Toronto Police Service

The Toronto Police Service (TPS) is the police force servicing Toronto, Ontario, Canada. Established in 1834, it was the first municipal police service created in North America and one of the oldest police services in the English-speaking world. It is the largest municipal police service in Canada and third largest police force in Canada after the Ontario Provincial Police and the Royal Canadian Mounted Police (RCMP).

At a budget of over $1 billion, it ranks second only to the Toronto Transit Commission (TTC) in the budgetary expenses of the municipal government of Toronto.

History

1834 creation to 1859 reforms

The Toronto Police Service was founded in 1834 when the city of Toronto was first created from the town of York. (Prior to that, local able-bodied male citizens were required to report for night duty as special constables for a fixed number of nights a year on the pain of fine or imprisonment in a system known as "watch and ward".)

The Toronto Police is one of the English-speaking world’s oldest modern municipal police departments; older than, for example, the New York City Police Department which was formed in 1845 or the Boston Police Department which was established in 1839. The London Metropolitan Police of 1829 is generally recognized as the first modern municipal department. In 1835, Toronto retained five full-time constables—a ratio of about one officer for every 1,850 citizens. Their daily pay was set at 5 shillings for day duty and 7 shillings, 6 pence, for night duty. In 1837 the constables’ annual pay was fixed at £75 per annum, a lucrative city position when compared to the mayor’s annual pay of £250 at the time.

Toronto

Toronto (ⁱ/təˈrɒntoʊ, -tə/,local /təˈrɒnoʊ, ˈtrɒ-/) is the most populous city in Canada, the provincial capital of Ontario, and the centre of the Greater Toronto Area, the most populous metropolitan area in Canada. In the 2011 census, Toronto had a population of 2,615,060, making it the fourth most populous city in North America, after Mexico City, New York City, and Los Angeles. An alpha global city, Toronto is an international centre of business, finance, arts, and culture, and is widely recognized as one of the most multicultural and cosmopolitan cities in the world.

Aboriginal peoples have inhabited the area now known as Toronto for thousands of years. The urban history of the city dates back to 1787, when British officials negotiated the Toronto Purchase with the Mississaugas of the New Credit. They established the Town of York, and later designated it as the capital of Upper Canada. During the War of 1812, the town was the site of the Battle of York and suffered heavy damage by U.S. troops. York was renamed and incorporated as the City of Toronto in 1834, and became the capital of the province of Ontario in 1867. The original borders of Toronto were expanded through amalgamation with surrounding municipalities at various times in its history, the results of which can been seen in the 140 independently unique and clearly defined official neighbourhoods that make up the city.

Police

A police force is a constituted body of persons empowered by the state to enforce the law, protect property, and limit civil disorder. Their powers include the legitimized use of force. The term is most commonly associated with police services of a sovereign state that are authorized to exercise the police power of that state within a defined legal or territorial area of responsibility. Police forces are often defined as being separate from military or other organizations involved in the defense of the state against foreign aggressors; however, gendarmerie are military units charged with civil policing.

Law enforcement, however, constitutes only part of policing activity. Policing has included an array of activities in different situations, but the predominant ones are concerned with the preservation of order. In some societies, in the late 18th and early 19th centuries, these developed within the context of maintaining the class system and the protection of private property. Many police forces suffer from police corruption to a greater or lesser degree. The police force is usually a public sector service, meaning they are paid through taxes.

Meet the Newest @TorontoPolice Recruits
On Thursday, February 4th, 2016, the Toronto Police Service was pleased to host a graduation ceremony for 44 new police recruits at the Toronto Police College. In this video, members of Recruit Class 15-03 and senior Command officers discuss what makes a good police officer, and reflect on the role of community service in policing, as well as their skills, training, and competencies, and the pride they hold in the uniform. Toronto Police Recruit Graduation Class 15-03 is representative of Toronto’s diverse cultural community and brings a superior level of varied knowledge and abilities to the Service, including language skills, previous military or policing experience and post-secondary education. The class is comprised of 47.7% women, the highest-ever percentage of female recruits for the Service, and 34.1% visible minority members. A total of 93.2% successfully completed post-secondary education and 40.9% have previous military or policing experience. A total of 70.5% of the class speak a language other than English, including Afrikaans, American Sign Language, Arabic, Bengali, Bosnian, Bulgarian, Creole, Croatian, Filipino, French, German, Greek, Hindi, Hungarian, Japanese, Korean, Macedonian, Mandarin, Patois, Polish, Portuguese, Punjabi, Romanian, Russian, Serbo-Croatian, Slovak, Spanish, Thai, Twi and Ukrainian. Of the 31 new recruits who speak a second language, 36.4% speak two or more languages other than English. Constable Nelson Santizo is very familiar with the Shoreham-Driftwood community. He spent 15 years there and is comfortable going back and interacting with residents as part of his job as a Neighbourhood Officer. “I had a lot of good times and I still have great memories,” said Santizo. “As a kid, I rode my bike and climbed trees with the other kids. I feel almost like I am back home. Members of the community recognize me, so right away there is a connection and relationship.” Santizo’s partner, Constable Dalida Matias, said she didn’t know what to expect when they were assigned to the neighbourhood nearly 18 months ago. “We, however, went in there with a positive attitude to talk to people and try to gain their trust and respect,” she said. “The approach worked in what is a warm and loving community.” Constables Brian Sutherland and Sean O’Neill also patrol the neighbourhood and work to create community contacts to prevent crime and build trust in police. Superintendent Tony Riviere, 31 Division unit commander, is proud of the positive strides his officers are making in the neighbourhood. “One of the things we hoped the neighbourhood officers would accomplish was to stem the apparent deterioration of public trust in there police, particularly in our more challenged neighbourhoods,” he said. “We recognized that public trust is at the forefront of our success. Our embedded officers have done much in improving our relationship and in bringing value to our residents daily. We have enthusiastic officers who are committed to making a difference and in promoting a safe and vibrant community.”

On Thursday, August 25th, at 10:00AM in the Media Gallery at Toronto Police Headquarters, Toronto Police Sex Crimes Unit - Child Exploitation Section Inspector Pauline Gray and Detective Mike Sabadin briefed the media on arrests made as part of an investigation into the making and distributing of child sexual abuse image. On Monday, April 25, 2016, as part of an investigation into the attempt distribution of child sexual abuse images, members of the Toronto Police Service Sex Crimes Child Exploitation Section executed a Criminal Code search warrant in the west end of Toronto. It is alleged that: - during the execution of the search warrant, officers located evidence that a man and a woman were engaged in the sexual abuse of children and animals - they made, possessed, and distributed online, child sexual abuse images and videos Jason (a.k.a. Byrd) Dickens, 45, of Toronto, has been charged with: 1) Four counts of Possession of Child Pornography 2) Six counts of Access Child Pornography 3) Four counts of Make Available Child Pornography 4) Three counts of Make Child Pornography 5) Sexual Assault 6) Invitation to Sexual Touching 7) Bestiality It is further alleged that: - Dickens used the screen names and email addresses Retodeviant, Byrd_Dawg, Sir Dirk, retrodeviant@gmail.com, retrodeviantdawg@gmail.com, retrodeviant2004@hotmail.com, angrybyrdrigs@gmail.com, and Byrd_D@hotmail.com - he frequented collarspace.com, fetlife.com, bondage.com, and slavefarm.com Dylan Anne McEwen, 31, of Toronto, has been charged with: 1) Two counts of Possession of Child Pornography 2) Three counts of Make Child Pornography 3) Two counts of Sexual Assault 4) Invitation to Sexual Touching 5) Bestiality 6) Access Child Pornography It is further alleged that: - McEwen used the screen names and email addresses Doll, Dirty Doll, pretty_bitter_pill@hotmail.com, and dirtyslavedoll@yahoo.com Both are scheduled to appear in court at Old City Hall on Thursday, September 1, 2016, 10 a.m., courtroom J. As a result of this investigation, including the analysis of devices found during the search warrant, it is further alleged that: - between January 2000 and January 2006, Jason Dickens met a woman online and in person - they engaged in the sexual abuse of a child - they made, possessed, and distributed online, child sexual abuse images and videos A woman, 57, of London, has been charged with: 1) Two counts of Sexual Assault 2) Two counts of Sexual Interference 3) Two counts of Invitation to Sexual Touching 4) Two counts of Make Child Pornography 5) Distribute Child Pornography 6) Possess Child Pornography She is scheduled to appear in court at Old City Hall on Thursday, October 6, 2016, 10 a.m., courtroom J. Jason Dickens faces additional charges in relation to this case. They are: 1) Sexual Assault 2) Sexual Interference 3) Invitation to Sexual Touching 4) Make Child Pornography 5) Access Child Pornography 6) Possess Child Pornography It is further alleged that: - Jason Dickens met another woman online and in person - they made a child sexual abuse video Tina Ewen, 25, of Thunder Bay, has been charged by Thunder Bay Police Service with: 1) Make Child Pornography She is scheduled to appear in court on Tuesday, September 27, 2016, in Thunder Bay. No other information will be released in order to protect the identity of the victims, all of whom have been rescued and interviewed by police. Police are concerned there may be other victims. The Toronto Police Service is requesting the public’s assistance locating two men wanted in a shooting investigation. It is alleged that on Wednesday, June 1, 2016, at approximately 9:15 a.m., two men attended 15 Pittsboro Drive, in the Finch Avenue West and Martin Grove Road area. Both men, armed with handguns, approached a man, and the first of the two armed suspects then shot at the man, numerous times, at close range. The second armed suspect also fired several shots at the man, and both suspects then fled the area. Police arrived shortly thereafter and found the man with several gunshot wounds. He was rushed to hospital, where he remains in critical, but stable, condition. The first suspect has been identified as Shamaury White, 21, of Toronto. He is currently wanted for: 1) Attempted Murder 2) Discharge Firearm with intent to wound and Endanger Life 3) Unauthorized possession of a Firearm 4) Possession of a Firearm or Ammunition Contrary to Prohibition Order 5) Fail to Comply with Probation Order 6) Possession of a Firearm knowing its Possession is Unauthorized He is described as 5'10", with braided black hair, brown eyes, and a thin build. He was wearing a blue, short-sleeved T-shirt, with a collar, black-and-white running shoes, black jeans, and a black baseball cap. The second suspect has not been identified. He is described as 20-30, with a large black afro, 5’10”-6’1”, with a thin build. He was wearing a white short-sleeve T-shirt, black thin-fitting, knee-length shorts, with horizontal stripes along the exterior sides, dark running shoes, and black Raptors ball cap, with white logo on front. Both men are considered armed and dangerous and should not be approached. If you see either man, call 9-1-1 immediately. The class is comprised of 13.5% women and 34.8% visible minority members. A total of 91% have successfully completed post-secondary education and 20.2% have previous military or policing experience. A total of 56.2% of the class speaks a language other than English, from Albanian to Hindi to Korean. Of the new recruits who speak a second language, 29.2% speak two or more languages other than English.
