Film exploring the tasks and dificulties faced by Military Contingents working for peace in the D.R. Congo
MaximsNewsNetwork: 23 December 2009 - MONUC: Democratic Republic of the Congo: Military commanders from the UN Mission in the Democratic Republic of Congo (MONUC) arrived in the northwest of the country to support the Congolese military (FARDC) take control of Dongo where recent tribal clashes have forced thousands to flee.
Dongo, which is situated in the northwestern Equateur Province, has been plagued by fighting between regions Lobala and Bomboma tribes since this October. The UN reported that the conflict has so far claimed about 100 lives.
The UN Refugee Agency (UNHCR) reported that at least 115,000 people have fled the violence, out of which 77,000 have crossed the Oubangui River into the Republic of Congo.
Many have also taken refuge in and around neighbouring Gemena where MONUC has a compound. The military commanders visited the compound to attend a briefing on the security and humanitarian situation in the area.
According to the UN Office for Coordination of Humanitarian Affairs (OCHA), humanitarian agencies are on standby to access the changing humanitarian situation in the ground.
MONUC is currently deploying 500 peacekeepers from Ghana, Tunisia, Egyptian and Guatemalan into the region to support FARDC. It is also providing transportation, fuel, food and medical evacuation.
The mission, however, expressed that it will not support FARDCs operation if there are any violations of human rights, international humanitarian law and the rights of refugees. .................................................................................... MaximsNewsNetwork: 05 May 2010- MONUC: Democratic Republic of the Congo - United Nations Peacekeepers in the Democratic Republic of the Congo (DRC) escort villagers traveling long distance to a market in the country's North Kivu Province where the Congolese national army and the Democratic Forces for the Liberation of Rwanda (FDLR) are suspected of committing human rights abuses including widespread rape and sexual violence.
In an effort to protect the civilians, the peacekeepers from the UN Mission in the DRCs (MONUC) escorted the local population 16 kilometers from a small village in Walikale to in a market in Kibua.
The peacekeepers are expected to escort the villagers every Friday.

We started to patrol on foot, around 16 km one way. This was difficult for us. So after 10 days of taking over our area of responsibility, we started using vehicles which enhanced our operational reach.
Carrying heavy loads on their backs and with babies on top, these people struggle to reach the market to sell their goods for survival.
Thousands of civilians mostly women and children have to endure the rough terrain walking and sometimes running to make sure they reach the market.
The peacekeepers from the Indian Army were brought to Kibua several months ago due to insecurity in the area.
SOUNDBITE (Swahili) Villager:
Looting and pillaging has now stopped after MONUC started the escorts. But we appeal to them to reinforce soldiers during their operations.
Many of these people are afraid of being attacked by the FDLR, a rebel group implicated in the 1994 Rwandan genocide.
The FDLR is still active in the two Kivus, despite suffering a heavy blow in the joint military operation between the Democratic Republic of the Congo and neighboring Rwanda a year ago.
The rebel group has been accused of killing civilians, raping, looting, pillaging, and burning of villages.

Senior UN peacekeeping official Susana Malcorra this week came for a first-hand assessment of the challenges facing the UN peacekeeping mission in the Democratic Republic of Congo (DRC), known as MONUC.
The majority of the MONUC force is deployed to the volatile east of the DRC, where the importance of mobile bases poses significant logistical challenges to the mission.
During her visit to Goma in North Kivu province, Malcorra, who serves as Under-Secretary-General in charge of the United Nations Department of Field Support for peacekeeping, visited one particularly sensitive area near Goma where one of the mobile bases is located to protect and support the civilian population. On market days twice a week, peacekeepers from this basis escorted over a thousand people in order to secure the routes for them to travel safely.
Malcorra stressed the efforts by the peacekeepers to continue their vital security work and in support of military operations dubbed Kimia II against the Democratic Liberation Forces of Rwanda (FDLR).

Ive seen our people working hard, its not perfect, we still have to do a lot of extra work to make sure that we provide all the necessary living conditions and assets to our military and our staff. That is part of my responsibility and I have a list, a laundry list of things to do. And sometimes setting priorities and what you do first - the conditions, everything we do, we do through air it is very difficult. But all in all, what I can say is that MONUC with a very, very difficult mandate in its hand, with a very challenging situation on the ground is making an impact in my view that should really make us believe even deeper in what peacekeeping is.
Accompanied by the head of MONUCs Conduct and Discipline Unit, Malcorra also opened a workshop for senior commanders of various contingents of the mission on matters relating to sexual exploitation and abuse (SEA).
The aim is the implementation of the United Nations zero tolerance policy on violations of UN regulations and the Code of Conduct for UN staff regarding sexual abuse. The workshop recalled the basic principles and the penalties for infringement in the area for UN staff, and also aimed to strengthen the mechanism of prevention.
The Under-Secretary-General stressed the point that peacekeepers are deployed to protect civilians and not harm them.

Members also held discussions with senior officials of the UN mission, known by its French acronym MONUC, which has been helping to bring peace to most of the vast African nation since 1999.
MONUC's mandate expires on 31 May and Kabilas government is calling for a progressive withdrawal beginning 30 June 2010 and to be completed by 31 December 2011.
UN Secretary-General Ban Ki-moon recommended in his latest report that the 20,000-strong force begin a drawdown of troops by 30 June.
MONUC peacekeepers have, among other things, been providing logistical support to the Congolese national army in its operations against Rwandan Hutu rebels and other insurgent groups in the eastern provinces of North and South Kivu.
Council members are seeking to obtain a first-hand understanding of the MONUCs status in the DRC before extending or revising its current mandate. Ambassador Gerard Araud of France told reporters that although the situation has improved, it remains fragile and any reconfiguration of the mission will have to be analyzed within this context.

The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo or MONUSCO (previously known as United Nations Mission in the Democratic Republic of Congo or MONUC, French: Mission de l'Organisation des Nations Unies en République démocratique du Congo), is a United Nations peacekeeping force in the Democratic Republic of the Congo (DRC) which was established by the United Nations Security Council in resolutions 1279 (1999) and 1291 (2000) of the United Nations Security Council to monitor the peace process of the Second Congo War, though much of its focus subsequently turned to the Ituri conflict, the Kivu conflict and the Dongo conflict.
The initial UN presence in the Democratic Republic of the Congo, before the passing of Resolution 1291, was a force of military observers to observe and report on the compliance on factions with the peace accords, a deployment authorised by the earlier Resolution 1258 (1999).
Since 1999, about US$ 8.73 billion have been spent to fund the UN peacekeeping effort in DRC. As of June 2010, the total strength of UN peacekeeping troops in DRC exceed 20,000. More than thirty nations have contributed military and police personnel for peacekeeping effort, with India being the single largest contributor. In June 2011, it was reported that India is preparing to gradually scale back its military commitment to MONUSCO.

MONUC peacekeepers have, among other things, been providing logistical support to the Congolese national army in its operations against Rwandan Hutu rebels and other insurgent groups in the eastern provinces of North and South Kivu. The Council often makes periodic visits to different areas where UN peace operations are deployed. The current visit, led by Ambassador Gerard Araud of France, comes at a time when the future of MONUC is being determined. Araud told reporters that MONUC will not remain indefinitely in the DRC, but when it goes, the DRC will have to be able to assure its sovereignty on the whole territory. Secretary-General Ban Ki-moon recommended in his latest report that the 20,000-strong force begin a drawdown of troops by 30 June. The Government has proposed a total withdrawal of the peacekeeping forces by 30 August 2011. Council members are seeking to obtain a first-hand understanding of the MONUCs status in the DRC before extending or revising its current mandate, which expires at the end of May. ..... According to the UN Office for Coordination of Humanitarian Affairs (OCHA), humanitarian agencies are on standby to access the changing humanitarian situation in the ground.
MONUC is currently deploying 500 peacekeepers from Ghana, Tunisia, Egyptian and Guatemalan into the region to support FARDC. It is also providing transportation, fuel, food and medical evacuation.
The mission, however, expressed that it will not support FARDCs operation if there are any violations of human rights, international humanitarian law and the rights of refugees. .................................................................................... We started to patrol on foot, around 16 km one way. This was difficult for us. So after 10 days of taking over our area of responsibility, we started using vehicles which enhanced our operational reach.
Carrying heavy loads on their backs and with babies on top, these people struggle to reach the market to sell their goods for survival.
Thousands of civilians mostly women and children have to endure the rough terrain walking and sometimes running to make sure they reach the market.
The peacekeepers from the Indian Army were brought to Kibua several months ago due to insecurity in the area.
SOUNDBITE (Swahili) Villager:
Looting and pillaging has now stopped after MONUC started the escorts. But we appeal to them to reinforce soldiers during their operations.
Many of these people are afraid of being attacked by the FDLR, a rebel group implicated in the 1994 Rwandan genocide.
The FDLR is still active in the two Kivus, despite suffering a heavy blow in the joint military operation between the Democratic Republic of the Congo and neighboring Rwanda a year ago.
The rebel group has been accused of killing civilians, raping, looting, pillaging, and burning of villages.

Senior UN peacekeeping official Susana Malcorra this week came for a first-hand assessment of the challenges facing the UN peacekeeping mission in the Democratic Republic of Congo (DRC), known as MONUC.
The majority of the MONUC force is deployed to the volatile east of the DRC, where the importance of mobile bases poses significant logistical challenges to the mission.
During her visit to Goma in North Kivu province, Malcorra, who serves as Under-Secretary-General in charge of the United Nations Department of Field Support for peacekeeping, visited one particularly sensitive area near Goma where one of the mobile bases is located to protect and support the civilian population. On market days twice a week, peacekeepers from this basis escorted over a thousand people in order to secure the routes for them to travel safely.
Malcorra stressed the efforts by the peacekeepers to continue their vital security work and in support of military operations dubbed Kimia II against the Democratic Liberation Forces of Rwanda (FDLR).

Ive seen our people working hard, its not perfect, we still have to do a lot of extra work to make sure that we provide all the necessary living conditions and assets to our military and our staff. That is part of my responsibility and I have a list, a laundry list of things to do. And sometimes setting priorities and what you do first - the conditions, everything we do, we do through air it is very difficult. But all in all, what I can say is that MONUC with a very, very difficult mandate in its hand, with a very challenging situation on the ground is making an impact in my view that should really make us believe even deeper in what peacekeeping is.
Accompanied by the head of MONUCs Conduct and Discipline Unit, Malcorra also opened a workshop for senior commanders of various contingents of the mission on matters relating to sexual exploitation and abuse (SEA).
The aim is the implementation of the United Nations zero tolerance policy on violations of UN regulations and the Code of Conduct for UN staff regarding sexual abuse. The workshop recalled the basic principles and the penalties for infringement in the area for UN staff, and also aimed to strengthen the mechanism of prevention.
The Under-Secretary-General stressed the point that peacekeepers are deployed to protect civilians and not harm them.

During her visit to Goma in North Kivu province, Malcorra, who serves as Under-Secretary-General in charge of the United Nations Department of Field Support for peacekeeping, visited one particularly sensitive area near Goma where one of the mobile bases is located to protect and support the civilian population. On market days twice a week, peacekeepers from this basis escorted over a thousand people in order to secure the routes for them to travel safely.
Malcorra stressed the efforts by the peacekeepers to continue their vital security work and in support of military operations dubbed Kimia II against the Democratic Liberation Forces of Rwanda (FDLR).

Ive seen our people working hard, its not perfect, we still have to do a lot of extra work to make sure that we provide all the necessary living conditions and assets to our military and our staff. That is part of my responsibility and I have a list, a laundry list of things to do. And sometimes setting priorities and what you do first - the conditions, everything we do, we do through air it is very difficult. But all in all, what I can say is that MONUC with a very, very difficult mandate in its hand, with a very challenging situation on the ground is making an impact in my view that should really make us believe even deeper in what peacekeeping is.
Accompanied by the head of MONUCs Conduct and Discipline Unit, Malcorra also opened a workshop for senior commanders of various contingents of the mission on matters relating to sexual exploitation and abuse (SEA).
The aim is the implementation of the United Nations zero tolerance policy on violations of UN regulations and the Code of Conduct for UN staff regarding sexual abuse. The workshop recalled the basic principles and the penalties for infringement in the area for UN staff, and also aimed to strengthen the mechanism of prevention.
The Under-Secretary-General stressed the point that peacekeepers are deployed to protect civilians and not harm them.

The European Union is considering a UN request to send peacekeeping troops to the north-east of the Democratic Republic of Congo, where dozens of people have been killed in tribal clashes.
The EU's foreign policy chief on Monday said it was too early to say when an EU force could be ready to deploy or how large it would be.
UN Secretary General Kofi Annan recently made a request for EU help in Congo's troubled Ituri province, asking France to lead the force and provide a battalion with up to one thousand troops.
A team of French military observers arrived in Congo over the weekend to assess the situation, but Paris has said it will not accept unless other nations join and the deployment is for a limited period.
Scores of people were killed and thousands forced to flee their homes in Bunia, the regional capital of Ituri province, after fighting erupted between Hema and Lendu gunmen battling for control of the town.
The fighting subsided on Friday after rival factions signed a cessation of hostilities agreement, but the town remains tense.
Hemas, traditionally cattle-raisers, and Lendus, predominantly farmers, have sparred for centuries over land and other resources in the resource-rich province of Ituri.
But the clashes became deadlier when the civil war erupted in August 1998.
Ugandan, Rwandan and Congolese governments armed both groups as proxy fighters as they sought to control Ituri's rich mineral deposits, vast timber forests and fertile land.
The fighting in Bunia began earlier this month when Uganda withdrew most of its more than six thousand troops from the town.
Uganda's pullout was part of peace deals meant to end the five-year, six-nation war in Congo, Africa's third-largest nation.

8. UN car leaving MONUC compound
STORYLINE:
UN military observers encountered what they believe to be about 100 Rwandan troops in eastern Democratic Republic of Congo, a UN official said on Wednesday, marking the first sighting of the invading troops Rwanda had threatened to deploy to against Rwandan Hutu rebels based in DR Congo.
Both Rwanda's invasion warnings and now the sighting of their troops have raised fears of re-igniting a devastating, five-year, six-nation war in DR Congo.
Also on Wednesday DR Congo asked the UN Security Council to meet in emergency session to condemn Rwanda's threat and to impose sanctions finding Rwandan President Paul Kagame "personally responsible for the threat posted to the sovereignty of Congo and to the entire peace process in the region."
On Tuesday Rwandan President Paul Kagame said his country would act against 8,000 to 10,000 Rwanda Hutu rebels sheltering in eastern DR Congo, after a five-month-old UN-led disarmament program had failed to neutralise the Rwandan Hutu rebel forces.
Until Wednesday, UN officials have said that extensive sweeps by there more than 11,000-strong force in Congo had failed to turn up any signs of Rwandan incursions since Rwanda's threat arose.
A joint patrol with Congolese troops last week arrested nine Rwandan troops who remain in Congolese custody, Mhand Ladjouzi, head of MONUC's North Kivu office, said.
Ladjouzi did not say what the suspected 100 Rwandan forces were doing at the time the U.N. observers encountered them, whether they were armed, and how they were travelling.
Rwanda has twice invaded eastern Congo, in 1996 and 1998, to hunt down Rwandan Hutu combatants responsible for the 1994 genocide of 800,000 minority Tutsis and moderate Hutus.
The 1998 invasion sparked a war that drew in the armies of four other African nations and split DR Congo, which is the size of western Europe, into two.
An estimated 3.2 (m) million people died, most through famine and disease.
Peace accords by 2002 saw the withdrawal of foreign armies and establishment of a power-sharing government.

STORYLINE:
UN military observers encountered what they believe to be about 100 Rwandan troops in eastern Democratic Republic of Congo, a UN official said on Wednesday, marking the first sighting of the invading troops Rwanda had threatened to deploy to against Rwandan Hutu rebels based in DR Congo.
Both Rwanda's invasion warnings and now the sighting of their troops have raised fears of re-igniting a devastating, five-year, six-nation war in DR Congo.
Also on Wednesday DR Congo asked the UN Security Council to meet in emergency session to condemn Rwanda's threat and to impose sanctions finding Rwandan President Paul Kagame "personally responsible for the threat posted to the sovereignty of Congo and to the entire peace process in the region."
On Tuesday Rwandan President Paul Kagame said his country would act against 8,000 to 10,000 Rwanda Hutu rebels sheltering in eastern DR Congo, after a five-month-old UN-led disarmament program had failed to neutralise the Rwandan Hutu rebel forces.
Until Wednesday, UN officials have said that extensive sweeps by there more than 11,000-strong force in Congo had failed to turn up any signs of Rwandan incursions since Rwanda's threat arose.
A joint patrol with Congolese troops last week arrested nine Rwandan troops who remain in Congolese custody, Mhand Ladjouzi, head of MONUC's North Kivu office, said.
Ladjouzi did not say what the suspected 100 Rwandan forces were doing at the time the U.N. observers encountered them, whether they were armed, and how they were travelling.
Rwanda has twice invaded eastern Congo, in 1996 and 1998, to hunt down Rwandan Hutu combatants responsible for the 1994 genocide of 800,000 minority Tutsis and moderate Hutus.
The 1998 invasion sparked a war that drew in the armies of four other African nations and split DR Congo, which is the size of western Europe, into two.
An estimated 3.2 (m) million people died, most through famine and disease.
Peace accords by 2002 saw the withdrawal of foreign armies and establishment of a power-sharing government.

The United Nations mission in the Democratic Republic of Congo (Monuc) travelled to Kiwanja about 80 kilometres north of Goma on Thursday where several thousand civilians were taking refuge to escape fighting last week between the rebels and pro-government militias.
This week, Monuc justified its call for reinforcements to stabilise the volatile eastern part of the country to the Security Council in New York.
Speaking from Kiwanja, Leila Zerrougui told reporters "I think we need more understanding, I think we've had a lot of misunderstandings - so we would have to correct them - I believe this misunderstanding will be corrected, our peacekeepers have their orders to protect civilians."
After a closed-door meeting on Tuesday, members of the 15-nation UN Security Council said a broad agreement exists for beefing up the 17-thousand strong UN peacekeeping force in Democratic Republic of Congo, which has been unable to stop the fighting or halt the rebel advance.
But so far only Angola has publicly committed to sending extra troops following the Southern African Development Community meeting in South Africa this weekend.
Meanwhile in a camp in Kibati, thousands of displaced people lined up to get survival kits and aid being handed out from five white International Committee of the Red Cross trucks.
The kits contained buckets, blankets, soap, hoes and cooking utensils, said an ICRC official.
Many are to afraid to return to villages to the north seized by rebels in the last few weeks.

A United Nations military spokesman said on Friday he hopes thousands of new peacekeepers, recently approved by the UN Security Council for the Democratic Republic of Congo, will arrive within weeks.
Colonel Jean-Paul Dietrich said the Security Council approval to send 3,100 more soldiers showed "solidarity" with the Congolese people.
The council on Thursday approved the reinforcements to join 17-thousand peacekeeping soldiers and police who are spread thin.
They have been unable to protect civilians or stop a rebel advance that has forced a quarter million people from their homes in eastern DRC in recent weeks.
Dietrich said the reinforcement troops would help to protect more civilians.
Meanwhile a spokesman for the rebels said they remained committed to a pullback from the front lines despite an army attack but warned: if the U.N. peacekeeping force "is not able to keep quiet in this area ... we'll go and attack these groups who are trying to take control of that area."
On Thursday, rebel leaders said they had fended off an attack from the army, pro-government Mai Mai militias and Rwandan Hutu rebels.
The reported attack came a day after the UN confirmed that hundreds of rebel forces had pulled back from three front lines in the east of the country.
The UN was hoping the rebels' deliberate retreat would be one step toward brokering peace in the DRC, where nearly 300-thousand people have been displaced by the recent violence.
In New York, UN Secretary-General Ban Ki-moon welcomed the pullback by the rebel forces and urged the quick opening of humanitarian aid corridors.
Years of sporadic violence in eastern DRC intensified in August, when fighting heated up between the army and fighters loyal to rebel leader
Laurent Nkunda.

Leila Zerrougi emphasised that their role in the country was to "assist technically" DRC's government forces, and not replace them, but said that they would be speaking to headquarters in order to get "a very clear mandate" for their work in the country.
She was speaking to reporters in Goma, a provincial capital on the border with Rwanda.

Eastern DRC has been unstable since millions of refugees spilled across the border from Rwanda's 1994 genocide, which saw more than 500,000 ethnic Tutsis and moderate Hutus slaughtered.
Many of the Hutu extremists who orchestrated the mass killings have remained in DRC, prompting Tutsi-led Rwanda to invade the mineral-rich nation twice.

En marge du sommet de l'UA, où a eu lieu l'élection de la Sud-Africaine Nkosazana Dlamini-Zuma à la tête de la Commission, cinq pays se sont réunis pour la Conférence internationale sur la région des Grands Lacs (CIRGL). Etaient présents : les leaders de la Tanzanie, de la République centrafricaine, de l'Ouganda, du Rwanda et de la RDC. Ces deux derniers pays ont accepté le principe, exprimé collectivement dans une déclaration, de la mise en place et du déploiement d'une force internationale neutre, pour sécuriser la frontière entre les deux pays, et neutraliser les rebelles dans l'est de la RDC. « Nous avons accepté le principe de demander à d'autres de nous aider, mais les détails (...) seront pour plus tard », prévient néanmoins le président rwandais Paul Kagame. Trois millions huit cent mille victimes de la guerre en RDC [1]. Lors de sa visite dans l'Est de la RDC en septembre 2006, M. Jan Egeland, sous-secrétaire général des Nations unies chargé des affaires humanitaires, déclarait que « l'impunité est réellement le cancer qui tue les populations congolaises ». Au cours des années de guerre, et en l'absence d'institutions légitimes et efficaces, les défenseurs des droits humains et les journalistes congolais ont été, au péril de leur vie, ceux et celles qui recensaient et documentaient les abus commis par toutes les parties au conflit. Parmi ces défenseurs figurait Pascal Kabungulu Kibembi, assassiné le 31 juillet 2005. Pascal Kabungulu travaillait pour la Ligue des Droits de l'Homme dans la Région des Grands lacs (LDGL) et avait dirigé auparavant à Bukavu, « Héritiers de la Justice », une ONG d'obédience protestante. Le travail des défenseurs et journalistes est essentiel pour assurer « vérité, justice et réparations » aux victimes des injustices passées et présentes : terroriser ou assassiner les défenseurs est l'une des armes de l'impunité. Le nouveau gouvernement congolais devra assurer la protection des défenseurs des Droits Humains, et la communauté internationale doit également assumer ses engagements en faveur de ces acteurs-clé [2] .

Saluant les propos du Président Hollande , relatifs à l'intangibilité de nos frontières , il appelle l'ONU qui a reconnu le Rwanda et l'Ouganda comme agresseurs, de prendre toutes les mesures nécessaires contre ces agresseurs et de renforcer la MONUC à l'est du Congo.
Le prophète s'oppose à l'intégration de nos bourreaux tutsis dans notre armée et revendique le rôle de conseiller dans le cadre de la réforme de l'armée.
Tous ceux qui entraveront la mobilisation sont les traitres et les ennemis du Congo. Enfin il rappelle que la clef du pays repose sur lui qui représente l'étoile du pays et qui est le véritable et seul pasteur sur toute la terre .Il est la seule personne capable de repousser les Tutsis.
C'est pourquoi il est impératif que les Congolais , dans le cadre de cette mobilisation , entament un dialogue afin de faire le point sur les blocages politiques qui nous empêchent d'évoluer normalement.

Docteur Mukwege de l'hôpital général de Panzi à Bukavu séjourne en Belgique.
Le mercredi 14 novembre 2012, sous la modération de madame Isabelle Durant, Vice-présidente du parlement européen, le médecin congolais s'est exprimé devant la presse et un grand public dans une salle devenue subitement exigüe, vue l'affluence.
En début de ce mois de novembre 2012, le docteur Mukwege est rentré au pays. Comme accueil, dès son arrivée, il a été agressé par des gens en armes, échappant de justesse à la mort. Ce qui n'aura pas été le cas pour sa sentinelle qui sera abattue à coups de balles.
Cette tentative de meurtre a suscité une forte vague de réprobation au niveau international, ainsi que chez les Congolais vivant à l'étranger.
C'est donc religieusement que l'assistance a suivi le récit du docteur Mukwege sur la tentative de son assassinat et la description des sévices que subissent les femmes qu'il soigne depuis plusieurs années.
Un récit poignant, révoltant.
Dans ses analyses, de fil en aiguille, il en est arrivé à se poser des questions sur les causes profondes de cette guerre qui n'en finit pas, sur les enjeux et les acteurs cachés, ainsi que sur les pistes de sortie.
Plusieurs raisons sont à la base de cette tragédie :
La convoitise des richesses de la RD Congo. « Les conflits s'éternisent dans les zones minières »
Le silence durant longtemps des partenaires internationaux
L'impunité des auteurs de viols
L'absence d'une véritable armée républicaine
L'inefficacité de la MONUC,
Le sacrifice de la justice au nom d'une certaine paix qui ne vient toujours pas,
L'absence de volonté politique,
L'absence d'un état de droit.
Une volonté délibérée de détruire la femme congolaise, la procréatrice. Cela aurait tout l'air d'un plan bien conçu et bien planifié.
Dans les pistes de solutions, le docteur Mukwege a beaucoup insisté sur notre propre responsabilité à nous les congolais : Il est urgent que nous parlions d'une seule voix face à cette hécatombe, et que nous élaborions des stratégies pointues.
Cela ne dédouanant pas ceux de la communauté internationale qui restent curieusement silencieux.
Peut-on espérer ?
Oui, dira le docteur Mukwege. Il baserait sa confiance sur la perception de certains frémissements comme l'engagement de plus en plus grand des femmes congolaises pour non seulement le protéger lui, mais de protéger aussi la patrie.
Autre élément de confiance, les médias internationaux ainsi que plusieurs pays ui commencent à sortir de leur torpeur.
Durant le débat, le docteur Mukwege insistera sur la nécessité pour chaque citoyen congolais de s'impliquer selon ses possibilités et selon son talent pour que les choses bougent enfin, dans le sens des aspirations profondes du plus grand nombre
