Indigenous peoples are those groups protected in international or national legislation as having a set of specific rights based on their historical ties to a particular territory, their cultural and historical distinctiveness from other populations. The legislation is based on the conclusion that certain indigenous people are vulnerable to exploitation, marginalization and oppression by nation states formed from colonising populations or by politically dominant, different ethnic groups.
A special set of political rights in accordance with international law have been set forth by international organizations such as the United Nations, the International Labour Organization and the World Bank. The United Nations has issued a Declaration on the Rights of Indigenous Peoples to guide member-state national policies to collective rights of indigenous people—such as culture, identity, language, and access to employment, health, education, and natural resources. Estimates put the total population of indigenous peoples from 220 million to 350 million.
Columbus Day is a national holiday in many countries in the Americas and elsewhere which officially celebrates the anniversary of Christopher Columbus' arrival and Discovery of America, which happened on October 12, 1492. The landing is celebrated as Columbus Day in the United States, as Día de la Raza ("Day of the Race") in many countries in Latin America and as Día de la Hispanidad and Fiesta Nacional in Spain, where it is also the religious festivity of La Virgen del Pilar. It is also celebrated as Día de las Américas (Day of the Americas) in Belize and Uruguay, as Discovery Day in the Bahamas, as Día del Respeto a la Diversidad Cultural (Day of Respect for Cultural Diversity) in Argentina and as Giornata Nazionale di Cristoforo Colombo or Festa Nazionale di Cristoforo Colombo in Italy and in the Little Italys around the world. These holidays have been celebrated unofficially since the late 18th century and officially in various countries since the early 20th century.
Indigenous Peoples' Day (also known as Native American Day) is a holiday celebrated in various localities in the United States. It began as a counter-celebration to Columbus Day, promoting Native American culture and commemorating the history of Native American peoples. The celebration began in Berkeley, California, through the International Indian Treaty Council, and Denver, Colorado, as a protest against Columbus Day, which is listed as a federal holiday in the United States, but is not observed as a state holiday in every state. Indigenous Peoples' Day is usually held on the second Monday of October, coinciding with the federal observance of Columbus Day.
The idea of replacing Columbus Day with a day celebrating the indigenous people of North America first arose in 1977 from the International Conference on Discrimination Against Indigenous Populations in the Americas, sponsored by the United Nations in Geneva, Switzerland. At the First Continental Conference on 500 Years of Indian Resistance in Quito, Ecuador, in July 1990, representatives of Indian groups throughout the Americas agreed that they would mark 1992, the 500th anniversary of the first of the voyages of Christopher Columbus, as a year to promote "continental unity" and "liberation."

In the fall of 2015, Natives Americans at Brown (NAB) petitioned Brown University to change the name of Fall Weekend, previously Columbus Day (2009) to Indigenous Peoples' Day in celebration of Native peoples and to recognize the displaced Native tribes from the founding of the University.
