London councillors talk about priorities for their boroughs and the importance of sharing best practice at the London Councils Summit 2014 at the Guildhall, City of London on 22nd November.
Nearly 300 delegates gathered for London Councils’ fourteenth annual Summit at the Guildhall on November 21 2015.
Attendees represented all political parties from across London’s 32 boroughs and the City of London, as well as business, public and voluntary sectors.
The Summit is the primary event in the London Councils calendar and is supported by the City of London Corporation. The conference is a unique opportunity for London’s councillors to share knowledge and hear from speakers.
Speakers included Mayor Jules Pipe (Chair of London Councils), Ben Page (Chief Executive of Ipsos MORI), Professor Tony Travers (LSE London), Lord Bob Kerslake (Chair of Peabody Housing Association) and Robert Gordon Clark (London Communications Agency).

In the run up to the 2015 general election, a war is going on for the right to live in London. Rapid gentrification – praised as "regeneration" by local councils and property developers, derided as "social cleansing" by critics – is breaking up established communities. In some cases, families who've lived in London for generations are left homeless; in others, they are forced to move across the city or out of it completely. Meanwhile, the real estate opportunities are making lots of people – many of whom do not actually live in London – very rich.
In part one of Regeneration Game, host Daisy-May Hudson visits the Carpenters Estate in Newham, the borough with the biggest homelessness crisis in London. With Westfield shopping centre, the Olympic site and excellent transport links surrounding the area, the land on which people's homes stand has rocketed in value. The council has said the Carpenters Estate is no longer "viable" and has been slowly trying to relocate residents over the last eight years – but a group of local mums are leading the fight back.

London's 43 universities form the largest concentration of higher education in Europe. In 2012 London will become the first city to host the modern Summer Olympic Games three times.

London Councils Summit 2015
Nearly 300 delegates gathered for London Councils’ fourteenth annual Summit at the Guildhall on November 21 2015. Attendees represented all political parties from across London’s 32 boroughs and the City of London, as well as business, public and voluntary sectors. The Summit is the primary event in the London Councils calendar and is supported by the City of London Corporation. The conference is a unique opportunity for London’s councillors to share knowledge and hear from speakers. Speakers included Mayor Jules Pipe (Chair of London Councils), Ben Page (Chief Executive of Ipsos MORI), Professor Tony Travers (LSE London), Lord Bob Kerslake (Chair of Peabody Housing Association) and Robert Gordon Clark (London Communications Agency). -

UK: London council first to vote for 'Brexit' in upcoming EU referendum
Havering Council in Romford, north east London, has voted to support Britain leaving the European Union (EU), Wednesday, becoming Britain's first council to back the 'out' campaign. The vote was proposed by UKIP councillor Lawrence Webb, who said during the debate "It is only when Britain leaves the EU that we will be a free and independent nation, able to set our own laws for the benefit of our own citizens." Webb's sentiment was echoed by independent councillor Jeffrey Tucker, who complained that the council was not providing homes for its constituents, instead providing homes "local homes for the rest of Europe." Planning authorities in London refuse a significantly higher proportion of planning applications than the rest of the country. 7 of the 10 councils with the highest refusal rates are in London. The worst performer is the London Borough of Newham, which refuses almost half of all applications. Just Planning is a planning appeals specialist. In part one of Regeneration Game, host Daisy-May Hudson visits the Carpenters Estate in Newham, the borough with the biggest homelessness crisis in London. With Westfield shopping centre, the Olympic site and excellent transport links surrounding the area, the land on which people's homes stand has rocketed in value. The council has said the Carpenters Estate is no longer "viable" and has been slowly trying to relocate residents over the last eight years – but a group of local mums are leading the fight back.

In the run up to the 2015 general election, a war is going on for the right to live in London. Rapid gentrification – praised as "regeneration" by local councils and property developers, derided as "social cleansing" by critics – is breaking up established communities. In some cases, families who've lived in London for generations are left homeless; in others, they are forced to move across the city or out of it completely. Meanwhile, the real estate opportunities are making lots of people – many of whom do not actually live in London – very rich.
In part one of Regeneration Game, host Daisy-May Hudson visits the Carpenters Estate in Newham, the borough with the biggest homelessness crisis in London. With Westfield shopping centre, the Olympic site and excellent transport links surrounding the area, the land on which people's homes stand has rocketed in value. The council has said the Carpenters Estate is no longer "viable" and has been slowly trying to relocate residents over the last eight years – but a group of local mums are leading the fight back.

Havering Council in Romford, north east London, has voted to support Britain leaving the European Union (EU), Wednesday, becoming Britain's first council to back the 'out' campaign.
The vote was proposed by UKIP councillor Lawrence Webb, who said during the debate "It is only when Britain leaves the EU that we will be a free and independent nation, able to set our own laws for the benefit of our own citizens."
Webb's sentiment was echoed by independent councillor Jeffrey Tucker, who complained that the council was not providing homes for its constituents, instead providing homes "local homes for the rest of Europe."
The council, which is controlled by the Conservative Party, voted in favour of the motion 30 votes to 15. After the result was announced, Webb declared that the outcome "was great for democracy," before urging other councils to "take this bold step" themselves.
A referendum on whether Britain should remain in the EU is expected to take place this year. Opinion polls currently show that those in favour of leaving have a small lead on those wishing to remain part of the EU.

Drew - Australian paramedics in London
We talk to Drew, a paramedic from Australia who joined London Ambulance Service through the international recruitment campaign. Around 280 paramedics from Australia have joined London Ambulance Service since recruitment began overseas in 2014, and a further 270 will begin their training between January – March of 2016. The latest plans to return are just one of the many ways that London Ambulance Service is hoping to combat the national shortage of paramedics in the UK. The Service has also implemented a number of new initiatives to develop paramedics from the UK, including a new education academy which gives existing ambulance crew the opportunity to progress and partnerships with Universities to ensure roles for graduate paramedics. -

They needed a short testimonial from Game Design experts Flix Interactive and how Blue GFX help them with the supply of software and support. The testimonial video was shot on location at Flix HQ in Birmingham, utilising the space in the office for interviews and general footage. Interviews were shot with a two camera set up, and the use of a DJI Ronin to capture some of the footage around the office. Once filming was complete, we started piecing the video together in one of our purpose built edit suites. -

Pupils could be encouraged to make their own work based on ice-creams and confectionary, either sculptural pieces such as the artist makes, or 2D work such as drawings and paintings. It would be good to explore the work of the American artist Wayne Thiebaud in relation to her work too.
This clip will be relevant for teaching Art and Design at KS3 in England, Wales and Northern Ireland and 3rd Level in Scotland.

Teaching Art and Design?
This clip would prove a useful resource for a fashion design project with KS3. The pupils could be organised into small teams and set a brief to create their own fashion design houses. The teacher could outline a number of garments that they are going to create designs for. These could be existing garments with the emphasis on customisation, taking a cue from Claire’s anecdote about customising jeans when she was at school. Each group could be given a set of basic garments, such as t-shirts. The project could culminate with the class having a fashion show and sharing their work.

In this clip we meet London based Fashion Artist Claire Barrow, who is preparing for a show at London Fashion Week. In the film she talks about what it takes to put on a good show, along with describing the process of placing her own artwork on to her clothes her has also designed. Each garment she makes is a ‘one off’. She describes her style as ‘not ‘perfect’, which she embraces. She reveals how she first got started and her own experiences at school, along with her first big break in the industry.

Teaching Art and Design?
This clip would prove a useful resource for a fashion design project with KS3. The pupils could be organised into small teams and set a brief to create their own fashion design houses. The teacher could outline a number of garments that they are going to create designs for. These could be existing garments with the emphasis on customisation, taking a cue from Claire’s anecdote about customising jeans when she was at school. Each group could be given a set of basic garments, such as t-shirts. The project could culminate with the class having a fashion show and sharing their work.
This clip will be relevant for teaching Art and Design at KS3 in England, Wales and Northern Ireland and 3rd Level in Scotland.

The latest plans to return are just one of the many ways that London Ambulance Service is hoping to combat the national shortage of paramedics in the UK.
The Service has also implemented a number of new initiatives to develop paramedics from the UK, including a new education academy which gives existing ambulance crew the opportunity to progress and partnerships with Universities to ensure roles for graduate paramedics.

Blue GFX approached Tech TV with the task of producing a customer testimonial video. They needed a short testimonial from Game Design experts Flix Interactive and how Blue GFX help them with the supply of software and support.
The testimonial video was shot on location at Flix HQ in Birmingham, utilising the space in the office for interviews and general footage. Interviews were shot with a two camera set up, and the use of a DJI Ronin to capture some of the footage around the office. Once filming was complete, we started piecing the video together in one of our purpose built edit suites.

Should people who spit be fined?
People who spit in public can now be prosecuted after a London council won a landmark legal ruling. In late September, Thames Magistrate Court agreed with Waltham Forest Council that spit was a form of litter. VoR hosts a lively debate on the issue. Two men who had refused to pay an £80 fixed penalty notice given to them by the council were each ordered to pay the original fine plus legal fees -- bringing the total cost to £300. Waltham Forest has been issuing spitting fines since February this year and says the measure has the support of the public. It also has the support of Communities Secretary Eric Pickles, who says "spitting on Britain's streets is not socially acceptable". But the move has stirred debate. Save Cressingham Gardens: Outrage as Labour council agrees demolition
Lambeth Council has agreed to demolish Cressingham Gardens Estate, despite 86% of residents voting against the option, and their OWN reports saying the option was not viable, that it would raise rents and mortgage payments and that it would do nothing to address Lambeth's housing waiting list. The estate is virtually crime free, with a strong and supportive community amongst tenants, leaseholders and freeholders that should be being held up as an example of a model estate, not being torn down to make money out of "regeneration". How do you rebuild one of the world's largest cities? You need a cunning plan: http://www.gresham.ac.uk/lectures-and-events/replanning-london-after-the-second-world-war
London was, during the Second World War, the largest and most obvious target, and the most badly-bombed city in the country. Ideas about rebuilding began very early, even during the Blitz itself. The number, scale and variety of plans was large, ranging from the “informal” – produced by individuals, and probably more for promoting themselves than as serious contributions, and a range of organisations – to the “formal”, produced by Borough Councils and other authorities, by their own staff or eminent consultants. Central Government was also involved, in urging some authorities to make plans, in recommending consultants, and in commissioning large-scale plans.
The hierarchy of official plans (for the City, County and Greater London) were the culmination of ideas about city structure, function and design, as well as approaches to planning, that had been developing before the war. They were hugely influential elsewhere in Britain and, through various forms of promotion, elsewhere in the world. This talk will explore the range of plans, what was proposed, and the gap between proposals and what was eventually – often years or decades later – actually built.
This lecture will be delivered as a part of the 2015 City of London Festival.

People who spit in public can now be prosecuted after a London council won a landmark legal ruling. In late September, Thames Magistrate Court agreed with Waltham Forest Council that spit was a form of litter. VoR hosts a lively debate on the issue.
Two men who had refused to pay an £80 fixed penalty notice given to them by the council were each ordered to pay the original fine plus legal fees -- bringing the total cost to £300.
Waltham Forest has been issuing spitting fines since February this year and says the measure has the support of the public.
It also has the support of Communities Secretary Eric Pickles, who says "spitting on Britain's streets is not socially acceptable".
But the move has stirred debate.
For example, does saliva -- which is mostly water -- really count as litter? Does this open the door for more fines against other behaviour deemed socially unacceptable, such as swearing in public? And is this just going to be exploited by cash-strapped councils as another way to raise money?

Sir Andrew Dilnot CBE
(Academic and scholarly distinction)
Andrew is Warden of Nuffield College Oxford and Chairman of the UK Statistics Authority. He was the Chairman of the Commission on the Funding of Care and Support, which reported in 2011. He was Principal of St Hugh’s College, Oxford from 2002 to 2012 and was a Pro-Vice-Chancellor of the University of Oxford from 2005 to 2012. From 1991 he was Director of the Institute for Fiscal Studies for 11 years. He was the founding presenter of BBC Radio 4’s series on the beauty of numbers, More or Less, and co-wrote The Tiger That Isn’t, about the mishandling of statistics. He has served on the Social Security Advisory Committee, the National Consumer Council, the Councils of the Royal Economic Society and Queen Mary and Westfield College, as a trustee of the Nuffield Foundation, and as chairman of the Statistics Users Forum of the Royal Statistical Society. He was knighted in 2013 for services to economics.

Doreen Lawrence moved to the UK from Jamaica when she was nine. In 1993, while she was studying as a mature student for a humanities degree, her son Stephen was murdered. She was left with no choice but to challenge the justice system and the police because of their racist behaviour against her family. She successfully completed her degree in 1995. After enduring the initial bungled investigation, the acquittal of suspects, the Macpherson Report’s findings of institutional racism and its conclusion that “Stephen Lawrence’s murder was simply, solely and unequivocally motivated by racism”, a measure of justice was achieved with the conviction of two suspects of Stephen’s murder in 2012. She founded the Stephen Lawrence Charitable Trust in 1998 to give bursaries to young people who want to study architecture, which had been Stephen’s ambition. The Stephen Lawrence Centre in Deptford provides training in a broad range of professional and vocational skills, such as IT and the arts. She was made a life peer in 2013.

The estate is virtually crime free, with a strong and supportive community amongst tenants, leaseholders and freeholders that should be being held up as an example of a model estate, not being torn down to make money out of "regeneration". Many people face the prospect of not being able to afford to stay in London. The decision from a Labour council is so disgraceful that the residents have been granted leave to challenge the decision in the High Court - but they need to raise £10,000 to do it.
