Flooding caused by some of the Philippines' heaviest rains on record submerged more than half the capital on Tuesday, turning roads into rivers and trapping tens of thousands of people in homes and shelters.
The government suspended all work except rescues and disaster response for a second day.
At least seven people have died, including four who drowned north of Manila on Monday.
There were no reports of fresh fatalities on Tuesday.
The dead included a 5-year-old boy whose house was hit by a concrete wall that collapsed, and a 3-year-old boy who fell into a swollen river in Mariveles town in Bataan province.
Four people are missing.

Vigils and prayer services were held in several major cities across the world on Sunday in support of victims of the Philippines' Typhoon.
A large groups of Filipinos gathered in the financial district of Hong Kong for a special prayer service.
While many cried for their lost relatives and friends, some also expressed their outrage over government's handling of the storm's aftermath.
"Five days later, the people are still looking for their dead relatives, their missing relatives. Five days later, they still haven't received any food," said he Eman Villanueva, the Secretary General of the United Filipinos in Hong Kong.

These Vietnamese refugees stuck in the Philippines are urging the United States government to accept them into the U-S.

Flooded US embassy in rain-drenched Philippine capital
Flooding caused by some of the Philippines' heaviest rains on record submerged more than half the capital on Tuesday, turning roads into rivers and trapping tens of thousands of people in homes and shelters.
The government suspended all work except rescues and disaster response for a second day.
At least seven people have died, including four who drowned north of Manila on Monday.
There were no reports of fresh fatalities on Tuesday.
The dead included a 5-year-old boy whose house was hit by a concrete wall that collapsed, and a 3-year-old boy who fell into a swollen river in Mariveles town in Bataan province.
Four people are missing.
Throughout the sprawling, low-lying capital region of 12 (m) million people, offices, banks and schools were closed and most roads were impassable.
People stumbled through waist- or neck-deep waters, holding on to ropes strung from flooded houses.
More than 200 evacuation centres were opened in Manila and surrounding provinces, filled with tens of thousands of people, local officials said.
Overall, more than 600-thousand people have been affected by the floods.
The flooding followed two nights of heavy monsoon rains, enhanced by Tropical Storm Trami.
It was forecast to move away from the Philippines toward Taiwan on Wednesday.
Many domestic and international flights at Ninoy Aquino International Airport were cancelled.
Key roads leading to the airport were flooded and passengers and crew were inevitably delayed.
The Philippine archipelago is among the most battered by rainstorms in the world.
About 20 tropical cyclones hit the country every year.

Services held for typhoon victims in HKong, Beirut, SKoreans visit embassy
Vigils and prayer services were held in several major cities across the world on Sunday in support of victims of the Philippines' Typhoon.
A large groups of Filipinos gathered in the financial district of Hong Kong for a special prayer service.
While many cried for their lost relatives and friends, some also expressed their outrage over government's handling of the storm's aftermath.
"Five days later, the people are still looking for their dead relatives, their missing relatives. Five days later, they still haven't received any food," said he Eman Villanueva, the Secretary General of the United Filipinos in Hong Kong.
Philippine President Benigno Aquino said on Sunday that he will stay in typhoon-battered Leyte province until he sees more progress in the aid effort following complaints from survivors that they have yet to receive proper help.
Meanwhile in Lebanon's capital Beirut a special church service was held and in Seoul, South Koreans and Filipinos gathered in front of the Philippine Embassy to pay their respects for those killed and offer support for the survivors.
"This isn't just a problem of the Philippines, but something humanity as a whole should be in together," said Ahn Jaechul, CEO of World Peace Freedom United in Seoul.
According to the latest official count released on Sunday 3,974 people died in the November 8 typhoon. Another 1,200 people are still missing.

Despite impending budget cuts, the US wants to reinforce its presence in the Asia-Pacific region, as its involvement in the wars in Iraq and Afghanistan winds down.
That reflects the region's growing economic importance and concern about China's military capabilities and intentions.
"This is not really protecting the Philippines, this is placing us in a dangerous situation wherein armed tension can escalate between two super powers," said Renato Reyes, who led the demonstration.
Police stopped the marchers at a park across the street from the embassy.
The demonstrators later dispersed peacefully.

The British Embassy in the Philippines marked the 100-day countdown to the opening of the London Olympic Games with a ceremonial 100-metre race in the capital, Manila.
"One hundred days from now, when the eyes and ears of the world turn to Britain, we look forward in welcoming you to our great nation," said British Ambassador to the Philippines Stephen Lillie.
"Officials, athletes, spectators and those just wanting to soak up the incredible atmosphere of London 2012, you are all invited," he added.
The Philippines has participated in the Olympics since 1924 but its athletes have yet to secure a gold medal.
"A hundred days from now the Olympic anthem will be played, the Olympic flag will be raised, British and Philippine athletes will join competitors from 203 other countries as they march beneath their national flags," Lillie said.
The Manila event was one of dozens around the world to mark what Lillie described as "the very last lap" in the approach to the finishing line of London 2012.
The Games begin on 27 July.
"We''re fantastically proud of our achievement so far, all of the venues have been completed on time," Lillie said.
The Games are the climax of a seven-year build-up that centred on the regeneration of an industrial area in east London into the Olympic Park.
With the new venues in place and the 14.7 (b) billion dollar (9.3 (b) billion British pound) project within budget, the London organising committee is heading into the final weeks with a lot still to do but without any major crises to overcome.

The British Embassy in the Philippines marked the 100-day countdown to the opening of the London Olympic Games with a ceremonial 100-metre race in the capital, Manila.
"One hundred days from now, when the eyes and ears of the world turn to Britain, we look forward in welcoming you to our great nation," said British Ambassador to the Philippines Stephen Lillie.
"Officials, athletes, spectators and those just wanting to soak up the incredible atmosphere of London 2012, you are all invited," he added.
The Philippines has participated in the Olympics since 1924 but its athletes have yet to secure a gold medal.
"A hundred days from now the Olympic anthem will be played, the Olympic flag will be raised, British and Philippine athletes will join competitors from 203 other countries as they march beneath their national flags," Lillie said.
The Manila event was one of dozens around the world to mark what Lillie described as "the very last lap" in the approach to the finishing line of London 2012.
The Games begin on 27 July.
"We''re fantastically proud of our achievement so far, all of the venues have been completed on time," Lillie said.
The Games are the climax of a seven-year build-up that centred on the regeneration of an industrial area in east London into the Olympic Park.
With the new venues in place and the 14.7 (b) billion dollar (9.3 (b) billion British pound) project within budget, the London organising committee is heading into the final weeks with a lot still to do but without any major crises to overcome.

More than 100 activists protested outside the Chinese Embassy in Manila on Friday for a second day in a row to condemn what they termed Chinese intrusion into a disputed area of the South China Sea.
Demonstrators shouted "Fight for Sovereignty!" while holding banners reading "China stop poaching in Philippines waters."
Earlier this week, China said that the Philippines was violating maritime law by claiming a shoal in the South China Sea and deployed a patrol boat to the area.
Military vessels from the countries have been facing off over a fishing incident since last week near the Scarborough shoal in the South China Sea.
Both sides claim sovereignty over the maritime territory.
The Philippines plan to seek resolution in a court, arguing that the shoal is well within the country''s 370-kilometre (230-mile) exclusive economic zone that is recognised under the UN Convention on the Law of the Sea.
A map published in 1734 showed the shoal was part of the northwestern Philippine province of Zambales, the government said, adding that a Philippine flag and lighthouse were erected on Scarborough islets in 1965.
The shoal is among numerous islands, reefs and coral outcrops in the South China Sea claimed by China, the Philippines and other nations for their potential oil and gas deposits, rich fishing grounds and proximity to busy commercial sea lanes.
The controversy flared on 10 April when two Chinese ships prevented a Philippine warship from arresting several Chinese fishermen who were accused of illegal entry and poaching.
The fishermen slipped away from the shoal over the weekend, angering Philippine officials.
Manila lodged a protest with China on Monday, accusing one of the Chinese ships and an aircraft of harassing a Philippine-registered yacht that was conducting archaeological research in the shoal.

The protest was spearheaded by members of the Philippines Coalition against Atrocities in Indonesia, composed mainly of Filipinos of Chinese ancestry.
Hundreds of students from Chinese schools in Manila joined by their teachers and some businessmen, marched to the Indonesian Embassy on Monday to highlight atrocities committed against ethnic Chinese in Indonesia.
The protest coincided with the 53rd anniversary of Indonesia's independence from Dutch colonial rule, so the embassy was closed, with a skeleton staff on duty.
But this did not stop the protesters from airing their indignation, some making rude gestures as they marched past the embassy building.
They came to demand justice for the hundreds of ethnic Chinese who were victims of atrocities allegedly committed by Indonesian soldiers during unrest last May.
Women's groups in Indonesia allege 168 women and girls were raped during May's riots, with many ethnic Chinese targeted for their affluence.
Thousands of Chinese-owned houses and businesses were ransacked and burned.
This pressure group is demanding a full investigation and punishment for the perpetrators.
They blame former president Suharto for allowing these abuses to happen in the first place.
The protesters held a one-minute silence and prayed for all those who suffered and died.
An Indonesian security officer, who tried to stop the protest, was loudly heckled.
He had to be escorted by the leaders of the rally when some protestors tried to attack him.

The U-S said the missile strikes were an attempt to weaken the terrorist network of Saudi (m) millionaire Osama bin Laden.
He is suspected of being the mastermind behind the East Africa bomb attacks on the U-S embassies.

They denounced a new military agreement, signed by both parties earlier this year, which would allow the resumption of major joint military exercises between American and Filipino troops.
For a week now, the U-S Embassy in Manila has been the site of daily protests against a recent military agreement between the United States and the Visiting Forces Agreement (V-F-A) in the Philippines.
The agreement, which is still awaiting ratification from the Senate, overturns a Philippine vote seven years ago on Wednesday that decided against having U-S bases in the country.
Leftist activists opposing the V-F-A, which will allow the resumption of major joint military exercises between Filipino and American troops, say U-S President Bill Clinton and his government cannot not be trusted.
Their protest was influenced by the sex scandal with former White House intern, Monica Lewinsky.
During the demonstration, the protestor wearing the Lewinsky mask used a pair of mock scissors to cut off a mock missile held at the groin of the man wearing the Clinton mask.
They say Clinton's deceptions about his relationship with Lewinsky is proof that he is a liar and that the Philippines would be better off not dealing with him.

But the vigil ended in disappointment - the court in Tokyo rejected the claim for 20 (m) million yen (169 thousand US dollars) each in compensation.
The presiding judge said the international law under which the plaintiffs sought damages did not permit compensation for individuals.

The Loboc Children's Choir (LCC) said their goodbyes to their host families in Auckland. It was time to fly to Wellington, the second leg of their journey in New Zealand.
The choir flew to Wellington on the afternoon of 9 June and was welcomed by Ambassador Virginia Benavidez, General Consul Arlene Macaisa, Nicki Garcia (Information Officer) Judith Mendoza (Bulwagan Foundation Trust) and Dinna O'Meara (Bulwagan Foundation Trust). The Loboc Children's Choir (LCC) said their goodbyes to their host families in Auckland. It was time to fly to Wellington, the second leg of their journey in New Zealand.
The choir flew to Wellington on the afternoon of 9 June and was welcomed by Ambassador Virginia Benavidez, General Consul Arlene Macaisa, Nicki Garcia (Information Officer) Judith Mendoza (Bulwagan Foundation Trust) and Dinna O'Meara (Bulwagan Foundation Trust). A welcome lunch awaited them at the Philippine Embassy. Then they met the Wellington Young Voices Choir for a Short Rehearsal in the afternoon at the Baptist Church in the city. After the rehearsal, a delicious dinner awaited them at the "Ang Bahay", the residence of the Ambassador. Filipinos from the community and the whole staff of the Philippine Embassy were there to welcome them. This was also the time that the group were introduced to their host families and all were from the Philippine Embassy.
