He explained the financial plan and structure of funding in emission reduction programmes. Finally he showed the relation between activities and the strengthening of National Forest Monitoring Systems (NFMS) in order to have a MRV system in place in an emission reduction program. Brigitte Mukundji Eale, Ministère de l'Environnement, Conservation de la Nature et Tourisme (MECNT), talks about how to harmonize the stratification and how to develop maps for the different types of climate and soil. In a slide she showed a graph where deforestation tends to decrease. But what does it mean? Can the emissions reported for different years be compared? Therefore relevant monitoring and consistent data sources are needed. In DRC there are many monitoring plots in the forests. It is also important to explain to the local population all these relevant actions taken. It is important to address the problems that go together with NFMS. For DRC today it is important to build the appropriate institutional arrangements and to inform the people; not only the experts but also society. Francesco Tubiello, Senior Officer FAO, gave a brief introduction to the FAOSTAT emissions database. The objectives of the FAOSTAT emissions database include identifying strategies and improving data in collaboration with international programs and countries. An important activity has been the development of a global public database at FAO, which contains the emissions estimates based on tier 1 methods of the 2006 IPCC Guidelines with available default activity data and emission factors (FAOSTAT Emissions Database) within the established FAOSTAT database. This database should address different needs including filling gaps, building capacity, QA/QC and develop indicators, it can be used regionally and globally. FAO has been successful in its collaboration with CD-REDD through the FAOSTAT database. CD-REDD benefitted from MICCA for basic quality control and the use of official data-sets, but also MICCA had its benefits from the in-house cooperation with CD-REDD. Closing remarks first day: Emissions reductions are necessary. Developing countries have a critical role in mitigation of emissions, about 70% of the potential. But they need capacity, support and incentives. Some countries have presented how they measure now. Countries have advanced during CD-REDD and are now moving to the incentive structure of REDD+. What will be the future role when these incentives come in? CD-REDD has been helpful and helped many countries interested in national systems for GHG inventories. But more capacity is needed as well as institutional and political commitment. It was highlighted during the conference, that political will is very important. Projects like CD-REDD are bringing countries together and introduce important actors to REDD+. CD-REDD should be understood as a platform and should be scaled up. Additional countries have shown interest during the project and some expressed this during the conference. It is important to show what can be done without a significant amount of money.
