Assuming efforts to achieve a negotiated resolution do not succeed, President Obama has made clear that the military option to prevent Iran from acquiring nuclear weapons remains on the table. MaximsNewsNetwork: 03 June 2010 - UNTV: United Nations, New York - The use of targeted killings with weapons like drone aircraft poses a growing challenge to the international rule of law, the United Nations special rapporteur on extrajudicial killings said today at the U.N. in Geneva.
Philip Alston, who released his report to the Human Rights Council, said that the United States (US) in particular was doing damage to rules designed to protect the right of life. "Targeted killings pose a rapidly growing challenge to the international rule of law. They are increasingly used in circumstances which violate the relevant rules of international law. The international community needs to be more forceful in demanding accountability,"
Alston, reserved particular criticism for CIA-directed drone attacks, which he said had resulted in the deaths of "many hundreds" of civilians.
"The most prolific user of targeted killings today is the United States, which primarily uses drones for attacks. Some 40 states already possess drone technology, and some already have, or are seeking, the capacity to fire missiles from them", said the expert. "The result is that the rules being set today are going to govern the conduct of many States tomorrow."
The report identifies two major problems: the excessively broad circumstances in which targeted killings are alleged to be legal, and the absence of essential accountability mechanisms in situations where they are used.
Among the issues addressed in Alston's report are: the legality of targeted killings under the laws of war, international human rights law, and the law applicable when States invoke their right to self-defence; the definition and scope of armed conflicts in which the laws of war apply; the definition of who may be targeted and killed, when, and by whom, in the context of armed conflict; the rules governing the amount of force that may be used; the legality of drone killings in particular, and the international law requirements of transparency and accountability.

Threat of force in public international law is a situation between states described by British lawyer Ian Brownlie as:
The 1969 Vienna Convention on the Law of Treaties notes in its preamble that both the threat and the use of force are prohibited. Moreover, in Article 52, it establishes the principle that if threats of using force are made during diplomatic negotiations, then any resulting treaty is invalid, stating "A treaty is void if its conclusion has been procured by the threat or use of force in violation of the principles of international law embodied in the Charter of the United Nations".

Noam Chomsky
Avram Noam Chomsky (/ˈnoʊm ˈtʃɒmski/; born December 7, 1928) is an American linguist, philosopher, cognitive scientist, historian, logician, social critic, and political activist. Sometimes described as "the father of modern linguistics," Chomsky is also a major figure in analytic philosophy, and one of the founders of the field of cognitive science. He has spent most of his career at the Massachusetts Institute of Technology (MIT), where he is Institute Professor Emeritus, and is the author of over 100 books, primarily on politics and linguistics. Ideologically, he aligns with anarcho-syndicalism and libertarian socialism.
Born to a middle-class Ashkenazi Jewish family in Philadelphia, Chomsky developed an early interest in anarchism from alternative bookstores in New York City. At the age of sixteen he began studies at the University of Pennsylvania, taking courses in linguistics, mathematics, and philosophy. He married fellow linguist Carol Schatz in 1949. From 1951 to 1955 he was appointed to Harvard University's Society of Fellows, where he developed the theory of transformational grammar for which he was awarded his doctorate in 1955. That year he began teaching at MIT, in 1957 emerging as a significant figure in the field of linguistics for his landmark work Syntactic Structures, which laid the basis for the scientific study of language, while from 1958 to 1959 he was a National Science Foundation fellow at the Institute for Advanced Study. He is credited as the creator or co-creator of the universal grammar theory, the generative grammar theory, the Chomsky hierarchy, and the minimalist program. Chomsky also played a pivotal role in the decline of behaviorism, being particularly critical of the work of B. F. Skinner.

"Targeted killings pose a rapidly growing challenge to the international rule of law. They are increasingly used in circumstances which violate the relevant rules of international law. The international community needs to be more forceful in demanding accountability,"
Alston, reserved particular criticism for CIA-directed drone attacks, which he said had resulted in the deaths of "many hundreds" of civilians.
"The most prolific user of targeted killings today is the United States, which primarily uses drones for attacks. Some 40 states already possess drone technology, and some already have, or are seeking, the capacity to fire missiles from them", said the expert. "The result is that the rules being set today are going to govern the conduct of many States tomorrow."
The report identifies two major problems: the excessively broad circumstances in which targeted killings are alleged to be legal, and the absence of essential accountability mechanisms in situations where they are used.
Among the issues addressed in Alston's report are: the legality of targeted killings under the laws of war, international human rights law, and the law applicable when States invoke their right to self-defence; the definition and scope of armed conflicts in which the laws of war apply; the definition of who may be targeted and killed, when, and by whom, in the context of armed conflict; the rules governing the amount of force that may be used; the legality of drone killings in particular, and the international law requirements of transparency and accountability.

He has not been able to obtain virtually any international support for this—the action he's contemplating. Even Britain wouldn't support it. And it looked as though Congress wasn't going to support it either, which would leave him completely out on a limb. This leaves him a way out.
He can maintain the threat of force, which incidentally is a crime under international law, that we should bear in mind that the core principle of the United Nations Charter bars the threat or use of force, threat or use of force. So all of this is criminal, to begin with, but he'll continue with that. The United States is a rogue state. It doesn't pay any attention to international law.
He—it was kind of interesting what he didn't say. This would be a perfect opportunity to ban chemical weapons, to impose the chemical weapons convention on the Middle East. The convention, contrary to what Obama said, does not specifically refer just to use of chemical weapons; it refers to production, storage or use of chemical weapons. That's banned by the international norm that Obama likes to preach about. Well, there is a country which happens to be—happens to have illegally annexed part of Syrian territory, which has chemical weapons and is in violation of the chemical weapons convention and has refused even to ratify it—namely, Israel. So here's an opportunity to eliminate chemical weapons from the region, to impose the chemical weapons convention as it's actually formulated. But Obama was very careful not to say that he—for reasons which are too obvious to go into—he—and that gap is highly significant. Of course, chemical weapons should be eliminated everywhere, but certainly in that region [...]
So what he said is I'm going to lie like a trooper about history; I'm going to suppress the U.S. role, the actual U.S. role, for the last seven decades; I'm going to maintain the threat of force, which is of course illegal; and I'm going to ensure that the chemical weapons convention is not imposed on the region, because our ally, Israel, would be subjected to it. And I think those are some of the main points of his address.

Today Putin banned revealing information about troop deaths in "special operations" during peacetime, as the Kremlin continues to rebuff accusations its soldiers are fighting in Ukraine.
Czech general Pavel, next chairman of the NATO Military Committee, issued a warning to Western leaders expressing his concern they are not ready for military action by Putin.
He said: "Russia could seize the Baltic countries in two days. "NATO wouldn't be able to react to the situation in that time." The Alliance would be forced to "weigh its positions regarding whether it would start a war - maybe even a nuclear war - against Russia for the Baltic states," he said. Lithuania, Latvia and Estonia were all incorporated into the USSR by Stalin in June 1940, but are now members of NATO and the EU.
