On the occasion of the Italian Presidency of the European Union (1.7-31.12.2014), the Istituto Italiano di Cultura presented "Dimensions of Citizenship in the European Union", a talk by professor Patricia Mindus (Uppsala University, Sweden).

Who should be a European citizen? What does it mean to be a citizen? What mechanisms regulate the inclusion into and exclusion from citizenship? How are these justified? With examples taken mainly from the European context, the conference addresses the question of the meaning of citizenship. Different fields have different concepts: for sociologists the opposite of the citizen is the excluded person; for lawyers, it is the alien or the stateless person; for political scientists, it is the disenfranchised subject. Today, the different models of citizenship are often confused, leading to problems for the individuals involved. The confusion is also reflected in the debate on the access criteria (ius soli, jus sanguinis). If you do not find ways to tie the entitlements of citizenship to access criteria, European citizenship policies are likely to be perceived as arbitrary. According to Patricia Mindus there is a way to get out of this situation: by developing a functional theory of citizenship.
The talk presents some research findings by Prof. Patricia Mindus on citizenship, recently published in Cittadini e no. Forme e funzioni dell’inclusione e dell’esclusione (Firenze University Press, 2014).
Patricia Mindus is Associate Professor in Practical Philosophy at Uppsala University, Sweden, since 2011 and collaborates with the Department of Political Science at the University of Turin, where she previously worked as a researcher 2007-2010. Her area of expertise is political and legal theory and EU studies. Her research has long focused on citizenship and migration policy in the European Union.

Citizenship of the European Union
Citizenship of the European Union was introduced by the Maastricht Treaty, which was signed in 1992, and has been in force since 1993. European Union citizenship is supplementary to national citizenship and affords rights such as the right to vote in European elections, the right to free movement, settlement and employment across the EU, and the right to consular protection by other EU states' embassies when a person's country of citizenship does not maintain an embassy or consulate in the country they need protection in.
History
EU citizenship as a distinct concept was first introduced by the Maastricht Treaty, and was extended by the Treaty of Amsterdam. Prior to the 1992 Maastricht Treaty, the European Communities treaties provided guarantees for the free movement of economically active persons, but not, generally, for others. The 1951 Treaty of Paris establishing the European Coal and Steel Community established a right to free movement for workers in these industries and the 1957 Treaty of Rome provided for the free movement of workers and services.

European Union
The European Union (EU) is a politico-economic union of 28 member states that are located primarily in Europe. It covers an area of 4,324,782 km2, with an estimated population of over 508 million. The EU operates through a system of supranational institutions and intergovernmental-negotiated decisions by the member states. The institutions are: the European Parliament, the European Council, the Council of the European Union, the European Commission, the Court of Justice of the European Union, the European Central Bank, and the Court of Auditors. The European Parliament is elected every five years by EU citizens.
The EU has developed an internal single market through a standardised system of laws that apply in all member states. Within the Schengen Area, passport controls have been abolished. EU policies aim to ensure the free movement of people, goods, services, and capital, enact legislation in justice and home affairs, and maintain common policies on trade,agriculture,fisheries, and regional development. The monetary union was established in 1999 and came into full force in 2002. It is currently composed of 19 member states that use the euro as their legal tender.

On the occasion of the Italian Presidency of the European Union (1.7-31.12.2014), the Istituto Italiano di Cultura presented "Dimensions of Citizenship in the European Union", a talk by professor Patricia Mindus (Uppsala University, Sweden).

Who should be a European citizen? What does it mean to be a citizen? What mechanisms regulate the inclusion into and exclusion from citizenship? How are these justified? With examples taken mainly from the European context, the conference addresses the question of the meaning of citizenship. Different fields have different concepts: for sociologists the opposite of the citizen is the excluded person; for lawyers, it is the alien or the stateless person; for political scientists, it is the disenfranchised subject. Today, the different models of citizenship are often confused, leading to problems for the individuals involved. The confusion is also reflected in the debate on the access criteria (ius soli, jus sanguinis). If you do not find ways to tie the entitlements of citizenship to access criteria, European citizenship policies are likely to be perceived as arbitrary. According to Patricia Mindus there is a way to get out of this situation: by developing a functional theory of citizenship.
The talk presents some research findings by Prof. Patricia Mindus on citizenship, recently published in Cittadini e no. Forme e funzioni dell’inclusione e dell’esclusione (Firenze University Press, 2014).
Patricia Mindus is Associate Professor in Practical Philosophy at Uppsala University, Sweden, since 2011 and collaborates with the Department of Political Science at the University of Turin, where she previously worked as a researcher 2007-2010. Her area of expertise is political and legal theory and EU studies. Her research has long focused on citizenship and migration policy in the European Union.

British students enrolled in universities of European Union countries may be granted EU citizenship under a plan discussed by EU leaders after Britain's vote to leave the EU, Italy's prime minister said on Tuesday. "If a British student decides to spend two, three, four years in a European university, we are studying now if it is possible to give him a European passport (..)," Matteo Renzi told reporters in Brussels after a meeting of European socialist leaders where the initiative was discussed. Participants chiefly from Britain held EU flags and home-made placards bearing such slogans as We Love EU and We’re Not Leaving and Brown Sauce.
One demonstrator, artist Daniel Belasco Rogers, said he fears that a British exit could make him a migrant in Germany after 15 years’ residency.
Belasco Rogers says he and his family might apply for German citizenship “but I’m hoping they find a loophole and this whole thing doesn’t happen”.

An opinion poll taken shortly before the referendum found 73 percent of eligible voters under age 25 in favor of remaining in the EU. The eventual national margin on June 23 was 52 to 48 percent in favor of leaving.
Renzi said that no decision has been made yet on whether the plan can be carried out. "For the moment nothing is sure," he said on his way to a European summit in Brussels where the leaders of all EU countries will discuss on Tuesday and Wednesday the implications of the Brexit referendum.
Legal hurdles might make the plan impossible, though. Granting EU citizenship to British students may force EU countries to do the same with students from other non-EU countries to avoid illegal discrimination.
Renzi said the plan was under discussion because Brexit could disadvantage Britain's younger generation. "We are really sad for the new generation, particularly the new generation who lives and studies in the UK, but this is democracy."

The debate was hosted by the German Euranet Plus partner ams and took place partly in German, partly in English. Attending the debate from the European institutional side were Carsten Lietz, member of the cabinet of EU Commissioner Reding, and Martin Kastler (MEP). Sabina Hoffmann represented EURES and contributed insights to her daily work working for the European Employment services. As representatives of the civil society at the round table was Izabela Wiertel, who went from Poland to Germany more than 10 years ago and worked there temporarily. She contributed her experiences with bureaucratic hurdles, waiting times and her perspective on these daily problems.
Ingo Zimmermann won the listeners contest that the ams radio stations had organized in the run of the Citizens Corner with an exhaustive on-air campaign. His previous IT companies were looking for skilled workers from other EU countries desperately, but were not succesful because the different professional qualifications made a comparison and therefore an assessment of the work difficult.
The round table was complemented by a student from Spain who shared her expectations and concerns on the theme; the same did other students from all over Europe participating in the debate from the audience.
