Phase I, constructed over 6 months and opened to traffic on 10/17/15. This new design literally turns this interchange "inside-out" and puts an end to the dangerous and congestion-prone left-hand entry onto I-96. Phase I resulted in the demolition of 12 homes, major earth excavation, and three new bridges to route it through the center of the former interchange. Phase II (2016) will include the reconstruction of the old mainline and associated ramps and conversion into collector-distributor ramps and the complete reconstruction of 6 existing bridges. The superelevation of the ramps will be modified and improved. All of the new bridges feature stub abutments constructed with modular MSE wall panels with a "stone" pattern. The interchange will be fully-lighted by LED luminaires, though the median lighting is not yet operational pending the completion of the remainder of the lighting and lighting control panel. The new lanes have a very good profile and the approaches to the bridge decks are very smooth, level and uniform. The contractors had the option of paving with bituminous asphalt but (fortunately) opted for 11.5" jointed plain concrete pavement, over an open graded base, and longitudinally-tined (as per MDOT specifications for all new concrete freeways). All nine new bridges have a "keystone" and stone-inspired aesthetic treatment and will be primed and sealed upon completion of the Phase II construction. The original interchange was opened to traffic in 1962.
