Liam Cosgrave (born 13 April 1920) is a former Irish Fine Gael politician who served as Taoiseach (1973–77) and as Leader of Fine Gael (1965–77). He was a Teachta Dála (TD) from 1943 to 1981.
Born in Dublin, Cosgrave was the son of W. T. Cosgrave, the first President of the Executive Council in the newly formed Irish Free State. After qualifying as a barrister he decided to embark on a political career. He was elected to Dáil Éireann at the 1943 general election and sat in opposition alongside his father. The formation of the first inter-party government in 1948 saw Cosgrave become a Parliamentary Secretary to Taoiseach John A. Costello. He formally became a cabinet member in 1954 when he was appointed Minister for External Affairs. The highlight of his three-year tenure was Ireland's successful entry into the United Nations. In 1965 Cosgrave was the unanimous choice of his colleagues to succeed James Dillon as leader of Fine Gael. He lost the 1969 general election to the incumbent Jack Lynch, but won the 1973 general election and became Taoiseach in a Fine Gael-Labour Party government.
A prime minister is the most senior minister of cabinet in the executive branch of government, often in a parliamentary or semi-presidential system. In many systems, the prime minister selects and may dismiss other members of the cabinet, and allocates posts to members within the government. In most systems, the prime minister is the presiding member and chairman of the cabinet. In a minority of systems, notably in semi-presidential systems of government, a prime minister is the official who is appointed to manage the civil service and execute the directives of the head of state.
In parliamentary systems fashioned after the Westminster system, the prime minister is the presiding and actual head of government and head of the executive branch. In such systems, the head of state or the head of state's official representative (i.e. the monarch, president, or governor-general) usually holds a largely ceremonial position, although often with reserve powers.
The prime minister is often, but not always, a member of parliament and is expected with other ministers to ensure the passage of bills through the legislature. In some monarchies the monarch may also exercise executive powers (known as the royal prerogative) that are constitutionally vested in the crown and may be exercised without the approval of parliament.
William Thomas "W. T." Cosgrave (Irish: Liam Tomás Mac Cosgair; 6 June 1880 – 16 November 1965), was an Irish politician who succeeded Michael Collins as Chairman of the Provisional Government of the Irish Free State from August to December 1922. He served as the first President of the Executive Council (prime minister) of the Irish Free State from 1922 to 1932.
William Thomas Cosgrave, W. T., or Liam as he was generally known, was born at 174 James's Street, Dublin in 1880. He was educated at the Christian Brothers School at Malahide Road, Marino, before entering his father's publican business. Cosgrave first became politically active when he attended the first Sinn Féin convention in 1905.
He was a Sinn Féin councillor on Dublin Corporation from 1909 until 1922 and joined the Irish Volunteers in 1913. Cosgrave played an active role in the Easter Rising of 1916 serving under Eamonn Ceannt at the South Dublin Union. Following the rebellion Cosgrave was sentenced to death, however this was later commuted to penal servitude for life and he was interned in Frongoch, Wales. While in prison Cosgrave won a seat for Sinn Féin in the 1917 Kilkenny City by-election.

An RTE Nationwide programme to mark the 85th anniversary of the establishment of ESB in 1927. Special guest at the event in Ardnacrusha Power Station was former Taoiseach, Mr Liam Cosgrave, who, as a young boy, was present at the official opening of the station on 29th July 1929 by his father W.T Cosgrave, President of the Executive Council.
