Film commissions are quasi-governmental, non-profit, public organizations that attract motion media production crews (including movies, TV and commercials) to shoot on location in their respective localities, and offer support so that productions can accomplish their work smoothly.
Over 1000 such organizations are active in over 100 countries around the world, mostly in the United States, Europe and Asia. Many of them are organized by local government bodies together with not-for-profit organisations and the like, and serve as the administrative window concerned with attracting and supporting the productions that come to their locality, not only from other parts of their own countries, but from abroad, as well. The Association of Film Commissioners International or AFCI is based in Los Angeles. The mission of the AFCI is to be essential to the advancement and promotion of excellence in the global production of media on location, in an ethical and professional manner, and to this end the organization sets standards and provides professional education, training and business services in the field of Film Commissioning.
The California Film Commission (CFC) was founded in 1985 by then California Governor George Deukmejian to act in an economic development capacity for the state. It is a part of the California Trade and Commerce Agency, formerly the Business, Transportation, and Housing Agency. Its purpose is to enhance California's position as the location of choice for motion picture and television production.
The board is made up of 26 members, appointed by the Governor, the Senate Committee on Rules, and the Speaker of the Assembly, as well as ex officio membership. The commission has two programs: Film California First and Star Program. The former, founded in 2000 by then Governor Gray Davis, refunds location costs to filmmakers for certain locations and expenses. The later offers certain state owned properties for free to filmmakers. There are over 50 local film commissions known as FLICS (Film Locations in California, Statewide) associated with CFC that provide local support for filmmakers and facilitate with the permit process.

It is the most populous U.S. state, with 39 million people, and the third largest state by area (after Alaska and Texas). California is bordered by Oregon to the north, Nevada to the east, Arizona to the southeast, and the Mexican state of Baja California to the south. It contains the nation's second most populous census statistical area (Greater Los Angeles Area) and the fifth most populous (San Francisco Bay Area), and eight of the nation's 50 most populated cities (Los Angeles, San Diego, San Jose, San Francisco, Fresno, Sacramento, Long Beach, and Oakland). Sacramento has been the state capital since 1854.
What is now California was first settled by various Native American tribes before being explored by a number of European expeditions during the 16th and 17th centuries. It was then claimed by the Spanish Empire as part of Alta California in the larger territory of New Spain. Alta California became a part of Mexico in 1821 following its successful war for independence, but was ceded to the United States in 1848 after the Mexican–American War. The western portion of Alta California was organized as the State of California, which was admitted as the 31st state on September 9, 1850. The California Gold Rush starting in 1848 led to dramatic social and demographic change, with large-scale immigration from the east and abroad with an accompanying economic boom.
A film, also called a movie, motion picture or photoplay, is a series of still images which, when shown on a screen, creates the illusion of moving images due to the phi phenomenon. This optical illusion causes the audience to perceive continuous motion between separate objects viewed rapidly in succession. A film is created by photographing actual scenes with a motion picture camera; by photographing drawings or miniature models using traditional animation techniques; by means of CGI and computer animation; or by a combination of some or all of these techniques and other visual effects. The word "cinema", short for cinematography, is often used to refer to the industry of films and filmmaking or to the art of filmmaking itself. The contemporary definition of cinema is the art of simulating experiences to communicate ideas, stories, perceptions, feelings, beauty or atmosphere by the means of recorded or programmed moving images along with other sensory stimulations.

Portantino was a filmmaker before he went to Sacramento. Like many Californians, he originally came here from New Jersey to pursue a career in the film and TV industry.
