Minister of State:
"Well, first of all we welcome the
European statement. We think it is very positive, important and it came in time. We hope that the
American administration will understand the situation. Until now, the American administration is biased to the
Israeli position. There is a misreading-reading of the situation here by the American administration and by
President Bush himself. And we feel that this administration should see the overall situation here."

"We would like to strengthen the Palestinian - the
European call for the
Palestinian authority to go ahead and take real concrete and clear measures to combat terrorism, for once and for all.
The Europeans are already specifying the particular steps to be taken in order to eradicate terrorism and that part of the declaration is very, very important. As for the demands for
Israel - Israel all the time supported the European contribution and the European support to investment in the Palestinian infrastructure and we didn't change our mind."

STORYLINE:
Israeli troops - backed by tanks - raided the Palestinian village of Artas in the West Bank early Tuesday, arresting three
Palestinian militants.
Shortly afterwards
Palestinians based in Beit Jala on the outskirts of Jerusalem opened fire on the nearby
Jewish neighbourhood of
Gilo which was built on land captured by Israel in the
1967 war.
The
Israeli Defence Force claims it did not return fire.
Artas lies south of
Bethlehem and is under the control of the
Palestinian Authority.
An
Israeli army spokesman said they arrested a senior figure in the
Islamic Jihad - one of the groups which has carried out suicide bomb attacks in
Israeli cities - and two other Palestinians suspected of involvement in attacks.
Palestinians exchanged fire with the soldiers but the army said none of the troops was hit.
A hospital official said four Palestinians were lightly injured, three of them with bullet wounds.
Five cars were crushed flat by the tanks and soldiers threw a grenade into one of the houses, burning furniture and smashing all the windows in the room.
Residents said the soldiers searched many houses and questioned residents, before withdrawing in the early morning.
Meanwhile, in Jerusalem security is tight - as the army and residents remain on high alert for further attacks.
Later Tuesday, the
National Security Council is due to present security recommendations to the government.
The measures call for the construction of a 11-kilometre wall between
East and West Jerusalem, more roadblocks and road blocks between the two areas of the city and the introduction of high-tech identification technologies such as thermal sensors and night-vision equipment.
