Phrase

In everyday speech, a phrase may be any group of words, often carrying a special idiomatic meaning; in this sense it is roughly synonymous with expression. In linguistic analysis, a phrase is a group of words (or possibly a single word) that functions as a constituent in the syntax of a sentence—a single unit within a grammatical hierarchy. A phrase appears within a clause, although it is also possible for a phrase to be a clause or to contain a clause within it.

Common and technical use

There is a difference between the common use of the term phrase and its technical use in linguistics. In common usage, a phrase is usually a group of words with some special idiomatic meaning or other significance, such as "all rights reserved", "economical with the truth", "kick the bucket", and the like. It may be a euphemism, a saying or proverb, a fixed expression, a figure of speech, etc.

In grammatical analysis, particularly in theories of syntax, a phrase is any group of words, or sometimes a single word, which plays a particular role within the grammatical structure of a sentence. It does not have to have any special meaning or significance, or even exist anywhere outside of the sentence being analyzed, but it must function there as a complete grammatical unit. For example, in the sentence Yesterday I saw an orange bird with a white neck, the words an orange bird with a white neck form what is called a noun phrase, or a determiner phrase in some theories, which functions as the object of the sentence.

Criminal law

Criminal law or penal law is the body of law that relates to crime. It regulates social conduct and proscribes whatever is threatening, harmful, or otherwise endangering to the property, health, safety, and moral welfare of people. It includes the punishment of people who violate these laws. Criminal law varies according to jurisdiction, and differs from civil law, where emphasis is more on dispute resolution and victim compensation than on punishment.

History

The first civilizations generally did not distinguish between civil law and criminal law. The first written codes of law were designed by the Sumerians. Around 2100-2050 BC Ur-Nammu, the Neo-Sumerian king of Ur, enacted the oldest written legal code whose text has been discovered: the Code of Ur-Nammu although an earlier code of Urukagina of Lagash ( 2380-2360 BC ) is also known to have existed. Another important early code was the Code Hammurabi, which formed the core of Babylonian law. Only fragments of the early criminal laws of Ancient Greece have survived, e.g. those of Solon and Draco.

With 4.6 million inhabitants & 19.1% living below the poverty line, its very clear that the high rate of crime is associated to a large number of the population living in poverty. Out of every 100,000 people there are 510 violent crimes, this figure can & will drop if more is done to create better opportunities for the people. 4) Tennessee Just like Louisiana, Tennessee also has a large number of their population living in poverty. Out of the 6.5 million inhabitants, 17.6% are living in poverty. Once again its no surprise that the crime rate is so high, with some of common crimes being robbery, rape, aggravated assaults, homicide and gun violence. For every 100,000 people, there are 580 violent crimes, much higher than the countries average of 368. All this crime is again closely linked to its high numbers of poverty. Until something is done to help the people, high crime will always be a issue. 3) Nevada Recognized as one of the most dangerous states to live in with a scary 600 violent crimes per 100,000 people, Nevada is a state with a serious crime problem. With only 2.9 million inhabitants its not a very densely populated state however it is home to sin city Las Vegas. Crimes like rape, robbery & assault are to be expected but it takes the lead over other states for its murder rate. Although not officially stated to protect its tourism, its high level of murders are most likely linked to its high levels of organised crime. Nevada has always had problems with crime, with its reputation for its libertarian laws such as legal gambling & prostitution, it attracts a lot crime syndicates eager to cash in. 2) New Mexico New Mexico suffers from a lot of Political Instability. With over 10% of its population being Native Americans there's obviously a lot of tension. However aside from that 20.4% of its 2.1 million inhabitants are living in poverty, so naturally its crime rate will increase. Out of every 100,000 people, there are 600 violent crimes, now instead of helping the poor by building better infrastructures so they can help themselves, instead the government is increasing its security forces. This may reduce the crime slightly but its not tackling the core issues, it will just create more tension and dislike for the government. When people have nothing, and nothing to hope for, crime will always exist, if you give the people hope & opportunity will reduce crime much more effectively than using force. 1) Alaska A surprising number 1, Alaska is quite unique. It's poverty rate is much lower at only 11.7% however its crime rate is at 602 violent crimes per 100,000 people. The issue Alaska has, is its just so large, in fact its the largest state, but is the least densely populated region with only 736,000 inhabitants. Essentially Alaska is very hard to police, if a murder is committed, its much easier to cover up than in a busy city. Witnesses would be rare, and with such a vast landscape, finding a body would be like finding a needle in a hay stack. This is why Alaska has the 3rd highest murder rate, despite its small population. Alaska will always remain a easy place to commit a crime unless its population density increases massively making it much harder for a criminal to commit a crime. However due to its harsh climate and general lack of opportunity, its population will probably never increase. It is related to the field of criminal anthropology. The study goes deeply into what makes someone commit a crime, but also the reactions after the crime, on the run or in court. Criminal psychologists are often called up as witnesses in court cases to help the jury understand the mind of the criminal. Some types of psychiatry also deal with aspects of criminal behavior. Psychiatrists and psychologists are licensed professionals that can assess both mental and physical states. Profilers look for patterns in behavior to typify the individual(s) behind a crime. A group effort attempts to answer the most common psychological questions: If there is a risk of a sexual predator re-offending if put back in society; if an offender is competent to stand trial; whether or not an offender was sane/insane at the time of the offense. The question of competency to stand trial is a question of an offender’s current state of mind. This assesses the offender’s ability to understand the charges against them, the possible outcomes of being convicted/acquitted of these charges and their ability to assist their attorney with their defense. The question of sanity/insanity or criminal responsibility is an assessment of the offenders state of mind at the time of the crime. This refers to their ability to understand right from wrong and what is against the law. The insanity defense is rarely used, as it is very difficult to prove. If declared insane, an offender is committed to a secure hospital facility for much longer than they would have served in prison—theoretically, that is. In 1981, one of the fathers of UK's criminal psychology – Professor Lionel Haward – described four ways that psychologist may perform upon being professionally involved in criminal proceedings. These are the following: Clinical: In this situation, the psychologist is involved in assessment of individual in order to provide a clinical judgment. The psychologist can use assessment tools, interview or psychometric tool in order to aid in his/her assessment. These assessments can help police or other competitive organs determine how to process e individual in question. For example, help finding out whether he/she is capable to stand trial or whether the individual has mental illness which means, that he/she is unable to understand the proceedings. Experimental: In this case, the task of psychologist is to perform a research in order to inform a case. This can involve executing experimental tests for the purposes of illustrating a point or providing further information to courts. This may involve false memory, eyewitness credibility experiments and such. For example, this way questions similar to “how likely would a witness see an object in 100 meters?” will be answered. Actuarial: This role involves usage of statistics in order to inform a case. For example, a psychologist may be asked to provide probability of an event occurring. Therefore, the courts may ask how likely a person will reoffend if a sentence is declined. Advisory: Here, a psychologist may advise police about how to proceed with the investigation. For example, which is the best way to interview the individual, how best cross-examine a vulnerable or another expert witness, how an offender will act after committing the offence. A major part of criminal psychology, known as criminal profiling, began in the 1940s when the United States Office of Strategic Services asked William L. Langer's brother Walter C. Langer, a well renowned psychiatrist, to draw up a profile of Adolf Hitler. After the Second World War, British psychologist Lionel Haward, while working for the Royal Air Force police, drew up a list of characteristics which high-ranking war criminals might display, to be able to spot them amongst ordinary captured soldiers and airmen.

A 31-year-old woman will spend the rest of her life in prison without the possibility of parole in the murder of her boyfriend in their Jackson apartment. MyFoxDetroit.com reports that Jackson County Circuit Judge John McBain told Camia Gamet at Wednesday's sentencing that the slaying was among the worst "cold-blooded murders" he has seen. Marcel Hill was beaten and stabbed to death May 18 with a filet knife. When one of Hill's aunts spoke to the court, Gamet was seen by the judge rolling her eyes and snickering. "You gutted him like a fish in that apartment," McBain said at Gamet's sentencing. "You were relentless. You stabbed, you stabbed, you stabbed, you stabbed, you stabbed until he was dead. I agree with the family, I hope you die in prison as well. You know, if this was a death penalty state, you'd be getting the chair." A jury convicted Gamet last month of first-degree murder. Gamet has said she believed she was fighting an intruder in a darkened room and that the slaying was in self-defense. The 38-year-old Hill was stabbed 11 times. Hill told police in March 2013 that Gamet had struck him in the head with a hammer.

From the Niger Delta, which the nigerian government calls "south-south", to the "South eastern" region,it is all the same: marginalization, exploitation, political & economic sanctions, and disregard for human life and Human Rights. The working policy of the State of Nigeria is to deprive Biafrans of the opportunity and means to satisfy their human needs of survival and prosperity, and when not entirely possible to accomplish this, to heap as many obstacles as possible in order to delay the provision of such needs of the Biafran people, even if Biafrans resort to using alternative means. Biafrans are killed on a daily basis all over Nigeria, including occupied Biafra. Most times, it is extrajudicial killing by Nigeria Police, Nigeria Armed Security Agencies, and Nigeria's Secret Death Squads. Even when such is admitted by the State of Nigeria's killing machinery there is no inquest, no accountability, no explanation, no apologies, no proper trials, no convictions, no remorse, and no compensation. Lately, MASSOB members have borne the brunt of these unconscionable acts. Biafrans are also killed en masse, singled out and targeted as a group, in Muslim Northern Nigeria, with a frightening cyclicity and staggering toll. This is the result of a combination of Muslim religious imperative coupled with racially-motivated and targeted mayhem directed against Biafrans. Once again, this is done openly, using state-provided logistics; there is no inquest, no arrests, no real trials, no convictions, no remorse, no apologies, no compensation and no end in sight for this abhorrent behavior; even when Biafran casualties number in the thousands. Although this atrocious activity qualifies as genocide and or ethnic cleansing, the international community has yet to react. Since then, the government of Nigeria has banned or blocked or stifled legitimate economic activities in which there is a preponderance of Biafran owners. Whenever a person has either committed a crime and hasn’t been charged yet or there are some allegations that they have committed a crime and they don’t know what’s going to happen next. Most people want to know how long does the state have to charge me with a crime. Most crimes, generally, you’re looking at a five-year statute of limitations. Now there are exceptions to that. The state has several different exceptions in which that five-year rule doesn’t apply. Those are in rape cases, murder cases, cases involving terrorism, aggravated criminal sodomy, use of weapons of mass destructs, things that are not very common. There are also some carve outs for a longer statute of limitations. If the alleged victim is under age they will wait 10 years after that person reaches the age of majority. There is also another one where if the alleged victim is the Kansas public retirement system. The five-year statute of limitations is expanded to 10. If you have been accused of a crime and you think that you may end up being charged with a crime, you need to sit down with a competent criminal defense lawyer to plan your defense.
