Commissar is the English transliteration of an official title (Russian: комисса́р) used in Russia from the time of Peter the Great.
The title was used during the Provisional Government for regional heads of administration, but it is mostly associated with a number of Cheka and military functions in Bolshevik and Soviet government military forces during the Russian Civil War (the White Army widely used the collective term "bolsheviks and commissars" for their opponents) and with the later terms People's Commissar (or narkom) for government ministers and political commissar in the military.
It is based on similar titles in a variety of languages (such as commissaire in French, Kommissar in German) most often attached to a criminal investigator in the police; they are usually translated as "commissioner".
A People's Commissar (informally abbreviated narkom) was a government official serving in a Council of the People's Commissars. This title was first used by the Government of the Russian SFSR (out of dislike for the tsarist and "bourgeois" term minister) and then copied among the many Soviet and Bolshevik-controlled states in the Russian Civil War.

Plot: When a senior Russian official, Gen. Marenkov, decides to defect to the west, CIA agent Harry Wargrave is sent to lead the team to get him out. Malenkov reveals that the Russians are trying to develop biological weapons. Wargrave decides that Malenkov should travel across Europe by train, on the "Atlantic Express", in an attempt to try and lure the Russians into attacking the train so that they can discover who the Russian secret agents in Europe are. During the journey they must survive terrorist attack and an avalanche, all planned by Russian spy-catcher Nikolai Bunin.

Plot: The film is set in St. Petersburg, Russia after the Russian revolution of 1917. Based on the eponymous book by Boris Lavrenev. Maj. General Yevgeni Pavlovich Adamov (Popov) was a lawyer in the Tzar's Army and a professor of law at the Military Academy before the Russian Revolution. In the fall of 1918 he was arrested on false accusations and suffered the loss of all his property and honors. During the turbulent times of Revolution he managed to use all his experience and professionalism to prove his innocence. He was released from prison and all charges against him were dropped. He became a free man, but the reality is changed, and his adaptation to the post-revolutionary life was not easy.

Plot: The Russian Revolution (1917) led to the breakup of the old Tsarist Russian Empire, to independence movements in areas inhabited by various ethnic minorities (Azerbaijan, Georgia, Armenia, etc.), and to a large-scale Civil War between the Red (Communist) Army and the White (Anti-Communist) Army. In other words, sheer chaos, very much like that experienced by Yugoslavia in the 1990s. In this chaos, various territories, such as Azerbaijan, were occupied at various times by German, Turkish, and British troops, the latter motivated by Soviet Russia's withdrawal from WW1 against Germany. This film presents a very "orthodox," even Stalinist interpretation of the traumatic events around the oil-rich city of Baku in 1918, in which (no surprise) the real villains are portrayed as certain leftist Russian politicians (played by Zharov, Savchenko, etc.) who were opposed to the Communists. Again (no surprise), the Communists ("Bolsheviks") and their supporters (played by Gasanov, Klyukvin, Morskoy etc. ) are depicted as the heroic "good guys." The Baku City Council ("Soviet") witnesses a struggle for votes and the anti-Communists finagle a bare majority. This places in grave danger the pro-Communist faction, consisting of 26 men (the legendary "26 Baku Commissars")....
