TOTALITARIANIST WELFARE-STATE: Portugal BENEFIT system CRISIS, Social SECURITY, structural POVERTY!
Those relying on welfare to survive in Portugal are facing tough times. Social Security had already spent sixty seven per cent of its annual budget for social subsidies until July. Official numbers say that around two hundred and fifty thousand euros where spent so far. Not enough for a country with structural poverty. ------------------------------------------------------------------------------------------------------------------- The welfare state is the biggest peacetime threat to freedom and prosperity that we face in our time. The welfare state brings economies to their knees and -- unintentionally -- opens the door for totalitarianism. Today we can offer yet another small but telling example of the economic effects of the welfare state. This story, reported by the Washington Examiner, provides a good street view of what happens when government over-promises entitlements to its citizens: Portuguese doctors are staging a 48-hour strike to protest austerity measures they say are weakening the country's publicly-funded health service. The government has to reduce health spending as part of deep budget cuts promised in return for a €78 billion ($96 billion) bailout last year. Socialized, government-run, government-funded health care is one of the most dangerous features of the welfare state. See this book for an overview of the theory, and this one for a study of the malpractice, of single-payer health care. It inevitably brings about a fiscal crisis that always comes on top the contributions toward that same crisis from other welfare-state programs. The Washington Examiner story clearly indicates this when it explains that the Portuguese government had to get a bailout in the first place: the bailout was put in place because the Portuguese government has had problems paying for all its spending for many years -- including health care When a government increases its debt as share of GDP, and does so year after year, then the reason is not a recession -- it is structural over-spending. That, in turn, is the very essence of the welfare state. Other Eurostat numbers show that in 2009 welfare spending -- which technically is poverty relief and only a part of welfare state spending -- was at 27 percent of the Portuguese GDP, up by one third in a decade. This spending crisis has not been helped by the fact that government obviously has to pay for its outlays with taxes. Analyzed over a longer period of time, the Portuguese economy has suffered one of the largest increases in the tax burden of any industrialized country: from 1965 to 2005 the tax burden in Portugal -- taxes as share of GDP -- more than doubled, from 15.9 to 34.7 percent. Only two other countries, Spain and Turkey, saw larger tax increases over that period of time. With all this in mind, it should come as no surprise to anyone that between 2000 and 2010 Portugal's GDP grew at the third slowest rate in the EU, only 0.7 percent per year, adjusted for inflation. With such meager growth comes equally meager growth in the tax base; if you don't keep government spending in check you end up with runaway deficits. And you can't keep government spending in check so long as you keep the welfare state. The expansion was announced on March 15, 2013 and adds nine Civilizations, eight Wonders (the Parthenon, Broadway, Globe Theatre, The Motherland Calls, Borobudur, the Uffizi, the Red Fort, and Prora), two scenarios (American Civil War and Scramble for Africa), Trade Routes, Ideologies, the World Congress which expands the diplomatic aspect of the game, and an improved Cultural Victory, including Tourism, Archaeology and a Great Work mechanic to the core-game. The expansion pack includes and expands on all of the mechanics of Civilization V: Gods & Kings. Brave New World adds the following nine playable civilizations, listed here along with their leaders: Casimir III of Poland, Pedro II of Brazil, Ashurbanipal of Assyria, Shaka of the Zulus, Maria I of Portugal, Gajah Mada of Indonesia, Ahmad al-Mansur of Morocco, Enrico Dandolo of Venice, and Pocatello of the Shoshone. Apart from Portugal and the Zulus, these civilizations are all new to the franchise. Shaka is the only returning leader; while Portugal has appeared twice before, it has never appeared with Maria as its leader. In Civilization V, the player leads a civilization from prehistoric times into the future on a procedurally-generated map, achieving one of a number of different victory conditions through research, exploration, diplomacy, expansion, economic development, government and military conquest. The game is based on an entirely new game engine with hexagonal tiles instead of the square tiles of earlier games in the series. Many elements from Civilization IV and its expansion packs have been removed or changed, such as religion and espionage (although these were reintroduced in its subsequent expansion). The combat system has been overhauled, removing stacking of military units and enabling cities to defend themselves by firing directly on nearby enemies. In addition, the maps contain computer-controlled city-states as non-player characters that are available for trade, diplomacy and conquest. A civilization's borders also expand one tile at a time, favoring more productive tiles, and roads now have a maintenance cost, making them much less common. The game features community, modding, and multiplayer elements. An expansion pack, Civilization V: Gods & Kings, was released on June 19, 2012 in North America and June 22 internationally. It includes features such as religion, espionage, enhanced naval combat and combat AI, as well as nine new civilizations. A second expansion pack, Civilization V: Brave New World, was announced on March 15, 2013. It include features such as international trade routes, a world congress, tourism, great works as well as nine new civilizations and eight additional wonders. "In China, culture and the arts are very closely linked to people and their lives. The street life in Beijing is a 24-hour live show full of music, dance and sports. Over a period of a month residence time (September 2007), I was observing Chinese life, collecting “road images”. When I was there, I saw a city that’s literally exploding, in early transition from the ancient to the modern and clearly in the process of preparing for hosting the 2008 Olympics.” The film is a work from the “simple” experience of observing Chinese life, a document of outdoor performances in Beijing 24-hour street life. It documents the day-to-day process or act of filmmaking. Perhaps it can be best described as an observer’s view of Beijing as it is today. Scenes of what foreigners and certainly tourist travellers may pick up of this huge and sprawling metropolis. Completely observatory in nature, this film is not a social criticism or a cry for help. Portugal public workers go on strike amid new wage cuts
Portuguese public workers have gone on a 24-hour nationwide strike to protest against the government's new round of wage and pension cuts. Among those who joined the walkout on Friday were hospital workers, teachers and trash collectors. Medical workers had hung banners along the railings of hospitals reading, "Against the dismantling of the state" and "Hard-won rights cannot be stolen." Protesters are against the government's new austerity measures introduced in the country's budget for 2014.- published: 08 Nov 2013
