Two Baton Rouge police officers acted in self-defense and were justified in fatally shooting a man who shot and wounded them after a car chase in February, a prosecutor said Monday. East Baton Rouge Parish District Attorney Hillar Moore's office released dramatic body camera and dashcam videos from the Feb. 13 gunbattle that killed the suspect, 22-year-old Calvin Smith, and wounded officers Theodore Smith III and Sean Garic.
The video shows Calvin Smith exit his car and immediately open fire on the two officers with a semi-automatic rifle as they arrive in their vehicles at the end of the chase. The officers returned fire, fatally wounding Smith. "Shots fired! Officer hit!" one of the wounded officers shouts over the blaring of sirens after the gunfire stops. "Two officers hit!" The gun battle lasted about 20 seconds. The suspect fired at least 20 shots, while the officers fired a total of at least 34 shots between them, Moore said.
Moore said he had "no idea" how the officers survived the shooting. "All I can say is that God must have been with them and protected them," Moore said at a news conference Monday announcing the results. Calvin Smith died at a hospital several hours after the shooting. The officers were released from the hospital less than three days after. Authorities said the officers were responding to a domestic disturbance when Smith led them on a chase through a neighborhood that ended outside his home.
Gina Chambers has said Calvin Smith, the son of her godmother, had been living at her Baton Rouge home since December after recently moving from Shreveport. On the morning of the shooting, Chambers told reporters that Smith has been grappling with "mental issues" and had attempted suicide. Moore's report on the shooting said Smith had severe depression and recently stopped taking his medication after developing "adverse" side effects in recent months. A recent break-up with his girlfriend caused him "great distress" and exacerbated his mental health problems, the report said.
Chambers said Smith received mental health treatment last year after the suicide attempt at a Shreveport hospital. On the day of the shooting, Chambers said, she didn't see any obvious signs of distress before the shooting. Moore said Smith had been on probation for a 2014 conviction in East Baton Rouge Parish for indecent behavior with a juvenile. Smith was black; one of the officers is white and the other is black, according to Moore.
Moore said he met separately with Smith's mother and other relatives and with the two officers who were wounded before releasing his findings and posting video of the shooting on his office's website. Moore said it was "extremely emotional" for Smith's relatives to see the footage.
"They indicate that the person who fired at these officers was in no way the child that they raised and the child that they knew," Moore said. "The family was very concerned for the safety of the officers, and they were sorry that Mr. Smith had placed them in this position."

/ˌbætən ˈruːʒ/; French: Bâton-Rouge [bɑtɔ̃ ʁuʒ] (
listen); Choctaw: Itta Homma; "red stick") is the capital of the U.S. state of Louisiana. It is located in East Baton Rouge Parish and is the second-largest city in the state.
Baton Rouge is a major industrial, petrochemical, medical, and research center of the American South. The Port of Baton Rouge is the ninth largest in the United States in terms of tonnage shipped, and is the farthest upstream Mississippi River port capable of handling Panamax ships.
The Baton Rouge area, also known as the "Capital Area", is located in the southeast portion of the state along the Mississippi River. It owes its historical importance to its site upon Istrouma Bluff, the first bluff upriver from the Mississippi River Delta, which protects the city’s residents from flooding, hurricanes, and other natural disasters. In addition to this natural barrier, the city has built a levee system stretching from the bluff southward to protect the riverfront and low-lying agricultural areas.

Two Baton Rouge police officers acted in self-defense and were justified in fatally shooting a man who shot and wounded them after a car chase in February, a prosecutor said Monday. East Baton Rouge Parish District Attorney Hillar Moore's office released dramatic body camera and dashcam videos from the Feb. 13 gunbattle that killed the suspect, 22-year-old Calvin Smith, and wounded officers Theodore Smith III and Sean Garic.
The video shows Calvin Smith exit his car and immediately open fire on the two officers with a semi-automatic rifle as they arrive in their vehicles at the end of the chase. The officers returned fire, fatally wounding Smith. "Shots fired! Officer hit!" one of the wounded officers shouts over the blaring of sirens after the gunfire stops. "Two officers hit!" The gun battle lasted about 20 seconds. The suspect fired at least 20 shots, while the officers fired a total of at least 34 shots between them, Moore said.
Moore said he had "no idea" how the officers survived the shooting. "All I can say is that God must have been with them and protected them," Moore said at a news conference Monday announcing the results. Calvin Smith died at a hospital several hours after the shooting. The officers were released from the hospital less than three days after. Authorities said the officers were responding to a domestic disturbance when Smith led them on a chase through a neighborhood that ended outside his home.
Gina Chambers has said Calvin Smith, the son of her godmother, had been living at her Baton Rouge home since December after recently moving from Shreveport. On the morning of the shooting, Chambers told reporters that Smith has been grappling with "mental issues" and had attempted suicide. Moore's report on the shooting said Smith had severe depression and recently stopped taking his medication after developing "adverse" side effects in recent months. A recent break-up with his girlfriend caused him "great distress" and exacerbated his mental health problems, the report said.
Chambers said Smith received mental health treatment last year after the suicide attempt at a Shreveport hospital. On the day of the shooting, Chambers said, she didn't see any obvious signs of distress before the shooting. Moore said Smith had been on probation for a 2014 conviction in East Baton Rouge Parish for indecent behavior with a juvenile. Smith was black; one of the officers is white and the other is black, according to Moore.
Moore said he met separately with Smith's mother and other relatives and with the two officers who were wounded before releasing his findings and posting video of the shooting on his office's website. Moore said it was "extremely emotional" for Smith's relatives to see the footage.
"They indicate that the person who fired at these officers was in no way the child that they raised and the child that they knew," Moore said. "The family was very concerned for the safety of the officers, and they were sorry that Mr. Smith had placed them in this position."

Ryan Heck is a native of Baton Rouge and a graduate of Parkview Baptist High School. He is among the first-generation in his family to attend college, earning both an undergraduate degree in construction management and a master's degree in business administration from LSU. Ryan comes from a hardworking family. This includes his grandfather who founded Heck Industries, formerly know as Altex, in 1957. His entire life, Ryan has been surrounded by people who taught him the secret to success -- “show up early, work hard, and exceed expectations.”
Ryan put these lessons to work and founded his own business, Cajun Ready Mix Concrete. He knows that hard work and dedication are the way to win in business and in life. As a businessman, he also understands that burdensome regulations and excessive taxes kill economic growth. For this reason, as a Metro-Councilman, Ryan consistently challenges the status quo by fighting tax increases and working to implement innovative ways to expand Louisiana’s economy. One prime example of his ability to get things done is his work to bring Uber, the popular rideshare app, to Baton Rouge.
Ryan’s efforts to fight crony capitalism and corporate welfare have led to continued reform and accountability. While on the council, he shook up the Capital Area Transit System’s (CATS) Board of Directors because of their inability to operate in a fiscally responsible way. As a state representative, he will actively root out the corruption and cronyism that has been holding Louisiana back for decades. Ryan continues to be a fiscal conservative leader fighting for a reduced budget. Fighting to roll back all recent tax increases and delivering a more efficient government are among his top priorities.
Ryan has represented District 11 on the East Baton Rouge Parish Metropolitan Council since January 2013. This district covers many well known neighborhoods such as Old Goodwood, Tara, Bocage / Jefferson Place, Westminster, and Jefferson Terrace. He has demonstrated his leadership and displayed his values by being a consistent, conservative voice for commonsense solutions.
Ryan and his wife, Loredana, are the proud parents of Isabella and Roman. He and his wife have raised their children with conservative, Christian values that guide them every day. Ryan is proudly pro-life, a Lifetime Member of the National Rifle Association, and will fight to protect the rights and culture of our community.

The East Baton Rouge Sheriff’s Office K-9 Team was named the 2015 United States Police Canine Association Region 10 Champions just six months after receiving the Top Dog award in the National Trials.
Captain James Broussard and K-9 INDO received the Top Dog award as well as winning first place in Patrol, Agility, Article Search, Box Search and Scent Work in the local Regional Trials held this past week. This past October, Captain Broussard and INDO attended the 2014 USPCA trials held in Wilson, NC. where forty-six agencies participated with 104 Police K-9 teams, representing 26 Regions from the USPCA and were named the 2014 USPCA National Champions, making them the first-ever Region 10 team to win from Louisiana. The duo scored 693.34 points out of a possible 700, receiving perfect scores in three of the five events. The duo has a long history of winning trials as they recieved the Regional Top Dog award in 2013 as well as First Place in Patrol. In 2014, the pair came in Second Place in the Regional Trials, though went on to win First Place

Some members of Kevin Gates’ BWA camp have been accused of operating a violent drug trafficking network in Baton Rouge.
A 58-page federal indictment that was unsealed Thursday reveals significant drug trafficking, racketeering, firearm and conspiracy charges, according to the New Orleans Times-Picayune. The indictment also alleges a murder plot, threats to use a hatchet to cut off fingers, use of a daycare to distribute and store cocaine and proceeds from cocaine sales, and using a child to help transport 18 kilograms of cocaine.
The defendants in the 29-month drug ring investigation, dubbed “Operation Third World,” are accused of planning sales of drugs, including, ecstasy, cocaine and marijuana, in 2013, according to The Advocate.
The indictment lists 39 people. During their arrests, agents reportedly seized cocaine, an assault rifle, a shotgun, three handguns and more than $150,000 in cash.
Those named in the indictment are listed below:
Kelly D. Williams, 39, of Baton Rouge, is charged with conspiracy to distribute and possess with the intent to distribute cocaine and cocaine base; distribution of 28 grams or more of crack cocaine; distribution of oxycodone; conspiracy to acquire controlled substances by fraud; felon in possession of a firearm; unlawful use of communications facilities; and forfeiture.
Charles C. London, 39, of Baton Rouge, is charged with conspiracy to distribute and possess with the intent to distribute cocaine and cocaine base; distribution of MDMC and BZP; distribution of 28 grams or more of crack cocaine; distribution of cocaine, MDMC and 4-FMC; distribution of cocaine and BZP; distribution of cocaine; possession with intent to distribute BZP; felon in possession of a firearm; possession of a firearm in furtherance of a drug trafficking crime; unlawful use of communications facilities; and forfeiture.
C’Prien C. Nicholas, age 30, of Gonzales, is charged with conspiracy to distribute and possess with the intent to distribute cocaine and cocaine base; possession with intent to distribute 5 kilograms or more of cocaine; unlawful travel in aid of a racketeering enterprise; unlawful use of communications facilities; and forfeiture.
Demitoris C. Alexander, 49, of Gonzales, is charged with conspiracy to distribute and possess with the intent to distribute cocaine and cocaine base; possession with intent to distribute 5 kilograms or more of cocaine; unlawful use of communications facilities; and forfeiture.
Tachi J. Williams, 29, of Gonzales, is charged with conspiracy to distribute and possess with the intent to distribute cocaine and cocaine base; unlawful use of communications facilities; and forfeiture.
Artey D. Foulcard, 36, of Franklin, is charged with conspiracy to distribute and possess with the intent to distribute cocaine and cocaine base; unlawful use of communications facilities; and forfeiture.
