Human resources
Human resources is the set of individuals who make up the workforce of an organization, business sector, or economy. "Human capital" is sometimes used synonymously with human resources, although human capital typically refers to a more narrow view (i.e., the knowledge the individuals embody and economic growth). Likewise, other terms sometimes used include "manpower", "talent", "labour", or simply "people".
Definition of staffing or personnel management
Staffing is a process of hiring, positioning and overseeing employees in an organisation.
Origins
Pioneering economist John R. Commons used the term "human resource" in his 1893 book The Distribution of Wealth but did not further build upon it. The term "human resource" was subsequently in use during the 1910s and 1920s as was the notion that workers could be seen as a kind of capital asset. Among scholars the first use of "human resources" in its modern form was in a 1958 report by economist E. Wight Bakke. The term began to become more developed in the 19th century due to misunderstandings between the employers and employees.

'Bato' Dela Rosa assumes command of PNP
Police Director General Ronald “Bato” Dela Rosa on Friday formally assumed command of the 160,000-strong Philippine National Police (PNP) during a ceremony at the police headquarters in Camp Crame, Quezon City.
Upon his assumption to the post as the highest police official, President Rodrigo Duterte conferred on Dela Rosa the four-star rank, the highest rank in the PNP Officer Corps.
Dela Rosa replaces retired PNP chief Ricardo Marquez. Duterte arrived 40 minutes late for the ceremony, where he was accorded arrival honors.
Among those who attended the ceremony are former President Fidel Ramos, Senators Manny Pacquiao and Risa Hontiveros, and Muntinlupa Rep. Rodolfo Biazon.
Before assuming the top PNP post, Dela Rosa was executive officer of the Directorate for Human Resources and Doctrine Development.
He also served various leadership positions in the command group of the PNP Intelligence Group from October 2013 to December 2014.
He rose from junior officer to field grade officer while serving various assignments in Mindanao as Battalion Commander of the 11th Regional Mobile Group, Regional Intelligence Officer, Compostela Valley Provincial Director, Davao Del Sur Provincial Director and head of the Mindanao Satellite Office of the Presidential Anti-Organized Crime Task Force (PAOCTF).
