Firstly Hazrat Umer RA refuse to give the permission after musvrah but after some year Battle of the Masts which first naval war after arrival Islam is fought by Muawiyah RA during the era of Hazrat Usman RA (3rd in Rashidun Caliphate) Hazrat muawiyah bin abu sufyan fought this battle and win that is why the tittle of Amir al Bhar or first Muslim admiral or Captain of Sea in history is given to this sahabi rasool SAW

Muawiyah bin Abu Sufyan bergelar Muawiyah I adalah khalifah pertama dari Bani Umayyah dan juru tulis Nabi Muhammad.
Muawiyah diakui oleh kalangan Sunni sebagai salah seorang Sahabat Nabi, walaupun keislamannya baru dilakukan setelah Mekkah ditaklukkan. Ada pendapat lain yang menyatakan bahwa Muawiyah masuk Islam pada 7 H. Kalangan Syi'ah sampai saat ini tidak mengakui Muawiyah sebagai khalifah dan Sahabat Nabi, karena dianggap telah menyimpang setelah meninggalnya Rasulullah SAW. Ia diakui sebagai khalifah sejak Hasan bin Ali, yang selama beberapa bulan menggantikan ayahnya sebagai khalifah, berbai'at padanya. Dia menjabat sebagai khalifah mulai tahun 661 (umur 58–59 tahun) sampai dengan 680.
Terjadinya Perang Shiffin makin memperkokoh posisi Muawiyah dan melemahkan kekhalifahan Ali bin Abu Thalib, walaupun secara militer ia dapat dikalahkan. Hal ini adalah karena keunggulan saat berdiplomasi antara Amru bin Ash (kubu Muawiyah) dengan Abu Musa Al Asy'ari (kubu Ali) yang terjadi di akhir peperangan tersebut. Seperti halnya Amru bin Ash, Muawiyah adalah seorang administrator dan negarawan ulung. Muawiyah adalah sahabat yang kontroversial dan tindakannya sering disalahartikan.

Muawiyah I
Muawiyah I (Arabic: معاوية ابن أبي سفيان Muʿāwiyah ibn ʾAbī Ṣufyān; 602 – April 29 or May 1, 680) established the Umayyad Dynasty of the caliphate, and was the second caliph from the Umayyad clan, the first being Uthman ibn Affan. During the first and second caliphates of Abu Bakr and Umar (Umar ibn al-Khattab), he fought with the Muslims against the Byzantines in Syria.
To stop the Byzantine harassment from the sea, Muawiyah developed a navy in the Levant and used it to confront the Byzantine Empire in the Aegean Sea and the Sea of Marmara. The Caliphate conquered several territories including Cyzicus which were subsequently used as naval bases.
Early life and family
Muawiyah bin Abi-Sufyan was born in Mecca to Abu Sufyan ibn Harb and Hind bint Utbah (601 CE) into the Banu Umayya sub-clan of the Banu Abd-Shams clan of the Quraysh tribe. The Quraysh controlled the city of Mecca (in the west of present-day Saudi Arabia) and the Banu Abd-Shams were among the most influential of its citizens. The meaning of Muawiyah in Arabic is "young fox". His father Abu-Sufyan struggled against Islam until Muhammad's army entered Mecca in 630.

Terjadinya Perang Shiffin makin memperkokoh posisi Muawiyah dan melemahkan kekhalifahan Ali bin Abu Thalib, walaupun secara militer ia dapat dikalahkan. Hal ini adalah karena keunggulan saat berdiplomasi antara Amru bin Ash (kubu Muawiyah) dengan Abu Musa Al Asy'ari (kubu Ali) yang terjadi di akhir peperangan tersebut. Seperti halnya Amru bin Ash, Muawiyah adalah seorang administrator dan negarawan ulung. Muawiyah adalah sahabat yang kontroversial dan tindakannya sering disalahartikan.
