In 2007, Guatemala's privately run system of adoption attorneys, orphanages and foster care providers helped nearly 5,000 abandoned children find homes with loving families around the world. But then the Guatemalan government shut down international adoptions, created a centrally controlled adoption agency and nationalized the orphanage system. The plan was to promote in-country adoptions, but that plan hasn't worked. Last year, only 35 children were adopted by Guatemalan families.
Why did the Guatemalan government put an end to a system that was giving thousands of abandoned children a chance at a better life? And what did UNICEF have to do with it? Reason.tv producers Paul Feine and Alex Manning went to Guatemala to find out.
"Abandoned in Guatemala: The Failure of International Adoption Policies" is a film about the promise of international adoption and the sad reality that international adoptions around the world are decreasing, largely due to the influence of UNICEF. It's also a film about a privately run system that worked and a state-run system that is failing. Most of all, "Abandoned in Guatemala" is a film intended to raise awareness about international adoption in the hope that in the near future more abandoned children will be placed with loving families, wherever they happen to live.

The first ever execution by lethal injection in Guatemala was administered to a self-confessed multiple assassin on Tuesday.
Manuel Martinez Coronado admitted to killing seven members of a family, including four minors in May 1995.
He was allowed one last wish, which was to marry the mother of his three children 26 hours before his death.
On Tuesday, Manuel Martinez Coronado was the first person ever to be executed by lethal injection in Guatemala.
Outside the Pavon prison, 16(k) kilometres southeast of Guatemala City, a throng of photographers and reporters fought for the best pictures of the death chamber.
Meanwhile, Martinez's family consoled each other in a nearby cell as his life came to an end.
Martinez was strapped to a special bed and then sedated with the lethal mixture containing three components.
He died seven minutes later.
Present at the execution was the judge who sentenced him, a forensic doctor, a Human Rights representative and the chief prison warden.
The man who administered the lethal injection has not been publicly named.
On 21 July 1997, Martinez was sentenced to death by execution after admitting to murdering seven members of the same family in May 1995.
They were all from the village of El Palmar, 110(k) kilometres east of Guatemala City.
The blood bath happened after a dispute with a neighbouring family over a small plot of land.
Four children aged 12, nine, five and two were killed with their parents and an elderly aunt.
One brother, Jaime Arias Miguel, then aged 11 survived to identify the assassins.
Martinez' father was also convicted, but because he is old, he was sentenced to life imprisonment instead of death row.
His brother, who is also a suspect, is still on the run from the law.
Martinez married the mother of his three children only 26 hours before being executed in a small cell next to the death chamber.
The mother of the murderer, said that during his short term on death row, Martinez had become an Evangelical Christian and that he had asked God for forgiveness.
The last execution to take place in Guatemala was in September 1996.
The firing squad needed extra rounds of bullets to kill two prisoners charged with the rape and murder of a four year old girl.
Thousands of horrified Guatemalans watched the recorded event on television.
Opinion polls frequently show that 90 per cent of Guatemalans accept the death sentence for killers and kidnappers although some Human Rights representatives in Guatemala disagree.

Manuel Martinez Coronado admitted to killing seven members of a family, including four minors in May 1995.
He was allowed one last wish, which was to marry the mother of his three children 26 hours before his death.
On Tuesday, Manuel Martinez Coronado was the first person ever to be executed by lethal injection in Guatemala.
Outside the Pavon prison, 16(k) kilometres southeast of Guatemala City, a throng of photographers and reporters fought for the best pictures of the death chamber.
Meanwhile, Martinez's family consoled each other in a nearby cell as his life came to an end.
Martinez was strapped to a special bed and then sedated with the lethal mixture containing three components.
He died seven minutes later.
Present at the execution was the judge who sentenced him, a forensic doctor, a Human Rights representative and the chief prison warden.
The man who administered the lethal injection has not been publicly named.
On 21 July 1997, Martinez was sentenced to death by execution after admitting to murdering seven members of the same family in May 1995.
They were all from the village of El Palmar, 110(k) kilometres east of Guatemala City.
The blood bath happened after a dispute with a neighbouring family over a small plot of land.
Four children aged 12, nine, five and two were killed with their parents and an elderly aunt.
One brother, Jaime Arias Miguel, then aged 11 survived to identify the assassins.
Martinez' father was also convicted, but because he is old, he was sentenced to life imprisonment instead of death row.
His brother, who is also a suspect, is still on the run from the law.
Martinez married the mother of his three children only 26 hours before being executed in a small cell next to the death chamber.
The mother of the murderer, said that during his short term on death row, Martinez had become an Evangelical Christian and that he had asked God for forgiveness.
The last execution to take place in Guatemala was in September 1996.
The firing squad needed extra rounds of bullets to kill two prisoners charged with the rape and murder of a four year old girl.
Thousands of horrified Guatemalans watched the recorded event on television.
Opinion polls frequently show that 90 per cent of Guatemalans accept the death sentence for killers and kidnappers although some Human Rights representatives in Guatemala disagree.

Organizaciones de la sociedad civil alertaron respecto de los peligros que representa para el estado de derecho y el respeto de los derechos humanos la creciente militarización de las funciones de seguridad ciudadana. Esta tendencia, según los peticionarios, está caracterizada por la designación de militares retirados en posiciones de decisión y gestión de políticas de seguridad, y por el empleo cada vez mayor del ejército en tareas de seguridad ciudadana que corresponderían a la policía. Los peticionarios expresaron preocupación por el empleo de estados de excepción como mecanismos para reprimir situaciones catalogadas de alta conflictividad social, y denunciaron abusos cometidos por miembros del ejército en el marco de los mismos. Ellos también cuestionaron la alegada transitoriedad de estas medidas al considerar que la asignación presupuestaria del Estado no está orientada a fortalecer las instituciones policiales, sino al ejército. El Estado, por su parte, adujo que el empleo del ejército en tareas de seguridad tiene sustento constitucional y que está determinado por la necesidad de atender a desafíos que excederían de sus posibilidades, hasta que se fortalezcan las capacidades de la policía nacional. La CIDH reiteró que la declaratoria de estados de excepción o de suspensión de garantías se ajuste a las disposiciones vinculantes de la Convención Americana sobre Derechos Humanos. La Comisión instó se adopten medidas concretas para asegurar que aquellas tareas de seguridad ciudadana que por su naturaleza no competan al ejército sean asumidas por instituciones civiles.

Civil society organizations warned about the dangers to the rule of law and respect for human rights posed by the growing militarization of citizen security tasks. This trend, they said, is characterized by the appointment of military retirees to positions that involve making decisions and crafting policy on security, and by the increasing use of the army in citizen security tasks that belong to the police. The petitioners said they were especially concerned about the use of states of emergency as mechanisms to repress situations of high social conflict, and reported that members of the army had committed abuses in such situations. They also questioned the allegedly transitory nature of these measures, saying that the State’s budget allocations were geared toward strengthening the army, not police institutions. The State, for its part, claimed that the use of the army in security tasks has constitutional backing and is determined by the need to assist the national police in addressing challenges beyond its capabilities, until police capacities are strengthened. The Commission reiterated that declarations of states of emergency or suspension of guarantees must be in line with the binding provisions of the American Convention on Human Rights. It called for the adoption of concrete measures to ensure that those citizen security tasks that do not by nature belong to the army are assumed by civilian institutions.

We fly into the Guatemala city airport and then take a shuttle bus directly to Antigua. From there we climb a volcano before heading to Lake Atitlan to visit 5 little towns, reachable only by boat. Santo Tomás de Castilla, also known as Matías de Gálvez is a port city in the Izabal Department, Guatemala.
Seaport
===========
The seaport of the city was built in 1976, after an earthquake had severely damaged the port of Puerto Barrios. Today it is among the busiest in Central America and currently expanding. The port is located next to a free trade zone, the Zona de Libre Industria y Comercio Santo Tomás de Castilla, called Zolic. The port currently employs 2,100 workers. In 2004, 4.56 million tons of trading goods went through the port from 1,372 ships.
Cruise industry

In 2004, a cruise ship terminal was completed and Santo Tomás de Castilla started receiving cruise ships. The cruise ship terminal has been a tremendous boost for the Guatemalan tourism industry. Four cruise ships a month, carrying 1,500 passengers each, make a stop here. Cruise ship passengers visit Guatemala chiefly for its Mayan culture, which sites are located throughout the country. Puerto Barrios Airport is being refurbished in order to handle small planes to transport ship passengers for day trips to Tikal or other places in Guatemala. Nearby attractions include Rio Dulce, Lake Izabal, the towns of Puerto Barrios, Livingston and San Felipe Castle, and the Mayan ruins of Quirigua.

Oh, Tikal. How I loved you and how I hated you. This part of Guatemala was quite the adventure for us. From a failed sunrise tour, to EPIC sunset shots, to a sketchy awful tour guide who tried to screw us, to the heat, the elation, the wonder and awe...it was literally everything wrapped in 14 hours. I was insanely tired but also insanely excited. We got some amazing footage, but it was a huge challenge to get it (carrying all that equipment! AHHH!). All in all, I'd do it all over again in a heartbeat, but I would do things a little differently. I'll lay it all out for you guys so you can learn from my mistakes, and the things we did right! -Nathalie

This is a documentary that focuses on the culture of violence against women in Guatemala, and specifically the story of Rody Alvarado, a wife and mother who fled her culturally normative, yet, brutally abusive husband and ended up in the United States.
With the help of pro-bono legal counsel Karen Musalo from The Center For Refugee Studies at UC Hastings College of The Law in San Francisco, Alvarado fought a protracted 14-year battle to stay legally in the United States. Her case, which began in 1996 and was a landmark in the struggle for the right to asylum for women fleeing domestic violence when she was finally granted asylum in 2009.

Harbury has been pressuring the Guatemalan government to allow an exhumation of the grave site where officials from the U.S. State department said her husband was buried.

Declassified documents from the U.S. State Department indicate that the Guatemalan army detained, tortured and later killed Bamaca.
U.S. Congressman Robert Torricelli, who has been dating Bianca Jagger, spear headed the campaign to declassify the documents and bring the Bamaca issue to the fore.
Harbury was told by U.S. officials that her husband was buried on this site.
Harbury and the Guatemalan Chief Prosecutors office have twice tried to excavate at the site, 250 miles (400 kilometres) west of the capital.
Lawyers representing army officers implicated in the case have blocked it.

Carpio's family believe the military ordered his killing after he refused to endorse an army-backed proposal to grant an amnesty to human rights abusers.
The Carpio case has come to symbolise the Guatemalans' belief that the rule of law exists only on paper and not even Guatemala's elite are safe.
Jorge Carpio was on his way to a political meeting in Chichicastenango, 100 miles west of the capital Guatemala City, when his minibus was ambushed on 3 July 1993.
Masked gunmen pumped three bullets into his head - three political colleagues travelling with him were also shot.
Carpio's wife Marta escaped unharmed.

In the weeks before his death, he'd clashed with military leaders, after refusing to endorse - either in his newspaper or his party - an army-backed proposal to grant a retroactive amnesty to human rights abusers.
The Guatemalan government attributed the Carpio killings to leftist guerrillas then shifted the blame to common criminals.
From the outset Carpio's family rejected the official version as absurd.
Despite the family connection, current President Ramiro de Leon Carpio proved little help in the search for the truth.
Jorge Carpio's family feel the president has become a pawn of the Guatemalan military.

"It's amazing that two years after the assassination of Jorge only one person has been arrested a member of the civil patrol and it's also incredible that the President Ramiro de Leon, who was a cousin, has done nothing about this. But if the pressure by the military continues I think it will be better if he resigns and stops covering up the murder of cousin."

In 1946, several members of a U.S. Public Health Service team traveled to Guatemala to conduct federally-supported sexually transmitted disease research to aid STD prevention in the U.S. Armed Forces. By the time they left in 1948, over 1,300 vulnerable Guatemalan subjects had been intentionally exposed to syphilis, gonorrhea, and/or chancroid through invasive and painful procedures. Over half of these subjects never received any treatment for their potential infections. The research was never published.
When the experiments were later uncovered and brought to the Administration in 2010, President Barack Obama personally apologized to President Álvaro Colom of Guatemala and assigned his Presidential Commission for the Study of Bioethical Issues to conduct a historical and ethical analysis of the experiments. So what really happened in Guatemala? If the research was "ethically impossible" why did the U.S. government fund and support it? What do we do with the otherwise cherished legacies of those involved? And why do we still care?
This presentation will lay forth the facts of not only what happened in Guatemala from 1946-48 but also the institutional context and research ethos that enabled them. It will argue, however, that despite the current robust human research regulations in place it is impossible to completely prevent a researcher from ever having to make an ethical assessment in a challenging environment. This type of casuist analysis is critical to both scientific and medical education.
Kayte joined the Commission staff in 2010 after working as an attorney advising drug and device companies on FDA compliance and pro bono for an international children's health NGO. Kayte received her J.D. and M. Bioethics from the University of Pennsylvania Law School and School of Medicine respectively after graduating from Middlebury College. Kayte's interest and publications focus on reproductive justice, genetic testing, drug and device regulation, and teaching research ethics.
