Troubling security videos released from Ohio’s Cuyahoga County Jail are raising serious questions about the way inmates are treated there.
One video, released this week but taken in March of 2018, appears to show two corrections officers repeatedly punching an inmate who is restrained.
In the video, officers Nicholas Evans and Timothy Dugan remove Terrance Debose from a cell and place him in isolation.
The reasons are unknown, and Debose appears to be restrained to a wheelchair.
Words appear to then be exchanged, before Evans appears to turn off his body camera and strike Debose again and again.
Dugan next enters and appears and hits him too.
The actions are so severe, Debose suffered a concussion.

The beating takes 13 seconds and is among the shortest of the videos released by Cuyahoga County of corrections officers accused of abuse and violating the civil-rights of jail inmates. But it’s also among the most brutal in its depiction of violence.

The origin of Dum Dum Dugan is pretty straightforward.
Dum Dum Dugan was created by comic book legends, Jack Kirby and Stan Lee. He first appeared inside the pages of Sargent Fury and His Howling Commandos #1 back in 1963. While he has appeared in various forms of media and been a member of numerous organizations, he is most often associated with the Howling Commandos.
Timothy “Dum Dum Dugan” hails from Boston, Massachusetts. During the Second World War, Dugan sought out employment from a local circus. Seeing his considerable size, the circus hired him as their resident strongman. While working for the circus, Dum Dum Dugan gave aid to Sam “Happy” Sawyer and Nick Fury, both of whom had been trying to escape from a group of Nazi’s.
Their encounter inspired Dugan and shortly after his inspiration, joined the British Army. After a short stint with the British Army, Dugan was enlisted by the newly formed Howling Commandos. Now a member of the Howling Commandos, Dugan transferred to the United States Army and became Nick Fury’s Second in Command.
