The National Assembly for Wales (Welsh: Cynulliad Cenedlaethol Cymru) is a devolved assembly with power to make legislation in Wales. It is commonly also known as the Welsh Assembly. The Assembly comprises 60 members, who are known as Assembly Members, or AMs (Aelod y Cynulliad). Members are elected for five-year terms under an additional members system, where 40 AMs represent geographical constituencies elected by the plurality system, and 20 AMs represent five electoral regions using the d'Hondt method of proportional representation.
The Assembly was created by the Government of Wales Act 1998, which followed a referendum in 1997. The Assembly had no powers to initiate primary legislation until limited law-making powers were gained through the Government of Wales Act 2006. Its primary law-making powers were enhanced following a Yes vote in the referendum on 3 March 2011, making it possible for it to legislate without having to consult the UK parliament or the Secretary of State for Wales in the 20 areas that are devolved.
National Assembly politically is either a legislature, or the lower house of a bicameral legislature in some countries. In the English language it generally means "an assembly composed of the representatives of the nation." The population base represented by this name is manifestly the nation as a whole, as opposed to a geographically select population, such as that represented by a provincial assembly. Its powers vary according to the type of government. It may possess all the powers, generally governing by committee, or it may function within the legislative branch of the government.
The name also must be distinguished from the concept. Conceptually such an institution may appear under variety of names, especially if "national assembly" is being used to translate foreign names of the same concept into English. Also, the degree to which the National Assembly speaks for the nation is a variable. To achieve a quorum, the ancient Athenian Assembly employed Scythian police to arrest citizens at random from the street. On the other hand, the early Parliaments of Europe were mainly of an aristocratic composition. The word had its origins and inspirations from the National Assembly that was responsible for drafting a constitution during the French Revolution.
Wales (i/ˈweɪlz/; Welsh: Cymru [ˈkəm.rɨ]) is a country that is part of the United Kingdom and the island of Great Britain, bordered by England to its east, the Irish Sea to its north and west, and the Bristol Channel to its south. It had a population in 2011 of 3,063,456 and has a total area of 20,779 km2 (8,023 sq mi). Wales has over 1,680 miles (2,700 km) of coastline and is largely mountainous, with its higher peaks in the north and central areas, including Snowdon (Yr Wyddfa), its highest summit. The country lies within the north temperate zone and has a changeable, maritime climate.
Welsh national identity emerged among the Celtic Britons after the Roman withdrawal from Britain in the 5th century, and Wales is regarded as one of the modern Celtic nations. Llywelyn ap Gruffudd's death in 1282 marked the completion of Edward I of England's conquest of Wales, though Owain Glyndŵr briefly restored independence to what was to become modern Wales, in the early 15th century. The whole of Wales was annexed by England and incorporated within the English legal system under the Laws in Wales Acts 1535–1542. Distinctive Welsh politics developed in the 19th century. Welsh Liberalism, exemplified in the early 20th century by Lloyd George, was displaced by the growth of socialism and the Labour Party. Welsh national feeling grew over the century; Plaid Cymru was formed in 1925 and the Welsh Language Society in 1962. Established under the Government of Wales Act 1998, the National Assembly for Wales holds responsibility for a range of devolved policy matters.

The proposed Parliament is the latest step in plans to devolve power in the United Kingdom.. Last week, Scotland voted to introduce a separate parliament. Sunrise over Cardiff... and the prospect of a new dawn for Wales. If the people vote 'yes' today, they will have an assembly that will control millions of pounds in taxpayers money. Over the past two decades, Cardiff Bay has blossomed under urban regeneration. The modernist architecture of the new National Assembly building is self proclaimed to reflect transparency. The funnel is both an innovative architectural and environmentally conscious feature that lowers the buildings electricity costs and provides advanced ventilation. In the Oriel, you can chat with friends in the café, watch Assembly Members debating in the Siambr below, or enjoy the wrap around view of the bay. If its Victorian neighbors signify the...

In the United Kingdom, devolution refers to the statutory granting of powers from the Parliament of the United Kingdom to the Scottish Parliament, the National Assembly for Wales, the Northern Ireland Assembly and the London Assembly and to their associated executive bodies the Scottish Government, the Welsh Government, the Northern Ireland Executive and the Greater London Authority. Devolution differs from federalism in that the devolved powers of the subnational authority ultimately reside in central government, thus the state remains, de jure, a unitary state. Legislation creating devolved parliaments or assemblies can be repealed or amended by central government in the same way as any statute. This video is targeted to blind users.
