Iraq consists of 19 governorates, also known as "provinces". The country was divided into eighteen governorates by Saddam Hussein in the 1970s, which currently remain in place, but plans were announced in 2014 to divide the nation into more governorates. Hussein divided the nation into these governorates and districts for reasons of ethnic manipulation, although it was later found that they were mainly ethnically balanced/neutral. An area of the country that is part of Kurdistan, known as Iraqi Kurdistan, was granted autonomy in 1970. In 2003, after opposition from Kurdish people regarding the division of Kurdistan into governorates, the autonomous standing of Iraqi Kurdistan was re-confirmed in 2005 in the constitution of Iraq.
On 21 January 2014, the Council of Ministers of the Government of Iraq announced that two new governorates Tal Afar and Tuz Khurmatu would be formed from the current Nineveh Governorate and Saladin Governorate, respectively. It was also announced that the city of Fallujah of the Al Anbar Governorate would become a separate governorate, which was announced in response to a Sunni Islamist uprising in the city. Also in 2014, Nechervan Barzani, the Prime Minister of the Kurdistan Regional Government, announced that the city of Halabja would become a separate governorate, and he signed this decision on 13 March 2014. The President of the Kurdistan Regional Government Masoud Barzani signed and ratified this directive on 16 March 2014, turning the district of Halabja into a new governorate.

Since the beginning of its operation in Syria on September 30, Russian Air Force has carried out 1,391 sorties in Syria, destroying a total of 1,623 terrorist targets. In particular, Russian warplanes destroyed 249 ISIS command posts, 51 training camps, and 131 depots, Andrey Kartapolov, head of the Russian General Staff Main Operations Directorate said on Friday. According to him, militants in Syria are trying to redeploy forces from Iraq and other neighboring states, but their morale and training levels are very low.
For the last six days, ISIS has blockaded the Syrian Government’s only supply route to the provincial capital of the Aleppo Governorate. However, for the last 48 hours, the Syrian Arab Army (SAA) and Hezbollah have worked to restore the security of this vital highway that stretches across the Khanasser Plains of east Hama. The SAA and Hezbollah are currently less than 1km away from liberating the Khanasser-Ithriya highway.
Meanwhile, southwest of Ithriyah, ISIS launched another assault on the imperative hilltop of Tal Khayber, targeting the NDF positions at the southeastern perimeter of the hill. The assault was beaten back.
ISIS has recently shifted its focus from Khanasser-Ithriya Highway to the Salamiyah-Ithriya Road, where the SAA reinforces their soldiers at the crucial city of Ithriya. If it falls, the SAA at the latter city will be cutoff from their main supply line.
According to reports the leaders of the al-Nusra terrorist group operating in the Syrian province of Hama have decided to join forces with ISIS as the Syrian army continues its offensive.
Separately, the SAA and the NDF continued their advance to the Kuweires Military Airport, capturing several building blocks from ISIS inside the town of Sheikh Ahmad in the Deir Hafer Plains. Then they captured the Railroad barrier inside the eastern district of the town. This allowed for the Syrian Armed Forces to cross the Aleppo-Baghdad railroad that passes through the east Aleppo.

Pro-government forces are advancing in the Aleppo, Latakia, Idlib, Hama and Damascus provinces. Despite the efforts on the ground and in the air, terrorists are holding their positions in a number of areas which have been turned in heavily protected points since the start of the Syrian war. Furthermore, and al-Nusra and ISIS have already united their military efforts in the Hama province.
Separately, some al-Nusra units joined to the Ahrar ash-Sham group which Western media and officials call “moderate rebels”. Some other terrorist groups are also seeking to rebrand themselves in order to argue that the Russian anti-ISIS coalition fights against “moderate opposition” instead of terrorists.
On October 26, the Jund al-Aqsa militant group leaved the Army of Conquest (Jaish al-Fatah) military operations coalition. The official reason was that another member of the Army of Conquest, Ajnad al-Sham suggested to fight ISIS. According to reports, ISIS executed about 200 militants tried to join al-Nusra. Militants wanted to change the terrrorist group because ISIS is a primary target of the Russian Air Force in Syria.
There is unconfirmed information that Turkey and Saudi Arabia have a plan to supply SAM-8 and SAM-9 antiaircraft systems to the Syrian terrorist through Ukraine.
The Syrian Arab Army (SAA) supported by Hezbollah and the National Defense Forces (NDF) imposed full control over the Ahad Mountains after a series of intense firefights with ISIS on November 2. According to the field reports the SAA and Hezbolalh also advanced north of the Ahad Mountains in order to control the remaining ISIS combatants that are entrenched along the Khanasser-Ithriya Highway that leads to the provincial capital of the Aleppo Governorate.
Over the weekend, the Syrian Arab Army’s Central Command issued a statement inferring that the Khanasser-Ithriya Highway could be reopened as soon as Tuesday. However, this will not be an easy task due to the ISIS forces pushing north from their stronghold of ‘Aqaybat, which is located east of Al-Salamiyah and south of Sheikh Hilal.
Kurdish People's Protection Units (YPG) advanced against the militants in the vicinity of al-Houl town towards the village of al-Bahra in al-Hasaka countryside on Monday, reports said.
ISIS has killed 12 children, aged 12 to 16, recruited in Iraq’s northern city of Mosul apparently because they had tried to desert. The children were receiving training at Ashti military camp in Mosul.
In their latest advance against ISIS militants, Iraqi army troops backed by volunteer forces have entered the city of Ramadi, which is currently under the control of the terrorist group. The Iraqi military advanced into the city center after crossing the strategic bridge of Albu Faraj, north of Ramadi. Reports said earlier in the day that Iraqi forces had killed a senior ISIS member, known as Abu Masab, in the northern part of the city.

According to the field reports the SAA and Hezbolalh also advanced north of the Ahad Mountains in order to control the remaining ISIS combatants that are entrenched along the Khanasser-Ithriya Highway that leads to the provincial capital of the Aleppo Governorate.
Over the weekend, the Syrian Arab Army’s Central Command issued a statement inferring that the Khanasser-Ithriya Highway could be reopened as soon as Tuesday. However, this will not be an easy task due to the ISIS forces pushing north from their stronghold of ‘Aqaybat, which is located east of Al-Salamiyah and south of Sheikh Hilal.
Kurdish People's Protection Units (YPG) advanced against the militants in the vicinity of al-Houl town towards the village of al-Bahra in al-Hasaka countryside on Monday, reports said.
ISIS has killed 12 children, aged 12 to 16, recruited in Iraq’s northern city of Mosul apparently because they had tried to desert. The children were receiving training at Ashti military camp in Mosul.
In their latest advance against ISIS militants, Iraqi army troops backed by volunteer forces have entered the city of Ramadi, which is currently under the control of the terrorist group. The Iraqi military advanced into the city center after crossing the strategic bridge of Albu Faraj, north of Ramadi. Reports said earlier in the day that Iraqi forces had killed a senior ISIS member, known as Abu Masab, in the northern part of the city.

In the southern part of the Aleppo Province, the Harakat Ahrar Al-Sham militants supported by the Harakat Nouriddeen Al-Zinki and Al-Nusra groups launched a counter-offensive at the strategic town of Tal Al-‘Eiss to reverse the gains made by the SAA and Hezbollah last week. The terrorist groups launched the counter-offensive after they got reinforcements from the Idlib Governorate. According to the local sources, several hundred fighters arrived to support the terrorists' operation.
The goal for this counter-offensive is to recapture Tal Al-‘Eiss and preparations for a counter-assault at the city of Al-Hadher, which was seized by the SAA and Hezbollah two weeks ago. This won't be an easy task for the terrorists because the Syrian forces have heavily entrenched inside these towns. The clashes are continuing.
A recently released video shows an Al-Nusra field commander thanking the so-called moderate terrorist from the Free Syrian Army for giving his forces US-made anti-tank TOW missiles. According to the reports, Saudi Arabia sent 500 TOW missiles to Al-Nusra directly last month, but the US claims that it is just supplying aid and weapons to the FSA or the so-called moderate terrorists in Syria.

The Syrian Arab Army (SAA) has been continuing to fight to lift the two year long siege imposed by ISIS militants at the Kuweires Military Airport. However, they have encountered several obstacles along the way that have made their march to the airbase very difficult. The superior air power and weapons aren't enough to break the ISIS resistance inside the several villages surrounding the base.
The core of the clashes for the airport has moved to the town of Sheikh Ahmad as the SAA supported by the Russian Air Force pushed the terrorist group’s defenses at its southern district. ISIS had concentrated a major part of its forces there to safeguard the buffer-zone and help drive back the SAA servicemen that were attempting to bypass the ISIS defence line.
If the SAA captures Sheikh Ahmad, it will be less than 2km away from the Kuweires Military Airport’s frontlines located north of the Aleppo-Raqqa Highway.
Meanwhile, ISIS attempted to advance their positions inside the Hama Governorate after a successful series of attacks that put them in position to cut off the SAA’s main supply route to provincial capital of the Aleppo Governorate.
ISIS militants attacked several checkpoints belonging to the Syrian forces along the road to the town of Sheikh Hilal in an attempt to broaden their control over the Salamiyah-Raqqa road that runs through the town of Ithriyah. ISIS is aiming to block the supply road the SAA uses to reach the Khanasser-Aleppo highway. ISIS actively used suicide attacks using BMP armored vehicles in this advance. The SAA repealed the first wave of the terrorist attacks but the fighting has been continuing there.
According to reports, 1100 Iraqi paramilitary fighters have arrived to the Aleppo province under direct orders from Major General Qassem Suleimani – the commander of the Iranian Revolutionary Guard Corps’ elite “Quds Force”. These fighters are members of the Liwaa Abu Fadl Al-‘Abbas group. It’s the Iraqi paramilitary force which primarily operates in the southern Damascus. The reports argue that the Liwaa Abu Fadl Al-‘Abbas fighters arrived to the town of Khanasser, which is located near the highway recently attacked by ISIS.
Iraq's army and al-Hashid al-Shaabi popular forces captured several strategic ISIS bases in the areas of East Haseebah, al-Sajariyyah, Theela and Al Sufiyyah, East of the city of Ramadi in the Anbar province on Monday. According to Iraqi reports, dozens ISIS militants were killed and scores of the armed vehicles were destroyed.
Earlier the same reports said al-Hashid al-Shaab, discovered US-made military hardware and ammunition, including missiles, in terrorists' command center in Salahuddin province.
Iraq’s Kurdish fighters attacked a prison run by the ISIS militants in the northern province of Kirkuk, freeing as many as 70 prisoners. The facility is located about seven kilometers (four miles) north of the town of Hawija, which is to the west of the provincial capital, Kirkuk.
Separately, some 1,000 fighters from the Kurdish People’s Protection Units (YPG) have arrived in the town, located in Nineveh Province. This comes as the Iraqi army and the country’s Kurdish Peshmerga forces are reportedly preparing to launch a massive attack on ISIS positions in Sinjar.

The city is a key element for eastern part and Kurdistan Region defining. Geographical Data: Erbil city is located east to Sulaymanyah Governorate and it is only 350 km from Baghdad. The city is surrounded by Nineveh from west and Kirkuk city from east and Iran and Turkey from North. There are two Museum, Erbil citadel museum, which is located in the citadel. It contains about 40 antique parts and anc-ient heritages. The second one is Erbil museum which includes about 5000 ancient parts, which deep-rooted in the history.
Sulaimani City, One of the major cities in both Kurdistan region and Iraq, situated 385 Km north Baghdad and 198 Km north east Erbil the capital of Iraqi Kurdistan Region. The city sits between two chains of mountains (Goyzha & Glazarda), The city was founded by Ibrahim Pasha in the year 1784. Today Sulaimani has developed in most modern life aspects, hotels, motels, supermarkets & Malls, theatres, restaurants & Parks. From the cultural perspective, Sulaimani is considered to be the capital of Kurdish culture, the famous old Saray situates at the center of the city, while many museums are distributed. Sulaimani Embrace several universities & Educational Institutions both Public & Private, in addition to the American University.
Duhok City is the center of Duhok prefecture (governorate) one of main cities in Kurdistan Region. It situates north Iraq, close to both Syrian & Turkish borders. Duhok city is on plane ground between 2 mountain chains, Shandukha from the south and Spi from the north, while mountain Seen stands on the east. On the west side a plane area could be seen with a tourism environment. The majority of citizens are Kurds; they live peacefully with Chaldean, Assyrian, Armenian and Yazidi minorities. Duhok city is famous with historical sites in which sculptures could be seen on the rocks. Yazidic cultural museum, playground for kids, small zoo. The city embraces Duhok University and many cultural centers. Some most important tourist sites inside the city include Masjed Haj Ahmad considered to be the the biggest Masjed of Duhok and Mart Alaha Church the oldest church in Duhok
Kalar, is the administrative center of Garmyan district. It lies 140 Km southeast of Sulaimani prefecture and 30 Km from the Iranian border. Kalar consists of 27 quarters of a population of about 250,000 residents. Kalar is located on a large plain area embracing many historical sites related to different periods; BC, AD, and Islamic periods. Shirwana Citadel, Pasha Citadel and Christian Canal are examples of AD historical sites. In winter, temperatures may reach 2˚C.

When guards opened fire on him, he detonated the car outside the complex, killing at least four people.
Ten vehicles together with properties in the area suffered major damage, Rudaw reported.
It is unclear however whether the city’s citadel, one of the world’s longest continuously inhabited landmarks, was affected by the blast.
While explosions in Iraq’s Baghdad are considered a normal occurrence, this is the first big attack in Erbil in more than a year.
No one has yet claimed responsibility for the attack although according to reports it carried the hallmarks of the Islamic State (IS).
IS has previously carried attacks in Iraq and has been at war with the Kurdistan Region in in the north of the country.

Starr Forum: Yemen: Avoiding the Mistakes and Learning the Lessons of Iraq and Afghanistan
Ambassador Barbara Bodine's over 30 years in the US Foreign Service were spent primarily on Arabian Peninsula and greater Persian Gulf issues. Her tour as Ambassador to the Republic of Yemen (1997-2001) saw enhanced support for democratization and increased security and counter-terrorism cooperation. Bodine also served in Baghdad as deputy principal officer during the Iran-Iraq War; Kuwait as deputy chief of mission during the Iraqi invasion and occupation of 1990-1991; and again, seconded to the Department of Defense, in Iraq in 2003 as the senior State Department official and the first coalition coordinator for reconstruction in Baghdad and the central governorates. Her first assignment in the Bureau of Near Eastern Affairs was as country officer for the Two Yemens and security assistance coordinator for the peninsula. She later returned to that office as deputy director. Currently, she is a lecturer in public policy at Princeton University's Woodrow Wilson School of Public and International Affairs and as director of the school's Scholars in Nation's Service Initiative.

The group is known in Arabic as ad-Dawlah al-Islāmiyah fī 'l-ʿIrāq wa-sh-Shām, leading to the acronym Da'ish or Daesh, the Arabic equivalent of "ISIL".[29] On 29 June 2014, the group proclaimed itself to be a worldwide caliphate, with Abu Bakr al-Baghdadi being named its caliph,[37] and renamed itself ad-Dawlah al-Islāmiyah (الدولة الإسلامية, "Islamic State" (IS)). As a caliphate, it claims religious, political and military authority over all Muslims worldwide, and that "the legality of all emirates, groups, states, and organisations, becomes null by the expansion of the khilāfah's [caliphate's] authority and arrival of its troops to their areas".[38][39] The United Nations has held ISIL responsible for human rights abuses and war crimes, and Amnesty International has reported ethnic cleansing by the group on a "historic scale". The group has been designated as a terrorist organisation by the United Nations, the European Union and member states, the United States, India, Indonesia, Turkey, Saudi Arabia, Syria and other governments. Over 60 countries are directly or indirectly waging war against ISIL.
The group originated as Jama'at al-Tawhid wal-Jihad in 1999, which pledged allegiance to al-Qaeda in 2004. The group participated in the Iraqi insurgency, which had followed the March 2003 invasion of Iraq by Western forces. In January 2006, it joined other Sunni insurgent groups to form the Mujahideen Shura Council, which proclaimed the formation of the Islamic State of Iraq (ISI) in October 2006. After the Syrian Civil War began in March 2011, the ISI, under the leadership of al-Baghdadi, sent delegates into Syria in August 2011. These fighters named themselves Jabhat an-Nuṣrah li-Ahli ash-Shām—al-Nusra Front—and established a large presence in Sunni-majority areas of Syria, within the governorates of Ar-Raqqah, Idlib, Deir ez-Zor, and Aleppo.[40] In April 2013, al-Baghdadi announced the merger of the ISI with al-Nusra Front and that the name of the reunited group was now the Islamic State of Iraq and the Levant (ISIL). However, Abu Mohammad al-Julani and Ayman al-Zawahiri, the leaders of al-Nusra and al-Qaeda respectively, rejected the merger. After an eight-month power struggle, al-Qaeda cut all ties with ISIL on 3 February 2014, citing its failure to consult and "notorious intransigence".[3][41] In Syria, the group has conducted ground attacks on both government forces and rebel factions in the Syrian Civil War. The group gained prominence after it drove Iraqi government forces out of key cities in western Iraq in an offensive initiated in early 2014. Iraq's territorial loss almost caused a collapse of the Iraqi government and prompted a renewal of US military action in Iraq.[42]
ISIL is adept at social media, posting Internet videos of beheadings of soldiers, civilians, journalists and aid workers, and is known for its destruction of cultural heritage sites.[43] Muslim leaders around the world have condemned ISIL's ideology and actions, arguing that the group has strayed from the path of true Islam and that its actions do not reflect the religion's true teachings or virtues.[44] The group's adoption of the name "Islamic State" and idea of a caliphate have been widely criticised, with the United Nations, NATO, various governments, and mainstream Muslim groups rejecting both.
