The other sources 1 by 1:
Unfortunately most of the sources are in german, since german sources tend to go into more details on the topic banks and banking in the sovietunion:
The gosbank, "Gegründet"(founded) 1921 in october. Was split or fusioned in 1990. It was basically the central bank of the UdSSR. This also was the bank of the central komitee of the soviet union.
http://de.wikipedia.org/wiki/Gosbank
English article:
http://en.wikipedia.org/wiki/Gosbank
As stated in the video it already gained massive power in 1926 after it fusioned or rather overtook the Wneshtorgbank which was rounded 1924.
From 1930 it was the only and central bank for all banking transactions in the sovietunion. State controlled via the sovietparties of the sovietunion.
The first soviet bank as said in the video was the "Ruskombank", founded in the fall season of 1922 in moskau. This bank was mainly created for foreign trades outside of russia. In german it is called "Russische Handelsbank" which literally would translate to "Russian Trade Bank".
Once again the german article is more detailed:
http://de.wikipedia.org/wiki/Russische_Handelsbank
http://en.wikipedia.org/wiki/Ruskombank
The "Wneschtorgbank SSR" was founded on the 7th april 1924 as a predecessor of the Ruskombank. The Wneshtorgbank mainly took over impot and export banking sectors of the sovietunion. And also took over the role of the old Ruskombank, more detailed since it also dealt with import.
There is no english source for this on wikipedia, but the german source it pretty detailed:

Olof Aschberg (22 July 1877 – 21 April 1960) was a Swedish banker and businessman. Aschberg was a leftist sympathizer and helped finance the Bolsheviks in Russia. In gratitude, the Bolshevik government allowed Aschberg to do business with Soviet Union during the 1920s. Aschberg became head of Ruskombank, the first Soviet international bank.[1]
Olof founded in Stockholm the first Swedish bank for trade unions and cooperatives (Nya Banken) in 1912 and became a friend of Hjalmar Branting. When financial operations in favour of the Germans in 1918 caused him trouble with the Allies of World War I, the bank was renamed Svensk Ekonomiebolaget.[2] He was already a successful banker and businessman when he met first Willi Münzenberg who visited the Stockholm Youth Socialist Congress of 1917.[3] Later, during the Bolsheviks aspirations to rebuild the Russian economy, it was Münzenberg's task to expand their modest pool of capital by floating a so-called "workers' loan" using his "Workers International Relief" (WIR).[4] By means of this subterfuge the money used for buying machines and goods in the West looked like being the outcome of proletarian support, in reality it came directly from the Kremlin, confiscated from Russia's rich and the Church.[4] Established in Berlin in the 1920s, Aschberg's Guarantee and Credit Bank for the East was charged with repayment of the WIR workers' loan, although he had not been very fond of it from its very beginning on and had even contributed to deep six it soon after the launch. Aschberg had already gained the Soviet leaders' esteem by being one of the main connections in the early years after 1917 in evading the international boycott on gold robbed by the Bolsheviks, which he offered on the Stockholm market after having the bullions melted down and given new markings.[4]

L'OCHRANA (ex-service secret russe)

“SE ME PERMITIREM IMPRIMIR E CONTROLAR O DINHEIRO DE UMA NAÇÃO, EU NÃO ME IMPORTO COM QUEM ESCREVE, COM QUEM FAZ ÀS SUAS LEIS” – Amschel Mayer Rothschild

Frail, degenerate assessment frameworks and different components prompted substantial plan deficiencies
There were no living up to expectations markets where the shortages could be financed by offering securities to people in general

7. Issue 3: Design Flaws and Free Riders
Inside the ruble region, the Bank of Russia had a restraining infrastructure on printing paper cash
Then again, each of the 15 national banks could make bank credit, bringing on development of the cash stock
This offered climb to a free rider issue:
Every nation could utilize national bank credit to fund its funding shortfall
The ensuing expansion was transmitted among every one of the 15 part nations
Every nation had a motivator to go about as a free rider, appreciating the profits of credit development while moving the inflationary expenses to its neighbors
