The European Neighbourhood Policy (ENP) is a foreign relations instrument of the European Union (EU) which seeks to tie those countries to the east and south of the European territory of the EU to the Union. These countries, primarily developing countries, include some who seek to one day become either a member state of the European Union, or more closely integrated with the European Union. The ENP does not apply to neighbours of the EU's outermost regions, specifically France's territories in South America, but only to those countries close to EU member states' territories in mainland Europe.
The countries covered include Algeria, Morocco, Egypt, Israel, Jordan, Lebanon, Libya, the Palestinian Authority, Syria, Tunisia in the South and Armenia, Azerbaijan and Belarus, Georgia, Moldova, Ukraine in the East. Russia has a special status with the EU-Russia Common Spaces instead of ENP participation.
The EU offers financial assistance to countries within the European Neighbourhood, so long as they meet the strict conditions of government reform, economic reform and other issues surrounding positive transformation. This process is normally underpinned by an Action Plan, as agreed by both Brussels and the target country. The ENP does not cover countries which are in the current EU enlargement agenda, the European Free Trade Association or the western European microstates.
European, or Europeans, may refer to:
Johannes Hahn (born 2 December 1957) is an Austrian politician, who since November 2014 is Commissioner for European Neighbourhood Policy & Enlargement Negotiations. He previously served as European Commissioner for Regional Policy in the second Barroso Commission, succeeding Benita Ferrero-Waldner as Austria's EU representative.
During his term as EU Commissioner for Regional Policy (February 2010-November 2014) Johannes Hahn implemented the most ambitious and comprehensive reform of EU Regional Policy so far. The main achievement of the reform is the transformation of Regional Policy from a subvention into a genuine investment policy, closely linked with EU economic governance and macro-economic conditions. This allows e.g. to modify programmes to support key structural reforms.
The reform refocuses investments in the real economy and on priority areas which create sustainable jobs and foster growth such as the low carbon economy, support for small and medium enterprises, innovation & research, education and training. The introduction of clearly defined conditions as well as a better evaluation system make sure that the principle of "better spending" is actually safeguarded.
A policy is a deliberate system of principles to guide decisions and achieve rational outcomes. A policy is a statement of intent, and is implemented as a procedure or protocol. Policies are generally adopted by the Board of or senior governance body within an organization whereas procedures or protocols would be developed and adopted by senior executive officers. Policies can assist in both subjective and objective decision making. Policies to assist in subjective decision making would usually assist senior management with decisions that must consider the relative merits of a number of factors before making decisions and as a result are often hard to objectively test e.g. work-life balance policy. In contrast policies to assist in objective decision making are usually operational in nature and can be objectively tested e.g. password policy.
The term may apply to government, private sector organizations and groups, as well as individuals. Presidential executive orders, corporate privacy policies, and parliamentary rules of order are all examples of policy. Policy differs from rules or law. While law can compel or prohibit behaviors (e.g. a law requiring the payment of taxes on income), policy merely guides actions toward those that are most likely to achieve a desired outcome.
The European Union (EU) is a politico-economic union of 28 member states that are located primarily in Europe. It covers an area of 4,324,782 km2, with an estimated population of over 508 million. The EU operates through a system of supranational institutions and intergovernmental-negotiated decisions by the member states. The institutions are: the European Parliament, the European Council, the Council of the European Union, the European Commission, the Court of Justice of the European Union, the European Central Bank, and the Court of Auditors. The European Parliament is elected every five years by EU citizens.
The EU has developed an internal single market through a standardised system of laws that apply in all member states. Within the Schengen Area, passport controls have been abolished. EU policies aim to ensure the free movement of people, goods, services, and capital, enact legislation in justice and home affairs, and maintain common policies on trade, agriculture, fisheries, and regional development. The monetary union was established in 1999 and came into full force in 2002. It is currently composed of 19 member states that use the euro as their legal tender.
Johannes Hahn, the European Commissioner for European Neighbourhood Policy and Enlargement Negotiations sat down with New Europe's Managing Editor Konstantin Tsapogas-Von Taube to discuss the challenges facing the European Union Neighborhood policies, especially after the Ukraine crisis as well as the way EU's financial crisis and how this is influencing relations with neighbors and accession countries. On the occasion of the 30th anniversary of the Assembly of European Regions, Commissioner Hahn also touched upon the role regions can play on EU policy and it's relations with third countries.

The ENP was last reviewed in 2011. Given the significant developments in the neighbourhood since then, it is now essential to undertake a fundamental review of the principles on which the policy is based as well as its scope and how its instruments should be used. “The EU has a vital interest in building strong partnerships with its neighbours. Recent developments in the region have increased the challenges we all face: from economic pressures to irregular migration and security threats. We need ...

debate The exhaustion of the traditional 1990s liberal paradigm of human rights protection, the return of nationalism and anti gypsy populism in Eastern Europe, and the transformation of Roma issues into a theme of European debates after the immigrant crises in France and Italy from 2009 and 2010 all shape a new frame for Roma integration. Does the new situation bring more risks or more new opportunities? How should Roma civil society reorganise itself, so as to go beyond the project-oriented approaches of the 1990s and beginning of 2000s? How could national governments be encouraged to go beyond writting strategies and tackle the lack of concrete action? Are the attempts at creating a common European policy towards Roma a chance, or on the contrary, a step back? With Gergo Pulay (an anthr...
