Why a Federal System of Government in the Philippines?
The Philippines present UNITARY and CENTRALIZED form of governance is a remnant of its colonial past. It continues to be used as a tool for domination and control; hence the basic issue of inequality still remains to be solved. IT HAS BECOME INUTILE, UNRESPONSIVE AND IRRELEVANT, AND HAS SPAWNED PATRONAGE POLITICS, UNDERDEVELOPMENT, POVERTY AND UNRESPONSIVE GOVERNANCE. These are the specters that continue to haunt and threatened the Filipino people as a nation.
To sustain the country’s integrity and sovereignty, the centralized government needs to be corrected via a structural change. In a FEDERAL SYSTEM, powers shall be transferred from the central government in MANILA to the REGIONS. Contrary to fears that this will dismember the country, the federal system will foster closer dialogue and interaction between the people and the regional leader because the center of power is physically closer and accessible to people.
A Federal Form of government emphasize local initiative over national intervention in domestic affairs. This form of government encourages local peoples to take active participation in the local level. In this set-up, the unique cultural and geographical realities of the different regions in the country can be responded accordingly.
Federalism is based on ‘DUAL SOVEREIGNTY’ of the Federation and States. In the Federal Republic every state or “estado is an autonomous regional component of the Federal Republic”

Federal Republic of Yugoslavia (1992-2003) is a union of two Serbian Republics, Serbia and Montenegro, united by the will of Serbian People and president Slobodan Milosevic. FR Yugoslavia struggled against US imperialism for 10 years, suffering embargo that US imperialists imposed and even waged war against USA + 18 NATO countries and Albanian Radical Islamist Terrorists in year of 1999 in Great War of Freedom, or rather known in Serbia as NATO aggression or in west, War for Kosovo. Federal Republic of Yugoslavia was last Europe's socialist stronghold along with Belarus. With powerful industry and army, FR Yugoslavia was able to struggle against US imperialism.

A federal republic is a federation of states with a republican form of government. Usage of the term republic is inconsistent but, as a minimum, it means a state or federation of states that does not have a monarch.
In a federal republic, there is a division of powers between the national ("federal") government, and the government of the individual subdivisions. While each federal republic manages this division of powers differently, national security and defense, monetary policy, and other issues of a "national" scope are handled at the "federal" level while more local issues such as road and infrastructure maintenance and education policy are handled at the local level. In other words, while the federal government has ultimate sovereignty, there is a limited sovereignty granted to the subdivisions, where the federal government does not have jurisdiction. This is in contrast to a unitary republic whereby the national government has complete sovereignty over all aspects of political life, with purely administrative subdivisions, and a confederation whereby the constituent states retain ultimate sovereignty. The form of government is used by many countries around the world.

The Philippines present UNITARY and CENTRALIZED form of governance is a remnant of its colonial past. It continues to be used as a tool for domination and control; hence the basic issue of inequality still remains to be solved. IT HAS BECOME INUTILE, UNRESPONSIVE AND IRRELEVANT, AND HAS SPAWNED PATRONAGE POLITICS, UNDERDEVELOPMENT, POVERTY AND UNRESPONSIVE GOVERNANCE. These are the specters that continue to haunt and threatened the Filipino people as a nation.
To sustain the country’s integrity and sovereignty, the centralized government needs to be corrected via a structural change. In a FEDERAL SYSTEM, powers shall be transferred from the central government in MANILA to the REGIONS. Contrary to fears that this will dismember the country, the federal system will foster closer dialogue and interaction between the people and the regional leader because the center of power is physically closer and accessible to people.
A Federal Form of government emphasize local initiative over national intervention in domestic affairs. This form of government encourages local peoples to take active participation in the local level. In this set-up, the unique cultural and geographical realities of the different regions in the country can be responded accordingly.
Federalism is based on ‘DUAL SOVEREIGNTY’ of the Federation and States. In the Federal Republic every state or “estado is an autonomous regional component of the Federal Republic”

Federal Republic of Yugoslavia (1992-2003) is a union of two Serbian Republics, Serbia and Montenegro, united by the will of Serbian People and president Slobodan Milosevic. FR Yugoslavia struggled against US imperialism for 10 years, suffering embargo that US imperialists imposed and even waged war against USA + 18 NATO countries and Albanian Radical Islamist Terrorists in year of 1999 in Great War of Freedom, or rather known in Serbia as NATO aggression or in west, War for Kosovo.
