Fisheries management draws on fisheries science in order to find ways to protect fishery resources so sustainable exploitation is possible. Modern fisheries management is often referred to as a governmental system of appropriate management rules based on defined objectives and a mix of management means to implement the rules, which are put in place by a system of monitoring control and surveillance. According to the Food and Agriculture Organization of the United Nations (FAO), there are "no clear and generally accepted definitions of fisheries management". However, the working definition used by the FAO and much cited elsewhere is:
Fisheries have been explicitly managed in some places for hundreds of years. For example, the Māori people, New Zealand residents for about 700 years, had prohibitions against taking more than could be eaten and about giving back the first fish caught as an offering to sea god Tangaroa. Starting in the 18th century attempts were made to regulate fishing in the North Norwegian fishery. This resulted in the enactment of a law in 1816 on the Lofoten fishery, which established in some measure what has come to be known as territorial use rights.

This video is a part of Conservation Strategy Fund's collection of environmental economic lessons and was made possible thanks to the support of the Gordon and Betty Moore Foundation and the Marcia Brady Tucker Foundation. This series is for individuals who want to learn - or review - the basic economics of conservation. The first of our Fisheries Economics & Policy series, this video introduces the concept of how a population of fish can be managed sustainably. The series will cover management strategies to preserve fishing in the long term and will include concepts such as open access, common pool resources, tragedy of the commons, maximum economic yield, taxes and subsidies, reducing effort, territorial use rights, transferable quotas and externalities. To follow this series, subsc...
Sustainable Fisheries and Their Local Communities- in Dutch Harbor, Unalaska, and Kodiak, Alaska
Ocean life doesn’t live in a bubble—if you want to take care of one fish species, you also have to preserve where it lives and understand the other animals it interacts with. This big picture approach to marine conservation is called ecosystem-based fisheries management. As cartoonist and conservationist Jim Toomey explains above, "EBFM" recognizes that every part of the marine ecosystem, from the kelp forest to the blue whale, is interconnected. Cartoonist Jim Toomey—whose daily comic strip, Sherman’s Lagoon, is syndicated in more than 250 newspapers in the United States—joined forces with The Pew Charitable Trusts to illustrate "ecosystem-based fisheries" and other terms associated with our oceans. There are only so many fish in the sea. That’s why each region of the United States needs fisheries managers to make sure we don’t take too much marine life out of our ocean. Science-based fisheries management can help ensure a healthy ecosystem for fish and a hearty harvest for fishermen for generations to come. Cartoonist Jim Toomey—whose daily comic strip, Sherman’s Lagoon, is syndicated in more than 250 newspapers in the United States—joined forces with The Pew Charitable Trusts to illustrate "U.S. fisheries management" and other terms associated with our oceans. Predators are an important factor that is often not considered explicitly in fisheries management. But several methods are available today to incorporate predators, a practical step toward ecosystem-based management. Jeremy Rude, Fisheries Specialist with The Nature Conservancy, describes the fundamentals of fisheries management and its connection to marine conservation. This webinar provides an introduction to TNC’s recently released fisheries management guidebook and discusses how fisheries management can complement the work of marine conservationists. The presentation also explores case studies that highlight how fisheries management can advance the work of marine conservation.
