Kurds in Syria
Kurds in Syria refers to people born in or residing in Syria who are of Kurdish origin. The Kurds are the largest ethnic minority in Syria, comprising less than 10% of the country's population according to the CIA, or 10 to 15 according to Minority Rights Group International. Syrian Kurds have faced routine discrimination and harassment by the government.
"Syrian Kurdistan" (Kurdish: Kurdistana Sûriyê) is an unofficial name used by some to describe the Kurdish inhabited regions of northern and northeastern Syria. The northeastern Kurdish inhabited region covers the greater part of Hasakah Governorate. The main cities in this region are Al-Qamishli and Al-Hasakah. Another region with significant Kurdish population is Kobanî (officially known as Ayn al-Arab) in the northern part of Syria near the town of Jarabulus and also the city of Afrin and its surroundings along the Turkish border.
Many Kurds seek political autonomy for the Kurdish inhabited areas of Syria, similar to Iraqi Kurdistan in Iraq, or outright independence as part of Kurdistan. The name Rojava (Kurdish: Rojavayê Kurdistanê) is also used by Kurds to name the Syrian Kurdish inhabited areas in relation to Kurdistan. Since the Syrian Civil War, Syrian government forces have abandoned many Kurdish-populated areas, leaving the Kurds to fill the power vacuum and govern these areas autonomously.

i/ˈsɪ.rɪə/; Arabic: سوريا or سورية, Sūriyā or Sūrīyah), officially the Syrian Arab Republic, is a country in Western Asia. De jure Syrian territory borders Lebanon and the Mediterranean Sea to the west, Turkey to the north, Iraq to the east, Jordan to the south, and Israel to the southwest, but the government's control now extends to approximately 30–40% of the de jure state area and less than 60% of the population.
A country of fertile plains, high mountains, and deserts, Syria is home to diverse ethnic and religious groups, including Syrian Arabs, Greeks, Armenians, Assyrians, Kurds, Circassians,Mandeans and Turks. Religious groups include Sunnis, Christians, Alawites, Druze, Mandeans, Shiites, Salafis, and Yazidis. Sunni Arabs make up the largest population group in Syria.
In English, the name "Syria" was formerly synonymous with the Levant (known in Arabic as al-Sham), while the modern state encompasses the sites of several ancient kingdoms and empires, including the Eblan civilization of the 3rd millennium BC. Its capital Damascus is among the oldest continuously inhabited cities in the world. In the Islamic era, Damascus was the seat of the Umayyad Caliphate and a provincial capital of the Mamluk Sultanate in Egypt.

Roman Syria
Syria was an early Roman province, annexed to the Roman Republic in 64 BC by Pompey in the Third Mithridatic War following the defeat of Armenian King Tigranes the Great. Following the partition of the Herodian Kingdom into tetrarchies in 6 AD, it was gradually absorbed into Roman provinces, with Roman Syria annexing Iturea and Trachonitis. Later, in 135 AD, in the aftermath of the Bar Kokhba revolt, Syrian province was merged with Judea province, creating the larger province of Syria Palaestina.

It was Severus who at length withdrew the first place in the Roman military hierarchy from the Syrian governor. After having subdued the province (which had wished at that time to make Niger emperor, as it had formerly done with its governor Vespasian) amidst resistance from the capital Antioch in particular, he ordained its partition into a northern and a southern half, and gave to the governor of the former, which was called Coele-Syria, two legions, to the governor of the latter, the province of Syro-Phoenicia, one legion.

Kurds take control in Syria's northeast
Control of large parts of Syria's north east is now in the hands of the Democratic Union Party - the main Kurdish party in the region. About 2 million Kurds live in the area, making up 10 per cent of the population. There are also significant Kurdish populations in Turkey and Iraq and more in Iran. In Syria, the Kurds suffered discrimination and loss of culture under the ruling Baathist party since the 1960s. Many were granted citizenship only last year by President Assad, after the uprising started. As Assad's stretched security forces left parts of the north east, Kurdish committees have taken more control. Al Jazeera's Hoda Abdel Hamid is the first international reporter to travel to the region since the uprising began last March.

Their militias, which form the Syrian Democratic Forces (SDF), have emerged as the most effective fighters against ISIS and won them a close partnership with the US.
The ruling Kurdish Party, the PYD, has set up a democratic federation made of local governments. Their constitution claims to accept people of all ethnicities and religions and treat them as equals. One of its central tenets is equality of men and women. In fact, the all-female Women’s Protection Unit (YPJ) militia fights alongside the SDF, and they’re known to be especially good soldiers.
But the more territory the Kurds take from ISIS, the more worried Turkey gets.
Turkey has been at war with another closely linked Kurdish group, the PKK, for decades. In 2018, Turkey invaded the Syrian Kurdish enclave of Afrin, putting the country in direct conflict with the Kurds of Rojava.

And they’ve even asserted that their invasion will happen with or without the presence of American troops in the region. The Kurds’ recent struggle is only the latest in a series of political setbacks since the end of World War I.
They were initially promised an independent state, by then-leader of Turkey, Mustafa Kemal Ataturk. But he changed his mind and rejected the deal -- and the land claimed by the Kurds was divided between four countries: Syria, Iraq, Turkey, and Iran. This left the Kurds as vulnerable minorities in each of these states. And in each of these states, the Kurds have endured decades of repression. But why does the US care what happens to Kurds in Syria?
CORRECTION: In our video we state that Mustafa Kemal Ataturk promised the Kurds an independent state. An agreement to consider an independent Kurdish state was actually made in the 1920 Treaty of Sevres. The treaty was later rejected by Mustafa Kemal Ataturk and other Turkish nationalists.

Control of large parts of Syria's north east is now in the hands of the Democratic Union Party - the main Kurdish party in the region.
About 2 million Kurds live in the area, making up 10 per cent of the population. There are also significant Kurdish populations in Turkey and Iraq and more in Iran.
In Syria, the Kurds suffered discrimination and loss of culture under the ruling Baathist party since the 1960s. Many were granted citizenship only last year by President Assad, after the uprising started.
As Assad's stretched security forces left parts of the north east, Kurdish committees have taken more control.
Al Jazeera's Hoda Abdel Hamid is the first international reporter to travel to the region since the uprising began last March.

The Under-Secretary-General for Peace Operations Jean-Pierre Lacroix said, the fall of the Assad government in Syria and the “entry, presence and activities” of the Israel Defence Forces (IDF) in the area of separation, “has made it particularly challenging” for the United Nations Disengagement Observer Force (UNDOF) and the Observer Group Golan (OGG).
Briefing journalists in New York upon visiting Syria and Israel, Lacroix said, “I obviously reiterated our concern about the presence of the IDF in the area of separation. It's clearly a violation of the 1974 agreement between Israel and Syria. I also indicated that UNDOF had received a number of complaints from the local inhabitants of particularly in the centre of the area of operations. And we, expressed the importance of addressing these concerns.”
He said he had conveyed a message to both the Israeli government and Syria’s caretaker government, “to fully facilitate UNDOF’s mandated activities, including inspections in the respective, areas of limitation that are adjacent to the area of separation, ensure freedom of movement to UN personnel.”
Turning to the DRC, Lacroix said, “the situation remains tense and volatile, with occasional shooting continuing within the city.”
He said the UN Mission in the country’s (MONUSCO’s) positions “were again resupplied, which is critically important because in those positions, we do not only have MONUSCO personnel, but we have also, significant number of people basically, who have been seeking shelter in those bases.”
The airport’s runways, the peacekeeping Chief noted, “is currently not operable” as it has “sustained significant damages in the recent fighting, and we cannot use it for now.”
Lacroix underlined that “MONUSCO bases are under stress, but also in some cases, they have been under threat in terms of, you know, the presence of, disarmed FRDC soldiers. And I want to really again call for the respect, the full respect, of the inviolability of our UN premises.”
He said, “we are concerned not only as far as the eastern DRC is concerned, but this has if you look at the past, some of this has the potential of triggering a wider regional conflict and therefore it is of the utmost important that all diplomatic efforts should be geared to avoiding this and bringing about this decision of hostilities.”
Lacroix said, the rebel group M23 and the Rwanda Defence Force (RDF) militias “are about 60km, north of, Bukavu; seem to be moving quite fast. There is an airport, in the vicinity of where they are, I think, a few kilometres south, which is Kavumu.”
He noted that Secretary-General António Guterres has spoken to Rwandan President Paul Kagame as well as Congolese President Félix Tshisekedi emphasising the importance of the protection of civilians and the safety and security of UN personnel.
He said, I think, “the protection of respect to the safety and security of UN personnel, is an international obligation for all member states. And that applies to Rwanda, that applies to all.”
Humanitarian organizations in Goma continue to assess the impact of the crisis, including the widespread looting of warehouses and the offices of aid organizations.
The World Health Organization and partners conducted an assessment with the Government between 26 to 29 January and reported that 700 people have been killed and 2,800 people injured and that are receiving treatment in health facilities. These numbers are expected to rise as more information becomes available.
In Goma itself, access to safe drinking water remains cut off, forcing people to rely on untreated water from Lake Kivu. Without urgent action, OCHA cautions that the risk of waterborne disease outbreaks will just continue to increase.
For its part, the International Organization for Migration says today that several displacement sites, including on the outskirts of Goma - where over 300,000 have been displaced have been partially or completely emptied.

Russia held talks with the new leader of Syria, Ahmed al-Sharaa, at which, in addition to compensation for damages, it was demanded to extradite former President Bashar al-Assad, whom Moscow is sheltering.
But according to Sergei Danilov, Deputy Director of the Center for Middle Eastern Studies, the extradition of Assad by Russia to the new government in Syria is absolutely disadvantageous. He told to Glavred media outlet that because then he will start talking, and obviously his fate will be completely different from Gaddafi's. “He will be tried, not killed, he will start talking about everything: about Russia, about how they planned strikes on Aleppo together, were involved in drug business and many other things, which are very disadvantageous for Russia. Therefore, in fact, not even financial compensation for the Syrian cities destroyed by Russian bombing, but the transfer of Assad is a serious problem for Russia in the demands that the new government of Syria has de facto put forward”, expert added.
According to him, therefore, the Russians will try to act traditionally: to look for the weak points of the new government, to demonstrate their usefulness, to create problems and at the same time to offer their solution, to bribe the right people. They will also look for personal gain for Sharaa or certain people in his circle, to pit certain factions of Islamists who came to power against each other - to create problems for them and to solve them after some time, when they become a threat to Sharaa or the new government.
“That is, Russia will use all the gangster methods that were used by criminal groups in the 1990s in Russia and Ukraine. And in general, the Russian Federation will invest in instability in Syria. They will invest resources so that different factions fight among themselves, so that radical extremist forces on both sides - among the Islamists, the remnants of the former regime, the Kurds and ethno-confessional minorities – antagonize”, he added.
According to him, the goal is one - to reduce the legitimacy of power and make it weak. If Sharaa completely refuses to play by Russia's rules, its best option would be to turn Syria into an uncontrolled state, where there are many centers of power. So that in each region or city there are separate field commanders with whom it will be necessary to negotiate, because then a strong centralized state will not be able to expel Russian troops.
Can Turkiye and the US prevent this? It is unknown, because this is always a dynamic process. There is never a clear answer to such questions in advance.
Why don't smart people start a war? Because war never has a predictable outcome unless you have a 10 or 100 times advantage over your opponent. In the Syrian scenario, there is no such advantage. So, theoretically, it is possible to thwart Russia's plans, but in practice, no one knows the answer.

Abstract:
This paper introduces a method for automatic workflow extraction from texts using Process-Oriented Case-Based Reasoning (POCBR). While the current workflow management systems implement mostly different complicated graphical tasks based on advanced distributed solutions (e.g. cloud computing and grid computation), workflow knowledge acquisition from texts using case-based reasoning represents more expressive and semantic cases representations. We propose in this context, an ontology-based workflow extraction framework to acquire processual knowledge from texts. Our methodology extends classic NLP techniques to extract and disambiguate tasks in texts. Using a graph-based representation of workflows and a domain ontology, our extraction process uses a context-based approach to recognize workflow components : data and control flows. We applied our framework in a technical domain in bioinformatics : i.e. phylogenetic analyses. An evaluation based on workflow semantic similarities on a gold standard proves that our approach provides promising results in the process extraction domain. Since the start of the Syrian civil war, Kurdish people in the North have carved out an autonomous region of their own — Rojava — by fighting the Islamic State. Their militias, which form the Syrian Democratic Forces (SDF), have emerged as the most effective fighters against ISIS and won them a close partnership with the US.
The ruling Kurdish Party, the PYD, has set up a democratic federation made of local governments. Their constitution claims to accept people of all ethnicities and religions and treat them as equals. One of its central tenets is equality of men and women. In fact, the all-female Women’s Protection Unit (YPJ) militia fights alongside the SDF, and they’re known to be especially good soldiers.
But the more territory the Kurds take from ISIS, the more worried Turkey gets.
Turkey has been at war with another closely linked Kurdish group, the PKK, for decades. In 2018, Turkey invaded the Syrian Kurdish enclave of Afrin, putting the country in direct conflict with the Kurds of Rojava.

But now Donald Trump’s plan to withdraw from the war-torn country is expected to leave a massive power vacuum there. This leaves Donald Trump and Recep Erdogan to figure out how to balance their interests in the new geopolitical landscape. And one big issue is the fate of Syria’s Kurds. While the United States considers Kurdish forces a major ally in the region, Turkey says that they’re a threat.

Just days after the U.S. withdrawal was abruptly announced, Turkey laid out their intentions to enter northeastern Syria and take out the Kurdish YPG, which is the armed wing of Syria’s Kurdish Democratic Union Party, also known as the PYD. Since then, the Trump administration has attempted to negotiate protections for the Kurds, but Erdogan’s government has refused to make any concessions. And they’ve even asserted that their invasion will happen with or without the presence of American troops in the region. The Kurds’ recent struggle is only the latest in a series of political setbacks since the end of World War I.
They were initially promised an independent state, by then-leader of Turkey, Mustafa Kemal Ataturk. But he changed his mind and rejected the deal -- and the land claimed by the Kurds was divided between four countries: Syria, Iraq, Turkey, and Iran. This left the Kurds as vulnerable minorities in each of these states. And in each of these states, the Kurds have endured decades of repression. But why does the US care what happens to Kurds in Syria?
CORRECTION: In our video we state that Mustafa Kemal Ataturk promised the Kurds an independent state. An agreement to consider an independent Kurdish state was actually made in the 1920 Treaty of Sevres. The treaty was later rejected by Mustafa Kemal Ataturk and other Turkish nationalists.

Control of large parts of Syria's north east is now in the hands of the Democratic Union Party - the main Kurdish party in the region.
About 2 million Kurds live in the area, making up 10 per cent of the population. There are also significant Kurdish populations in Turkey and Iraq and more in Iran.
In Syria, the Kurds suffered discrimination and loss of culture under the ruling Baathist party since the 1960s. Many were granted citizenship only last year by President Assad, after the uprising started.
As Assad's stretched security forces left parts of the north east, Kurdish committees have taken more control.
Al Jazeera's Hoda Abdel Hamid is the first international reporter to travel to the region since the uprising began last March.

Ahmed Meraai is a Syrian Kurd - he left Qamishly in northeastern Syria seven months ago to work in the Kurdish region of northern Iraq. He wants his rights as a Kurd to be recognised in the new Syria. President of the Kurdish region of Iraq, Massoud Barzani, admits to training Syrian Kurds to run their own region by pushing Syrian Kurdish parties to unite in order to gain their rights. The Supreme Kurdish Body was formed last July but the mistrust among its members remains deep. Al Jazeera's Oman al-Saleh reports from Erbil.

Kurds in Syria
Kurds in Syria refers to people born in or residing in Syria who are of Kurdish origin. The Kurds are the largest ethnic minority in Syria, comprising less than 10% of the country's population according to the CIA, or 10 to 15 according to Minority Rights Group International. Syrian Kurds have faced routine discrimination and harassment by the government.
"Syrian Kurdistan" (Kurdish: Kurdistana Sûriyê) is an unofficial name used by some to describe the Kurdish inhabited regions of northern and northeastern Syria. The northeastern Kurdish inhabited region covers the greater part of Hasakah Governorate. The main cities in this region are Al-Qamishli and Al-Hasakah. Another region with significant Kurdish population is Kobanî (officially known as Ayn al-Arab) in the northern part of Syria near the town of Jarabulus and also the city of Afrin and its surroundings along the Turkish border.
Many Kurds seek political autonomy for the Kurdish inhabited areas of Syria, similar to Iraqi Kurdistan in Iraq, or outright independence as part of Kurdistan. The name Rojava (Kurdish: Rojavayê Kurdistanê) is also used by Kurds to name the Syrian Kurdish inhabited areas in relation to Kurdistan. Since the Syrian Civil War, Syrian government forces have abandoned many Kurdish-populated areas, leaving the Kurds to fill the power vacuum and govern these areas autonomously.

The Under-Secretary-General for Peace Operations Jean-Pierre Lacroix said, the fall of the Assad government in Syria and the “entry, presence and activities” of the Israel Defence Forces (IDF) in the area of separation, “has made it particularly challenging” for the United Nations Disengagement Observer Force (UNDOF) and the Observer Group Golan (OGG).
Briefing journalists in New York upon visiting Syria and Israel, Lacroix said, “I obviously reiterated our concern about the presence of the IDF in the area of separation. It's clearly a violation of the 1974 agreement between Israel and Syria. I also indicated that UNDOF had received a number of complaints from the local inhabitants of particularly in the centre of the area of operations. And we, expressed the importance of addressing these concerns.”
He said he had conveyed a message to both the Israeli government and Syria’s caretaker government, “to fully facilitate UNDOF’s mandated activities, including inspections in the respective, areas of limitation that are adjacent to the area of separation, ensure freedom of movement to UN personnel.”
Turning to the DRC, Lacroix said, “the situation remains tense and volatile, with occasional shooting continuing within the city.”
He said the UN Mission in the country’s (MONUSCO’s) positions “were again resupplied, which is critically important because in those positions, we do not only have MONUSCO personnel, but we have also, significant number of people basically, who have been seeking shelter in those bases.”
The airport’s runways, the peacekeeping Chief noted, “is currently not operable” as it has “sustained significant damages in the recent fighting, and we cannot use it for now.”
Lacroix underlined that “MONUSCO bases are under stress, but also in some cases, they have been under threat in terms of, you know, the presence of, disarmed FRDC soldiers. And I want to really again call for the respect, the full respect, of the inviolability of our UN premises.”
He said, “we are concerned not only as far as the eastern DRC is concerned, but this has if you look at the past, some of this has the potential of triggering a wider regional conflict and therefore it is of the utmost important that all diplomatic efforts should be geared to avoiding this and bringing about this decision of hostilities.”
Lacroix said, the rebel group M23 and the Rwanda Defence Force (RDF) militias “are about 60km, north of, Bukavu; seem to be moving quite fast. There is an airport, in the vicinity of where they are, I think, a few kilometres south, which is Kavumu.”
He noted that Secretary-General António Guterres has spoken to Rwandan President Paul Kagame as well as Congolese President Félix Tshisekedi emphasising the importance of the protection of civilians and the safety and security of UN personnel.
He said, I think, “the protection of respect to the safety and security of UN personnel, is an international obligation for all member states. And that applies to Rwanda, that applies to all.”
Humanitarian organizations in Goma continue to assess the impact of the crisis, including the widespread looting of warehouses and the offices of aid organizations.
The World Health Organization and partners conducted an assessment with the Government between 26 to 29 January and reported that 700 people have been killed and 2,800 people injured and that are receiving treatment in health facilities. These numbers are expected to rise as more information becomes available.
In Goma itself, access to safe drinking water remains cut off, forcing people to rely on untreated water from Lake Kivu. Without urgent action, OCHA cautions that the risk of waterborne disease outbreaks will just continue to increase.
For its part, the International Organization for Migration says today that several displacement sites, including on the outskirts of Goma - where over 300,000 have been displaced have been partially or completely emptied.

Russia held talks with the new leader of Syria, Ahmed al-Sharaa, at which, in addition to compensation for damages, it was demanded to extradite former President Bashar al-Assad, whom Moscow is sheltering.
But according to Sergei Danilov, Deputy Director of the Center for Middle Eastern Studies, the extradition of Assad by Russia to the new government in Syria is absolutely disadvantageous. He told to Glavred media outlet that because then he will start talking, and obviously his fate will be completely different from Gaddafi's. “He will be tried, not killed, he will start talking about everything: about Russia, about how they planned strikes on Aleppo together, were involved in drug business and many other things, which are very disadvantageous for Russia. Therefore, in fact, not even financial compensation for the Syrian cities destroyed by Russian bombing, but the transfer of Assad is a serious problem for Russia in the demands that the new government of Syria has de facto put forward”, expert added.
According to him, therefore, the Russians will try to act traditionally: to look for the weak points of the new government, to demonstrate their usefulness, to create problems and at the same time to offer their solution, to bribe the right people. They will also look for personal gain for Sharaa or certain people in his circle, to pit certain factions of Islamists who came to power against each other - to create problems for them and to solve them after some time, when they become a threat to Sharaa or the new government.
“That is, Russia will use all the gangster methods that were used by criminal groups in the 1990s in Russia and Ukraine. And in general, the Russian Federation will invest in instability in Syria. They will invest resources so that different factions fight among themselves, so that radical extremist forces on both sides - among the Islamists, the remnants of the former regime, the Kurds and ethno-confessional minorities – antagonize”, he added.
According to him, the goal is one - to reduce the legitimacy of power and make it weak. If Sharaa completely refuses to play by Russia's rules, its best option would be to turn Syria into an uncontrolled state, where there are many centers of power. So that in each region or city there are separate field commanders with whom it will be necessary to negotiate, because then a strong centralized state will not be able to expel Russian troops.
Can Turkiye and the US prevent this? It is unknown, because this is always a dynamic process. There is never a clear answer to such questions in advance.
Why don't smart people start a war? Because war never has a predictable outcome unless you have a 10 or 100 times advantage over your opponent. In the Syrian scenario, there is no such advantage. So, theoretically, it is possible to thwart Russia's plans, but in practice, no one knows the answer.

On September 17, 2018, Russian military operation in Syria reached a new height – Russian reconnaissance military plane IL-20 was downed by a missile from the S-200 air defense complex supplied by Russia to Syria. Moreover, the details provided in this video also suggest that it was Russians who were operating that S-200 complex.
The fact that Russian weapon can shoot down Russian military plane is amazing on its own. The friend-enemy identification system must be something of what Russian military industry is not aware yet. To explain how this could ever happen in the 21-st century, Russians started to complain that it was all because of the coward Israeli F-16’s that mislead the advanced Russian air defense system.
What is even more funny is that just a few months ago Russians claimed that Syrian S-200 air defense downed 70% of US Tomahawk missiles: https://www.youtube.com/watch?v=NFFQ1yvKQ34
This is hilarious, since after the incident with the downed IL-20, it became obvious that S-200 are not only incapable of hitting the right target, but also cannot distinguish an airplane from elephant’s butt.

Abstract:
This paper introduces a method for automatic workflow extraction from texts using Process-Oriented Case-Based Reasoning (POCBR). While the current workflow management systems implement mostly different complicated graphical tasks based on advanced distributed solutions (e.g. cloud computing and grid computation), workflow knowledge acquisition from texts using case-based reasoning represents more expressive and semantic cases representations. We propose in this context, an ontology-based workflow extraction framework to acquire processual knowledge from texts. Our methodology extends classic NLP techniques to extract and disambiguate tasks in texts. Using a graph-based representation of workflows and a domain ontology, our extraction process uses a context-based approach to recognize workflow components : data and control flows. We applied our framework in a technical domain in bioinformatics : i.e. phylogenetic analyses. An evaluation based on workflow semantic similarities on a gold standard proves that our approach provides promising results in the process extraction domain.
