The title Defence Minister, Minister for Defence, Secretary of Defense, Secretary of State for Defence, Secretary of National Defense or some similar variation, is assigned to the person in a cabinet position in charge of a Ministry of Defence, which regulates the armed forces in sovereign states. The role of a defence minister varies considerably from country to country; in some the minister is only in charge of general budget matters and procurement of equipment; while in others the minister is also, in addition, an integral part of the operational military chain of command.
Prior to the 20th century, there were in most countries separate ministerial posts for the land forces (often called "minister for war" etc.) and the naval forces. Since the end of World War II, the title has changed from war to defence, and has often involved putting a single defence minister in charge of all the armed forces. Another common reform which occurred at the end of World War II was to place the defence minister in a national security council, war cabinet, or a "Kitchen Cabinet", which allows the head of government or head of state to coordinate military, diplomatic and economic activities.
Seyran Ohanyan (Armenian: Սեյրան Օհանյան; born 1 July 1962) is the current Defence Minister of Armenia. He has held this position since 14 April 2008.
Ohanyan was born in the town of Shusha, then a part of the Nagorno Karabakh Autonomous Oblast, Azerbaijan SSR, Soviet Union. In 1979, he completed high school in the village of Mrgashen, in the region of Nairi in the Armenian Soviet Socialist Republic.
Ohanyan attended the Baku Higher Joint Command College and completed his studies there in 1983. He subsequently served with the Group of Soviet Forces in Germany, as platoon commander and from March 1987, as company commander. In June 1988 he was transferred to the Transcaucasus Military District's 23rd Motor-Rifle Division based in Kirovabad, Azerbaijan and was appointed motor-rifle company commander of the 366th Motor-Rifle Regiment based in Stepanakert; he became deputy battalion commander in August 1989 and 2nd battalion commander with the same regiment in September 1990.
The Armenian Army (Armenian: Հայկական բանակ) is the largest branch of the Armed Forces of Armenia and consists of the ground forces responsible for the country's land-based operations. It was established in conjunction with the other components of Armenia's military on January 28, 1992, several months after the republic declared its independence from the Soviet Union. The army's first head was the former deputy commander-in-chief of the main staff of the Soviet Ground Forces, Norat Ter-Grigoryants.
Since the end of the Nagorno-Karabakh War, Armenia has committed many elements of the army to help bolster the defense and defend the unrecognized Republic of Nagorno-Karabakh from a possible renewal of hostilities with neighboring Azerbaijan. Jane's World Armies reports that both conscripts and officers from Armenia are routinely sent for duty to Karabakh, often posted to the frontline between Karabakh Armenian and Azerbaijani forces.
The Armenian army's history is described to have gone through three stages of development. It entered the first stage in February 1988, from the beginning of the Nagorno-Karabakh conflict, when Armenian militias were formed to combat Azerbaijani units in Nagorno-Karabakh. The second phase of the development of the army began in 1992, several months after Armenia declared its independence from the Soviet Union. Ter-Grigoryants and civilian officials in the Armenian Ministry of Defense, including Vazgen Manukyan and Vazgen Sargsyan, sought to establish a "small, well-balanced, combat-ready defense force." The third phase began after the end of the war and continues to today.
