Take a look. You see that square between the two viewing platforms? That's the teleportation device. You see how the tower is filling up with Enetron? That device is forcefully drawing it in from surrounding areas.When it's full, the tower will become an antenna for releasing the transport energy. The whole district will be transported. Of course, that means the tens of thousands of people there too.
