The 'mensis intercalaris' was the intercalary month added in leap years of the Roman calendar. The resulting year was either 377 or 378 days long. According to the first-century AD writer Plutarch the month was also known as Mercedinus or Mercedonius.
This month was supposed to be inserted every two or three years to align the 355-day common year with the tropical year. The decision whether to insert the intercalary month was made by the pontifex maximus, supposedly based on observations to ensure the best possible correspondence with the seasons. Unfortunately the pontifex maximus (whose office was generally held by a politician or soldier, notably Julius Caesar during the so-called Years of Confusion) often neglected to insert the month at the proper time, or deliberately inserted it early or late to allow some officials to stay in office longer or force others out early. Such unpredictable intercalation meant that dates following Februarius could not be known in advance; and Roman citizens living outside of Rome would often not know the current date.

The section at 1:30ish, I can blame it on lag. and I have video evidence of it :D The section at 3:30 was me being stupid, and not being able to figure out the voice controls to get rid of snap of the Game DVR recording. It's "Xbox Unsnap." Now you know so you don't botch your lead. And I recorded this with the X1's game DVR recording program (not an "app"). The game plays at 1080p (95% sure) and records at 720p. (When playing the video back on a 1080p TV, it looks really gaggy, like the 7th gen. consoles on 1080p TVs).

A leap year (or intercalary or bissextile year) is a year containing one additional day (or, in the case of lunisolar calendars, a month) in order to keep the calendar year synchronized with the astronomical or seasonal year. Because seasons and astronomical events do not repeat in a whole number of days, calendars that have the same number of days in each year, over time, drift with respect to the event that the year is supposed to track. By inserting (or intercalating) an additional day or month into the year, the drift can be corrected. A year that is not a leap year is called a common year.
