The Federal Senate (Portuguese: Senado Federal) is the upper house of the National Congress of Brazil. Created by the first Constitution of the Brazilian Empire in 1824, it was initially similar to the United Kingdom's House of Lords. Since the Proclamation of the Republic in 1889 the Federal Senate has resembled the United States Senate.
Currently, the Senate comprises 81 seats. Three Senators from each of the 26 states and three Senators from the Federal District are elected on a majority basis to serve eight-year terms. Elections are staggered so that two-thirds of the upper house is up for election at one time and the remaining one-third four years later. When one seat is up for election in each State, each voter casts one vote for the Senate; when two seats are up for election, each voter casts two votes, and the voter cannot give his two votes for the same candidate, but, in elections for the renewal of two-thirds of the Senate, each party can present two candidates for election. The candidate in each State and the Federal District (or the first two candidates, when two thirds of the seats are up for election) who achieve the greatest plurality of votes are elected.
Dilma Vana Rousseff (Brazilian Portuguese: [ˈd(ʒ)iwmɐ ˈvɐnɐ huˈsɛfⁱ]; born 14 December 1947) is a Brazilian economist and politician currently serving as the 36th President of Brazil. She is the first woman to hold the office. She was previously the Chief of Staff of the President Luiz Inácio Lula da Silva from 2005 to 2010.
The daughter of a Bulgarian entrepreneur, Rousseff was raised in an upper middle class household in Belo Horizonte, Minas Gerais. She became a socialist during her youth, and following the 1964 coup d'état joined various left-wing and Marxist urban guerrilla groups that fought against the military dictatorship. Rousseff was eventually captured and was jailed between 1970 and 1972, during which time she was reportedly tortured.
After her release, Rousseff rebuilt her life in Porto Alegre with Carlos Araújo, who would be her partner for 30 years. Both helped found the Democratic Labour Party (PDT) in Rio Grande do Sul, participating in several of the party's electoral campaigns. She became the Secretary of the Treasury of the City of Porto Alegre in the Alceu Collares Administration, and later the Secretary of Energy of the State of Rio Grande do Sul under both the Collares and Olívio Dutra Administrations. In 2000, after an internal dispute in the Dutra cabinet, she left the PDT and joined the Workers' Party (PT).
A supreme court is the highest court within the hierarchy of many legal jurisdictions. Other descriptions for such courts include court of last resort, instance court, judgment court, apex court, and highest court of appeal. Broadly speaking, the decisions of a supreme court are not subject to further review by any other court. Supreme courts typically function primarily as appellate courts, hearing appeals from decisions of lower trial courts, or from intermediate-level appellate courts.
However, not all highest courts are named as such. Civil law states do not tend to have singular highest courts. Additionally, the highest court in some jurisdictions is not named the "Supreme Court", for example, the High Court of Australia; this is because decisions by the High Court could formerly be appealed to the Privy Council. On the other hand, in some places the court named the "Supreme Court" is not in fact the highest court; examples include the New York Supreme Court, the Supreme Courts of several Canadian provinces/territories and the former Supreme Court of Judicature of England and Wales, which are all superseded by higher Courts of Appeal.
A Senate is a deliberative assembly, often the upper house or chamber of a bicameral legislature or parliament. The name comes from the ancient Roman Senate (Latin: Senatus), so-called as an assembly of the senior (Latin: senex meaning "the elder" or "the old one") and therefore allegedly wiser and more experienced members of the society or ruling class.
Thus, the literal meaning of the word "senate" is: Assembly of Elders.
Many countries have an assembly named a senate, composed of senators who may be elected, appointed, have inherited the title, or gained membership by other methods, depending on the country. Modern senates typically serve to provide a chamber of "sober second thought" to consider legislation passed by a lower house, whose members are usually elected.
The modern word senate is derived from the [Latin] word senātus (senate), which comes from senex, “old man”. The members or legislators of a senate are called senators. The Latin word senator was adopted into English with no change in spelling. Its meaning is derived from a very ancient form of social organization, in which advisory or decision-making powers are reserved for the eldest men. For the same reason, the word senate is correctly used when referring to any powerful authority characteristically composed by the eldest members of a community, as a deliberative body of a faculty in an institution of higher learning is often called a senate. This form adaptation was used to show the power of those in body and for the decision-making process to be thorough, which could take a long period of time. The original senate was the Roman Senate, which lasted until 580 (various efforts to revive it were made in Medieval Rome). In the Eastern Roman Empire, the Byzantine Senate continued until the Fourth Crusade, circa 1202–1204.
