Public safety organizations include emergency management agencies, law enforcement agencies, fire departments, rescue squads, and Emergency Medical Services (EMS).
The public safety issues a city might grapple with include narcotic use, trespassing, burglary, harassment, juvenile delinquency, unauthorized living, noise, littering, inappropriate social behavior, inebriation, and other quality of life issues. Generally organizations are involved in the prevention of and protection from events that could endanger the safety of the general public from significant danger, injury, or property damage, such as crimes or disasters (natural or man-made).

Canada (i/ˈkænədə/; French: [ka.na.da]) is a country in the northern part of North America. Its ten provinces and three territories extend from the Atlantic to the Pacific and northward into the Arctic Ocean, covering 9.98 million square kilometres (3.85 million square miles), making it the world's second-largest country by total area and the fourth-largest country by land area. Canada's border with the United States is the world's longest land border. Canada is sparsely populated, the majority of its land territory being dominated by forest and tundra and the Rocky Mountains; about four-fifths of the country's population of 35 million people live near the southern border. The majority of Canada has a cold or severely cold winter climate, but southerly areas are warm in summer.
The land now called Canada has been inhabited for millennia by various Aboriginal peoples. Beginning in the 15th century, British and French colonies were established on the Atlantic coast, with the first establishment of a region called "Canada" occurring in 1537. As a consequence of various conflicts, the United Kingdom gained and lost territories within British North America until left, in the late 18th century, with what mostly geographically comprises Canada today. Pursuant to the British North America Act, on July 1, 1867, the colonies of Canada, New Brunswick, and Nova Scotia joined to form the autonomous federal Dominion of Canada. This began an accretion of provinces and territories to the self-governing Dominion to the present ten provinces and three territories forming modern Canada. In 1931, Canada achieved near total independence from the United Kingdom with the Statute of Westminster 1931, and full sovereignty was attained when the Canada Act 1982 removed the last remaining ties of legal dependence on the British parliament.
Public Safety Canada (French: Sécurité publique Canada), formerly known as Public Safety and Emergency Preparedness Canada (PSEPC), legally incorporated as the federal Department of Public Safety and Emergency Preparedness, is the department of the government of Canada with responsibility for protecting Canadians and helping to maintain a peaceful and safe society.
Legislation for the agency began in February 2001 and the department was created in December 2003 during a reorganization of the federal government, and it became legally established when the Department of Public Safety and Emergency Preparedness Act came into force on April 4, 2005. The agency Emergency Preparedness Canada was created under the auspices of the Defence department before the establishment of the department by the Emergency Preparedness Act of 1988.
The department was created to have a single entity with responsibility for ensuring public safety in Canada and is a direct result of lessons learned from the September 11 attacks on the United States in 2001. The department is in many ways similar to the U.S. Department of Homeland Security, though it does not cover the protection of maritime sovereignty (this is covered by the Canadian Forces, Transport Canada, and Fisheries and Oceans Canada).
Safety is the state of being "safe" (from French sauf), the condition of being protected against physical, social, spiritual, financial, political, emotional, occupational, psychological, educational, or other types or consequences of failure, damage, error, accidents, harm, or any other event that could be considered non-desirable. Safety can also be defined to be the control of recognized hazards to achieve an acceptable level of risk. This can take the form of being protected from the event or from exposure to something that causes health or economical losses. It can include protection of people or of possessions.
There are two slightly different meanings of safety. For example, home safety may indicate a building's ability to protect against external harm events (such as weather, home invasion, etc.), or may indicate that its internal installations (such as appliances, stairs, etc.) are safe (not dangerous or harmful) for its inhabitants.
Discussions of safety often include mention of related terms. Security is such a term. With time the definitions between these two have often become interchanged, equated, and frequently appear juxtaposed in the same sentence. Readers unfortunately are left to conclude whether they comprise a redundancy. This confuses the uniqueness that should be reserved for each by itself. When seen as unique, as we intend here, each term will assume its rightful place in influencing and being influenced by the other.
In public relations and communication science, publics are groups of individual people, and the public (a.k.a. the general public) is the totality of such groupings. This is a different concept to the sociological concept of the Öffentlichkeit or public sphere. The concept of a public has also been defined in political science, psychology, marketing, and advertising. In public relations and communication science, it is one of the more ambiguous concepts in the field. Although it has definitions in the theory of the field that have been formulated from the early 20th century onwards, it has suffered in more recent years from being blurred, as a result of conflation of the idea of a public with the notions of audience, market segment, community, constituency, and stakeholder.
The name "public" originates with the Latin publicus (also poplicus), from populus, and in general denotes some mass population ("the people") in association with some matter of common interest. So in political science and history, a public is a population of individuals in association with civic affairs, or affairs of office or state. In social psychology, marketing, and public relations, a public has a more situational definition.John Dewey defined (Dewey 1927) a public as a group of people who, in facing a similar problem, recognize it and organize themselves to address it. Dewey's definition of a public is thus situational: people organized about a situation. Built upon this situational definition of a public is the situational theory of publics by James E. Grunig (Grunig 1983), which talks of nonpublics (who have no problem), latent publics (who have a problem), aware publics (who recognize that they have a problem), and active publics (who do something about their problem).
