Ocean life doesn’t live in a bubble—if you want to take care of one fish species, you also have to preserve where it lives and understand the other animals it interacts with. This big picture approach to marine conservation is called ecosystem-based fisheries management.
As cartoonist and conservationist Jim Toomey explains above, "EBFM" recognizes that every part of the marine ecosystem, from the kelp forest to the blue whale, is interconnected.
Cartoonist Jim Toomey—whose daily comic strip, Sherman’s Lagoon, is syndicated in more than 250 newspapers in the United States—joined forces with The Pew Charitable Trusts to illustrate "ecosystem-based fisheries" and other terms associated with our oceans.

Maybe we should just call it EBFM.
Fisheries managers used to focus only on the health of one species when proposing fishing regulations – like where, when and how much to fish one particular kind of fish. But then they noticed that fishing wasn’t the only human activity that affected fish populations.
For example, fish died when their reefs died, or when their waters warmed or when pollution fouled the waters they breathe.
The EBFM approach goes like this: If you want to preserve a certain species of fish, you have to preserve the place where they live, and the species they interact with. It’s a big-picture approach that recognizes that the great blue whale and the humble forage fish, the kelp forest and the deep ocean canyon are all interconnected…
Even if they might have different cellular plans.
It’s like your community: It’s one thing to have a cool family, but you also need neighbors, restaurants, playgrounds and clean air to breathe!
Ecosystem-based fishery management considers all pieces of the community puzzle – Even that stinging nettle that slipped into your bathing suit last summer.
So how about saying “we’re all in this together” 10 times fast?

When you hear the word “management,” you probably think of your boss… That humorless, overpaid tyrant who catches you watching videos like this at work. But management is necessary almost everywhere, even out in the ocean. In U.S. waters, fishery management is a vital part of our economy and our food supply.
For example, we have a Gulf of Mexico long-line tuna fishery and an Alaska purse-seine salmon fishery. The U.S. has many fisheries that put seafood on our dinner plates, create jobs, and contribute big bucks to the U.S. economy.
Sadly, fish can’t attend fishery management meetings. They tend to flop around, suffocate, and die. And so, fishery management is about how people manage fisheries, ideally while representing at least some of the fish’s interests.
Fishery managers set limits on the number of fish that can be caught, along with where, when, and how. To make these decisions, they look at the size of a fish population, how it interacts with other species in the ecosystem, and whether the fish needs protected areas to reproduce and grow.
The overall goal is to ensure that we have enough fish to eat, and we leave enough fish to keep their populations in tact and the ocean healthy.
And now’s probably a good time to tell you that your boss is looking over your shoulder.

Fisheries management
Fisheries management draws on fisheries science in order to find ways to protect fishery resources so sustainable exploitation is possible. Modern fisheries management is often referred to as a governmental system of appropriate management rules based on defined objectives and a mix of management means to implement the rules, which are put in place by a system of monitoring control and surveillance. According to the Food and Agriculture Organization of the United Nations (FAO), there are "no clear and generally accepted definitions of fisheries management". However, the working definition used by the FAO and much cited elsewhere is:
History
Fisheries have been explicitly managed in some places for hundreds of years. For example, the Māori people, New Zealand residents for about 700 years, had prohibitions against taking more than could be eaten and about giving back the first fish caught as an offering to sea god Tangaroa. Starting in the 18th century attempts were made to regulate fishing in the North Norwegian fishery. This resulted in the enactment of a law in 1816 on the Lofoten fishery, which established in some measure what has come to be known as territorial use rights.

Even if they might have different cellular plans.
It’s like your community: It’s one thing to have a cool family, but you also need neighbors, restaurants, playgrounds and clean air to breathe!
Ecosystem-based fishery management considers all pieces of the community puzzle – Even that stinging nettle that slipped into your bathing suit last summer.

When you hear the word “management,” you probably think of your boss… That humorless, overpaid tyrant who catches you watching videos like this at work. But management is necessary almost everywhere, even out in the ocean. In U.S. waters, fishery management is a vital part of our economy and our food supply.
For example, we have a Gulf of Mexico long-line tuna fishery and an Alaska purse-seine salmon fishery. The U.S. has many fisheries that put seafood on our dinner plates, create jobs, and contribute big bucks to the U.S. economy.
Sadly, fish can’t attend fishery management meetings. They tend to flop around, suffocate, and die. And so, fishery management is about how people manage fisheries, ideally while representing at least some of the fish’s interests.
Fishery managers set limits on the number of fish that can be caught, along with where, when, and how. To make these decisions, they look at the size of a fish population, how it interacts with other species in the ecosystem, and whether the fish needs protected areas to reproduce and grow.
The overall goal is to ensure that we have enough fish to eat, and we leave enough fish to keep their populations in tact and the ocean healthy.
And now’s probably a good time to tell you that your boss is looking over your shoulder.
