Government debt (also known as public debt, national debt and sovereign debt) is the debt owed by a central government. (In federal states, "government debt" may also refer to the debt of a state or provincial, municipal or local government.) By contrast, the annual "government deficit" refers to the difference between government receipts and spending in a single year, that is, the increase of debt over a particular year.
Government debt is one method of financing government operations, but it is not the only method. Governments can also create money to monetize their debts, thereby removing the need to pay interest. But this practice simply reduces government interest costs rather than truly canceling government debt, and can result in hyperinflation if used unsparingly.
Governments usually borrow by issuing securities, government bonds and bills. Less creditworthy countries sometimes borrow directly from a supranational organization (e.g. the World Bank) or international financial institutions.
The Government of Malaysia refers to the Federal Government or national government authority based in the federal territories of Kuala Lumpur and the federal executive based in Putrajaya. Malaysia is a federation of 13 states operating within a constitutional monarchy under the Westminster parliamentary system and is categorised as a representative democracy. The federal government of Malaysia adheres to and is created by the Federal Constitution of Malaysia, the supreme law of the land.
The federal government adopts the principle of separation of powers and has three branches: executive, legislature and judiciary. The state governments in Malaysia also have their respective executive and legislative bodies. The judicial system in Malaysia is a federalised court system operating uniformly throughout the country.
The federal or central government is the ultimate authority in Malaysia having its base in Putrajaya. It is headed by the Prime Minister of Malaysia who is also known as the head of government.
Government securities are certificates of government debt. When you buy a U.S. government security, you are loaning money to the federal government, and you will earn interest on that investment.
