STORYLINE:
Delegates at the
Asia-Pacific Economic Cooperation (APEC) forum held a third day of meetings at the Mexican resort town of Cabo San Lucas, in
Baja, on Wednesday .
Security was tight at the remote tourist resort, known for its sports fishing and golf courses.
Mexico's
President Vicente Fox will host heads of state and ministers from 21 nations at the meeting this week.
Delegates are preparing to make the war on global terror the main focus of this year's discussions.
They are already working on a counter-terrorism statement that will be presented to heads of state during the summit.
US Secretary of State Colin Powell arrived in Mexico on Wednesday for the summit.
Powell flew to the resort town of Cabo San Lucas and went directly into meetings with Mexican
Foreign Secretary Jorge Castaneda.
The two appeared briefly to answer questions from college students, who asked how countries can prevent terrorist attacks.
President Bush arrives in Cabo San Lucas on Friday.
