More than 18 months after fighting began in east Ukraine many still waiting for assistance
More than 1.6 million people have been displaced as a result of the conflict in east Ukraine between Ukrainian troops and Russian-backed militants. Many have left Ukraine whilst others have moved to other parts of the country. But rebuilding their lives has been far from easy. Observers say that the Ukrainian government's response to their plight has been far from effective. Olena Vynogradova, of NGO Right to Protection, joined us in the Viewpoint studio to offer her insights into why the Ukrainian government has not done more to help.
"It began in March 2014 when the first displaced people from Crimea came to Ukraine... since that time the crisis has worsened. Displaced people can't go back to their previous places of residence and still they face many problems related to accommodation and to employment in government-controlled Ukraine."
"Every government initiative related to budget funds and related to payments to IDPs are always directed toward establishing control over these people, only over this category of people."
"They [IDPs] are becoming more and more desperate because of what they see from the government. There is not state-level strategic document on how to solve the problem of internally displaced people. They can't get accommodation, they can't find jobs. They can't see any state support."

“Naftogaz used to be one of the darkest corners of state-owned enterprises in Ukraine,” says Francis Malige, Managing Director for Eastern Europe and the Caucasus for the EBDR. “Thanks to the work we’ve done -- not just EBDR but all the international development partners of Ukraine with the Government, we’ve managed to significantly change the company.”
The news of the Ukrainian government altering Naftogaz's charter to retain control of the company's gas transport arm this week is said to be a move in the wrong direction.
Last October, an agreement was signed with Naftogaz to transform its governance. Proper risk management and anti-corruption mechanisms were introduced among other things, and Naftogaz received $300 Million in funding to purchase gas for the winter. The enterprise has since returned to profitability.
“Changes have to be done according to good governing principles,” says Malige, who spoke with Ukraine’s Prime Minster, who according to Malige, agreed there was an issue. “We need to revert to a situation where there’s proper internal controls and where we go back into corporate the governance improvement plan that we had agreed upon with management of Naftogaz and the Government of Ukraine.”

SCRIPT
A small group of demonstrators gathered in front of the Polish Sejim in Warsaw at 16:00 local time (14:00 GMT) on Saturday. The protesters oppose the Polish involvement in the crisis in Ukraine, in particular they spoke out against aid which was granted by Polish authorities to the Ukrainian government. The Polish military recently confirmed delivery of bulletproof vests and humanitarian supplies to Ukraine.
It was the latest in a series of similar demonstrations, which are often staged outside the Ukrainian embassy. Some demonstrators argued that the Ukrainian national movement is a threat to Poland.

Many have left Ukraine whilst others have moved to other parts of the country. But rebuilding their lives has been far from easy. Observers say that the Ukrainian government's response to their plight has been far from effective. A small group of demonstrators gathered in front of the Polish Sejim in Warsaw at 16:00 local time (14:00 GMT) on Saturday. The protesters oppose the Polish involvement in the crisis in Ukraine, in particular they spoke out against aid which was granted by Polish authorities to the Ukrainian government. The Polish military recently confirmed delivery of bulletproof vests and humanitarian supplies to Ukraine.
It was the latest in a series of similar demonstrations, which are often staged outside the Ukrainian embassy. Some demonstrators argued that the Ukrainian national movement is a threat to Poland.

The disengagement of forces and assets from the line of contact got underway at the settlement of Petrovskoye, Donetsk Region, on Friday, as had earlier been agreed between the Ukrainian government and authorities of the self-proclaimed Donetsk People’s Republic (DPR). The World Bank announced an additional US $500 million loan to strengthen Ukraine’s financial sector, despite numerous corruption allegations and the slow pace of reforms. The Bank is preparing a $500 million gas guarantee, which will support the purchase of gas for the heating season. Another focus will be to assist in the longer term financing of small and medium-sized enterprises as well as services provided to communities, explains Satu Kahkonen, World Bank Country Director for Belarus, Moldova, and Ukraine.
The World Bank previously committed US $1 billion and is already working with the Ukrainian government to prioritize of transport corridors and help what would be “priority investments to move forward and try to get other donors as well as private investors to come in and finance road construction.”
While there have been incidents of corruption reported in road improvement projects in Ukraine, Kahkonen says the projects are moving forward and the Bank is watching carefully: “We expect the government to take action. We can’t get involved in personal issues.”
“Without tackling the corruption and enhancing the governance in Ukraine, none of the other reforms will work,” she adds.

The World Bank announced an additional US $500 million loan to strengthen Ukraine’s financial sector, despite numerous corruption allegations and the slow pace of reforms. The Bank is preparing a $500 million gas guarantee, which will support the purchase of gas for the heating season. Another focus will be to assist in the longer term financing of small and medium-sized enterprises as well as services provided to communities, explains Satu Kahkonen, World Bank Country Director for Belarus, Moldova, and Ukraine.
The World Bank previously committed US $1 billion and is already working with the Ukrainian government to prioritize of transport corridors and help what would be “priority investments to move forward and try to get other donors as well as private investors to come in and finance road construction.”
While there have been incidents of corruption reported in road improvement projects in Ukraine, Kahkonen says the projects are moving forward and the Bank is watching carefully: “We expect the government to take action. We can’t get involved in personal issues.”
“Without tackling the corruption and enhancing the governance in Ukraine, none of the other reforms will work,” she adds.

Around 3.7 million people have been affected by the ongoing conflict in eastern Ukraine. Nearly 9 500 people have been killed while 1.8 million are internally displaced.
Stanytsia Luhanska is one of the villages along the “contact-line” in eastern Ukraine. It is on the border separating the auto-proclaimed Republics of Luhansk and Donetsk with Ukrainian government-controlled areas. Every morning residents assess if, and how badly, their houses have been damaged.
“Our priority is the most vulnerable areas. That means the areas next to the frontline and the ones not controlled by the Ukrainian Government. Forty percent of EU humanitarian aid goes to these non-government controlled areas, where there is no access to basic services. It’s imperative that all humanitarian organisations have full access to these areas, in respect of humanitarian international rights,” said Samuel Marie-Fanon, EU Humanitarian Aid.

"If I could have seen their faces, knowing that I killed a living person... that would've been very hard", says Frantsuz, a pro-government volunteer who has been fighting for seven months. He looks across the frontline to the enemy in the strategic port of Mariupol, a gateway to Crimea. Across the divide a pro-Russian separatist called Jack is returning the gaze. While steadfast in his resolve to fight, the cameras capture the human face of this often shrouded enemy. "War is frightening", he says. "I'm not a robot. I feel, I love, I suffer, I cry." The conflict may have dropped down the international news agenda, but bitter fighting continues and the levels of hatred on both sides of the divide are escalating as they become increasingly distant from one another, and increasingly polarised.

Information about illegal detentions and secret prisons is not a new problem for Ukraine, explains Bohdan Kryklyvenko, Head of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights. According to him, the problem first surfaced two years ago when it was exposed through UN Monitoring Mission reports and relatives of those imprisoned. There have been long running efforts to draw attention to the matter and pressure the Ukrainian Government into investigating and ending the practice of illegal detention.
“The nature of such keeping in detention is exchange proceedings,” says Kryvylenko, adding that “in accordance with their records, the people were kept just for the exchanges.” He says that this is the main problem in this story and when UN torture prevention sub-committees are scheduled to make a visit, many of these detainees will be released.
Apart from the UN reports, which present factual evidence of such illegal detentions, Amnesty International and Human Rights Watch have also gathered information on such detentions. “Now we are waiting for official or any result of such investigation,”he says.
While the head of the Ukrainian Security Service has denied its involvement, and numbers of illegal detained have dropped in the last two years, Kryklyvenko says they are “very close to have some answers.”

Kiev's Euromaidan protesters began 2014 the same way they ended 2013: by rioting in the streets in an attempt to bring down their government. Key victories have already been won, with Prime Minister Mykola Azarov and his cabinet resigning. The demonstrators also forced the annulment of a new anti-protest law that was, ironically, the cause of much of their protesting.
The protesters haven't been contented by this, however, and are still out in the streets, demanding the head of President Viktor Yanukovych and the staging of fresh elections. What began as a protest against the Ukrainian government's close ties with Russian leader Vladimir Putin has become a focus for wider discontent. However, Yanukovych seems in no mood to relinquish his power. As the social unrest spreads across the country, its first post-Soviet President, Leonid Kravchuk, has gone as far as to warn that Ukraine is on the brink of civil war. Dozens of people have lost their lives in just the last two days of violence.
At the end of January, VICE flew to Kiev as rioters hurled Molotov cocktails at police and the city turned into a battlefield.

Though on the 3rd of July, a deputy commander of the Public Relations of Battalion Azov had admitted that the cause of fire was pilot "error". All of the war crimes committed by Ukrainian government and their punitive battalions is blamed on the rebels who just wouldn't kill their own parents, wives, and children since over 90% of the rebels are made up of local citizens. Facts speak otherwise and images don't lie. Ukrainian propaganda machine is really on it. Disgusting.

February 2014, Ukraine's Euromaidan revolution against the government of Viktor Yanukovych had reached another stalemate after the violence in late January. But on the 18th, massive and fatal clashes broke out between police and protesters outside the Ukrainian parliament building, the Rada.
After hours of fierce fighting, the protesters were pushed back onto their last lines of defense in Independence square and just about forced the police back after an attempt to clear the square. Once the dust had settled almost 30 police and protesters had been killed, on a day where firearms were used openly by both sides for the first time.
Vice News arrived a day later to a city on lockdown and Independence square resembling a dystopian protest nightmare, fires burning, everything covered in black ash and the protesters themselves looked tired and desperate as a fragile truce held throughout the night.
The next day however set of a chain of events that would leave dozens of protesters dead, Yanukovych fleeing the country and the protesters firmly in control of parliament. This film tracks the last days of the Euromaidan revolution, from the mass killings of protesters by the police on 20th February, to the day Yanukovych fled his private estate, leaving behind a wealth of incriminating documents linking him to fraud, corruption and possibly even attempted murder.
Within days an interim government, made up of protest figures and opposition MPs was in power and presidential elections were set for the 25th May. However, since the end of the revolution the new government has had to face a nosediving economy, the Russian annexation of Crimea and now a violent bid for independence by pro-Russian separatists in the east. After a violent and chaotic 6 months, the election gives the country a chance to look towards a future of closer links to the EU and a chance to end the corruption that dominates Ukrainian society.

On the far eastern edge of Europe in Donetsk, Ukraine, pro-Russian separatists have taken over, and bombs continue to fall. We visit the people living in this limbo, where almost 8000 have been killed.
"We're here to prevent World War III from happening brother, and that's what we're going to do", explains Tex, one of a motley band of foreigners who have joined Russian-backed rebels in Ukraine. After Ukraine's pro-Russian President fled Kiev and the annexation of the Crimean peninsula by Russia, pro-Russian separatists took over Ukrainian government buildings and declared the area the Donetsk People's Republic. A year on and the city is in ruins, the streets are eerily quiet, and shelling continues between the rebels and Ukrainian government forces. "We've been left with nothing, only a pain in our hearts", says Anastasia, whose 17-year-old daughter was killed by a government rocket strike. But amid this bleakness, humanity shines. Nurse Svetlana stayed behind whilst others fled in order to tend to the sick. Olga, a young journalism student, is trying to help rebuild the shattered school in the village of Nikishina. "If we don't do anything now, we can lose this village, and lose its people", she says. Will this land stay part of Ukraine, move towards independence, or be completely swallowed by Russia?

On the far eastern edge of Europe in Donetsk, Ukraine, pro-Russian separatists have taken over, and bombs continue to fall. We visit the people living in this limbo, where almost 8000 have been killed.
"We're here to prevent World War III from happening brother, and that's what we're going to do", explains Tex, one of a motley band of foreigners who have joined Russian-backed rebels in Ukraine. After Ukraine's pro-Russian President fled Kiev and the annexation of the Crimean peninsula by Russia, pro-Russian separatists took over Ukrainian government buildings and declared the area the Donetsk People's Republic. A year on and the city is in ruins, the streets are eerily quiet, and shelling continues between the rebels and Ukrainian government forces. "We've been left with nothing, only a pain in our hearts", says Anastasia, whose 17-year-old daughter was killed by a government rocket strike. But amid this bleakness, humanity shines. Nurse Svetlana stayed behind whilst others fled in order to tend to the sick. Olga, a young journalism student, is trying to help rebuild the shattered school in the village of Nikishina. "If we don't do anything now, we can lose this village, and lose its people", she says. Will this land stay part of Ukraine, move towards independence, or be completely swallowed by Russia?
