The Maine Arts Commission is a state agency that assists artists and arts organizations in bringing music, dance, poetry, painting and other arts activities into the lives of people in Maine.
The idea of Maine state arts support began in 1933 when the Maine State Legislature created the Maine Art Commission, a three-member board appointed by the governor. The Commission advised the governor about the acquisition of works of art for state buildings. This entity lasted until a movement in the 1960s to create a permanent state agency in support of the arts and humanities.
In 1964, Governor John H. Reed created the Governor's Council on Arts and Culture in Maine. The Council made recommendations on what role the state government should play in support of the arts and humanities, and ultimately recommended the creation of an independent state agency, the Maine State Commission on the Arts and Humanities. Concurrent with this development in Maine, and in part driving it, a movement in Washington, D.C., created the National Endowment for the Arts (NEA) and the National Endowment for the Humanities (NEH) as part of the National Foundation on the Arts & Humanities.
Maine (i/ˈmeɪn/; French: État du Maine) is a state in New England, in the United States. Maine is the 39th most extensive and the 42nd most populous of the 50 U.S. states. It is bordered by New Hampshire to the west, the Atlantic Ocean to the east, and the Canadian provinces of New Brunswick and Quebec to the east and north, respectively. Maine is the northernmost state in the contiguous United States east of the Great Lakes. It is known for its jagged, rocky coastline; low, rolling mountains; heavily forested interior, and picturesque waterways; and also its seafood cuisine, especially lobster and clams. In spite of its maritime position, it has a continental climate even in coastal areas such as its largest city, Portland. The state capital is Augusta with a population of 19,136 (2010), making it the third least-populous state capital (after Montpelier, Vermont and Pierre, South Dakota) in the nation.
For thousands of years, indigenous peoples were the only inhabitants of the territory that is now Maine. At the time of European encounter, several Algonquian-speaking peoples inhabited the area. The first European settlement in Maine was by the French in 1604 on Saint Croix Island, by Pierre Dugua, Sieur de Mons. The first English settlement in Maine, the short-lived Popham Colony, was established by the Plymouth Company in 1607. A number of English settlements were established along the coast of Maine in the 1620s, although the rugged climate, deprivations, and conflict with the local peoples caused many to fail over the years.

The Poetry Out Loud: Recitation Contest was created in 2006 by the National Endowment for the Arts and The Poetry Foundation. The contest was created to increase awareness in the art of performing poetry, with substantial cash prizes being awarded to schools that participated as well as representatives from each of the fifty states, the District of Columbia, and the U.S. Virgin Islands.
The contest features a list of about 600 poems for students to choose from. In some cases, qualifiers were held at a scholastic level with each student performing two poems. The finalist from each school went to the state level to perform three, and the state finalists later performed the same three poems in Washington D.C. during the second week of May, 2006.
Originally created as a means by which students could become more involved in poetry and the spoken word, the Poetry Out Loud competition is currently run in all 50 states, as well as the District of Columbia, the U.S. Virgin Islands, and Puerto Rico. Each state runs its own competition relatively independent of all others. In general, a high school competition is followed by a statewide competition. State Champions then compete in Washington D.C. for the top prize. In order to facilitate a smooth and effective competition, competitors are divided into three groups, or regions. Each region holds its own semifinal, and sends four competitors to the final round. The final 12 then each recite two poems, and the top five recite a third poem. after this third poem has been recited, judges (usually celebrities of the poetry world, or well-known literary figures) select the Winner, and two runners-up.
The National Endowment for the Arts (NEA) is an independent agency of the United States federal government that offers support and funding for projects exhibiting artistic excellence. Prior to its establishment, giving to the arts served as precedent to the Endowment, and continues as its principal factor. It was created by an act of the U.S. Congress in 1965 as an independent agency of the federal government. The NEA has its offices in the Old Post Office building, in Washington, D.C. It was awarded Tony Honors for Excellence in Theatre in 1995.
The NEA is "dedicated to supporting excellence in the arts, both new and established; bringing the arts to all Americans; and providing leadership in arts education".
Between 1965 and 2008, the agency has made in excess of 128,000 grants, totaling more than $5 billion. From the mid-1980s to the mid-1990s, Congress granted the NEA an annual funding of between $160 and $180 million. In 1996, Congress cut the NEA funding to $99.5 million as a result of pressure from conservative groups, including the American Family Association, who criticized the agency for using tax dollars to fund highly controversial artists such as Barbara Degenevieve, Andres Serrano, Robert Mapplethorpe, and the performance artists known as the "NEA Four". Since 1996, the NEA has partially rebounded with a 2015 budget of $146.21 million. For FY 2010, the budget reached the level it was at during the mid-1990s at $167.5 million but fell again in FY 2011 with a budget of $154 million.

Poetry Out Loud is organized nationally by the National Endowment for the Arts and the Poetry Foundation and is administered at the state level by the Maine Arts Commission. The Maine Arts Commission in collaboration with the Maine Department of Education, Maine Principal's Association, Maine Art Education Association, Maine Music Educators Association, New England Institute for Teacher Education, and the Maine Alliance for Arts Education is conducting a statewide census in Arts Education. Honorary degree recipient Molly Neptune Parker gave a talk on campus during commencement weekend on Passamaquoddy basket making traditions. A native of Indian Township, Maine, Neptune Parker is a master Passamaquoddy basketweaver. An artist, educator, and community leader, she has earned national and international recognition for the proud tradition of Pasamaquoddy basketmaking. The matriarch of four generations of artists, she shares generously of her legacy and expertise. A true tradition-bearer, she has taught generations of tribal members across the country to weave, ensuring the continuance of this once-endangered Native art form. She has served as president of the Maine Indian Basketmakers’ Alliance and as a master teacher in the Maine Arts Commission’s traditional arts apprentices...
