a country or a division or part of a country, typically a republic, a democracy, or a dictatorship. The title "president" is sometimes used by extension for leaders of other groups, including corporate entities.
Etymologically, a president is one who presides (from Latin prae- "before" + sedere "to sit"; giving the term praeses). Originally, the term referred to the presiding officer of a ceremony or meeting (i.e., chairman), but today it most commonly refers to an executive official. Among other things, "President" today is a common title for the heads of state of most republics, whether presidential republics, semi-presidential republics or parliamentary republics.
The title President is derived from the Latin prae- "before" + sedere "to sit." As such, it originally designated the officer who presides over or "sits before" a gathering and ensures that debate is conducted according to the rules of order (see also chairman and speaker). Early examples are from the universities of Oxford and Cambridge (from 1464) and the founding President of the Royal Society William Brouncker in 1660. This usage survives today in the title of such offices as "President of the Board of Trade" and "Lord President of the Council" in the United Kingdom, as well as "President of the Senate" (one of the roles constitutionally assigned to the Vice-President of the United States). The officiating priest at certain Anglican religious services, too, is sometimes called the "President" in this sense. However the most common modern usage is as the title of a head of state in a republic.
A confederation (also known as confederacy or league) is a union of political units for common action in relation to other units. Usually created by treaty but often later adopting a common constitution, confederations tend to be established for dealing with critical issues (such as defense, foreign affairs, or a common currency), with the central government being required to provide support for all members.
The nature of the relationship among the states constituting a confederation varies considerably. Likewise, the relationship between the member states, the central government, and the distribution of powers among them is highly variable. Some looser confederations are similar to intergovernmental organizations and even may permit secession from the confederation. Other confederations with stricter rules may resemble federations. A unitary state or federation may decentralize powers to regional or local entities in a confederal form.
In a non-political context, confederation is used to describe a type of organization which consolidates authority from other autonomous (or semi-autonomous) bodies. Examples include sports confederations or confederations of pan-European trades union.
Simonetta Sommaruga (born 14 May 1960) is a Swiss politician of the Social Democratic Party of Switzerland who is a current member of the Swiss Federal Council, the federal government of Switzerland, and head of the Federal Department of Justice and Police (the Swiss justice minister). She served as Vice President of the Swiss Confederation for the year 2014, and in 2015 succeeded to the role of President.
Born in Zug, Sommaruga grew up with two brothers and a sister in Sins, Aargau. She attended the gymnasium at Immensee, Schwyz and trained as a pianist at the Lucerne School of Music. From 1988 to 1991, she attended English and Romance studies at the University of Fribourg.
Sommaruga held the directorship of the Swiss Consumer Protection Foundation (Stiftung für Konsumentenschutz) from 1993 to 1999, which earned her public recognition in the German-speaking part of Switzerland. She has held the presidency of that foundation since 1999, and that of the aid organization Swissaid since 2003. She is also patron of SAFFA 2020, as well as the federal councillors (Bundesrat) Doris Leuthard, Eveline Widmer-Schlumpf and the former councillor (aBR) Micheline Calmy-Rey.
