David W. Titley is a professor of meteorology at Pennsylvania State University and the founding director of their Center for Solutions to Weather and Climate Risk. He was also NOAA's chief operating officer from 2012–2013. Before assuming these positions, he was a rear admiral in, and the chief oceanographer of, the U.S. Navy, in which he served for 32 years. Titley initiated the Navy's Task Force on Climate Change, and serves on the CNA Corporation's Military Advisory Board. He was formerly a climate change skeptic, but later changed his mind after looking at the evidence of what factors influence climate–which are, according to Titley, "what are the larger things doing – what is the ocean doing? What is the sun doing? And what's our atmosphere doing?" Since then, he has described climate change as "one of the driving forces in the 21st century" and said that it contributed to the 2011 Arab Spring.
The Department of Defense requested that Titley present on their behalf at both Congressional Hearings and the Intergovernmental Panel on Climate Change (IPCC) meetings from 2009 to 2011. Titley is a member of the Hoover Institution's Arctic Security Initiative, and serves on the Advisory Boards of the Applied Research Laboratory at Penn State, the Center for Climate and Security, Columbia University's Center for Research on Environmental Decisions, and the Association of Climate Change Officers. He is a member of the National Academies of Science committee on Geoengineering and the Center for Naval Analysis' Military Advisory Board and co-chairs the National Research Council's "A Decadal Survey of Ocean Sciences" committee. Titley sits on the Science and Security Board at the Bulletin of the Atomic Scientists, which, among other things, enables him to participate in the discussions that determine the position of the Bulletin's famed Doomsday Clock. Titley is also on the Advisory Board of Citizens Climate Lobby.
Climate change is a change in the statistical distribution of weather patterns when that change lasts for an extended period of time (i.e., decades to millions of years). Climate change may refer to a change in average weather conditions, or in the time variation of weather around longer-term average conditions (i.e., more or fewer extreme weather events). Climate change is caused by factors such as biotic processes, variations in solar radiation received by Earth, plate tectonics, and volcanic eruptions. Certain human activities have also been identified as significant causes of recent climate change, often referred to as "global warming".
Scientists actively work to understand past and future climate by using observations and theoretical models. A climate record—extending deep into the Earth's past—has been assembled, and continues to be built up, based on geological evidence from borehole temperature profiles, cores removed from deep accumulations of ice, floral and faunal records, glacial and periglacial processes, stable-isotope and other analyses of sediment layers, and records of past sea levels. More recent data are provided by the instrumental record. General circulation models, based on the physical sciences, are often used in theoretical approaches to match past climate data, make future projections, and link causes and effects in climate change.
David (/ˈdeɪvɪd/; Hebrew: דָּוִד, Modern David, Tiberian Dāwîḏ;ISO 259-3 Dawid; Arabic: داوُد Dāwūd; Syriac: ܕܘܝܕ Dawid; Ancient Greek: Δαυίδ; Latin: Davidus, David; Strong's: Daveed) was, according to the Books of Samuel, the second king of the United Kingdom of Israel, and according to the New Testament, an ancestor of Jesus. His life is conventionally dated to c. 1040 – 970 BCE, his reign over Judah c. 1010–970 BCE.
The Books of Samuel, 1 Kings, and 1 Chronicles are the only Old Testament sources of information on David, although the Tel Dan Stele (dated c. 850–835 BCE) contains the phrase בית דוד (bytdwd), read as "House of David", which many scholars confirm to be a likely plausible match to the existence in the mid-9th century BCE of a Judean royal dynasty called the House of David.
Depicted as a valorous warrior of great renown, and a poet and musician credited for composing much of the psalms contained in the Book of Psalms, King David is widely viewed as a righteous and effective king in battle and civil justice. He is described as a man after God's own heart in 1 Samuel 13:14 and Acts 13:22.
Titley is a village and civil parish in Herefordshire, England. It lies on the B4355 between Kington and Presteigne.
In the 2001 census the parish had a population of 167, increasing to 261 at the 2011 Census.
The name, recorded in the Domesday Book as Titelege, is Old English and apparently means "woodland clearing of a man called Titta".
The village of Titley has been occupied for over a thousand years and there is evidence of a pre-conquest priory in the village originally dedicated to an obscure Welsh saint and later subordinate to the abbey of Tiron in France.
Titley lies at the junction of two drovers' roads and was used for the weighing of wool.
Titley's parish church, dedicated to Saint Peter was rebuilt in 1869. The Stagg Inn, known as The Balance until 1833, became in 2001 the first pub in the United Kingdom to be awarded a Michelin Star.
Eywood House was built just west of the village in 1705. A landscaped park was laid out around the house, and an existing kettle lake, Titley Pool, was enlarged. The house was demolished in 1958. Titley Pool is now a nature reserve.
National security is a concept that a government, along with its parliaments, should protect the state and its citizens against all kind of "national" crises through a variety of power projections, such as political power, diplomacy, economic power, military might, and so on.
The concept developed mostly in the United States after World War II. Initially focusing on military might, it now encompasses a broad range of facets, all of which impinge on the non-military or economic security of the nation and the values espoused by the national society. Accordingly, in order to possess national security, a nation needs to possess economic security, energy security, environmental security, etc. Security threats involve not only conventional foes such as other nation-states but also non-state actors such as violent non-state actors, narcotic cartels, multinational corporations and non-governmental organisations; some authorities include natural disasters and events causing severe environmental damage in this category.

Military leaders have known for millennia that the time to prepare for a challenge is before it hits you, says scientist and retired US Navy officer David Titley. He takes us from the humanitarian catastrophe in Syria to the icy shores of Svalbard to show how the military approaches the threat of climate change, in a refreshingly practical, nonpartisan take on climate preparedness. "The ice doesn't care who's in the White House. It doesn't care which party controls your congress. It doesn't care which party controls your parliament," Titley says. "It just melts." “Fake news”. The internet has changed how things are being made and open media production content to a wider number of actors. It doesn’t mean that the power structure has changed. The internet has provided new space that allows people to distribute news. If we add to this social media, it also impacts on how news are produced and consumed. The extent of how people receive their news feed through social media. Public conversations have been about the impact of social media on news. So we have social bubbles, fake news… It is about the impact of these elements. Fake news is created by the idea that it looks to identify. When we talk about fake news we are talking about a symptom of the biggest programme. The reason is why we are talking about fake news is to consider: • Content. What diffe...
