"Sen. Chris Murphy (D-Conn.) launched a talking filibuster on the Senate floor — which was quickly joined by fellow Democrats — in an effort to pressure Republicans to accept legislation that would deny suspected terrorists from purchasing firearms and require universal background checks.
The Senate is debating a spending bill that Democrats hope to offer gun amendments to, but Murphy said that the Senate should “not proceed with debate on amendments to this bill until we have figured out a way to come together on, at the very least, two simple ideas.”
“I’m going to remain on this floor until we get some signal, some sign that we can come together on these two measures, that we can get a path forward on addressing this epidemic in a meaningful, bipartisan way,” Murphy continued on the Senate floor on Wednesday, after he first started his filibuster at about 11:20 a.m.
Most of the Democratic caucus was unaware of Murphy's plans until he took the floor, two senior aides said, though there had been some talk Tuesday about lining up speeches throughout the night Wednesday.”*

Murphy, Democrat of Connecticut, on gun violence, which involve a whole lot of talking but do not try to block a vote — as the actor Jimmy Stewart did in the movie “Mr. Smith Goes to Washington” — or like Mr. Thurmond, who set a record for the longest filibuster, 24 hours 18 minutes, in a bid to stop the Civil Rights Act of 1957.

UPDATE: On 11/21/2013 the Senate rules were changed to eliminate the requirement of a super majority for cloture on all appointments except to the Supreme Court. The silent filibuster can still be used on bills and Supreme Court appointments. Halligan's nomination was withdrawn in March, 2013.
CORRECTION: When Senate Rule 22 was originally passed in 1917, a cloture vote required two-thirds of senators. This was only changed to three-fifths in 1975.

This is the famous clip of Ted Cruz reading Green Eggs and Ham to his daughters from the Senate Floor. The back story is that during a marathon Obamacare filibuster on September 24-25, 2013, Sen. Ted Cruz of Texas found himself stuck at work at his daughters' bedtime. Since he usually reads to them before bed, he took time out from the filibuster speech to read them a book - Dr. Seuss, Green Eggs And Ham. Joking at first, he explains it's one of his favorite children's books and since today was his choice, this is his selection.
This speech took place during the debate on funding Obamacare. Ted Cruz, and his supporters like Rand Paul, Mike Lee, Mike Enzi, and Marco Rubio were arguing that Obamacare will increase unemployment, raise taxes and take away health insurance from millions of Americans. They felt so strongly that they decided to delay as long as they could. Detractors argued that they would shut down the government by their approach. What do you think? A filibuster is a type of parliamentary procedure where an individual extends debate, allowing a lone member to delay or entirely prevent a vote on a given proposal. It is commonly referred to as talking out a bill, and characterized as a form of obstruction in a legislature or other decision-making body.
The term "filibuster" had been in use for centuries to refer to independent military operators. The term was commonly used in the 1840s for American adventurers who sought to seize power in Central America. The term in its legislative sense was first used in 1854 when opponents tried to delay the Kansas-Nebraska Act in the U.S. Congress.
One of the first known practitioners of the filibuster was the Roman senator Cato the Younger. In debates over legislation he especially opposed, Cato would often obstruct the measure by speaking continuously until nightfall. As the Roman Senate had a rule requiring all business to conclude by dusk, Cato's purposefully long-winded speeches were an effective device to forestall a vote.

This is the famous clip of Ted Cruz reading Green Eggs and Ham to his daughters from the Senate Floor. The back story is that during a marathon Obamacare filibuster on September 24-25, 2013, Sen. Ted Cruz of Texas found himself stuck at work at his daughters' bedtime. Since he usually reads to them before bed, he took time out from the filibuster speech to read them a book - Dr. Seuss, Green Eggs And Ham. Joking at first, he explains it's one of his favorite children's books and since today was his choice, this is his selection. This speech took place during the debate on funding Obamacare. Ted Cruz, and his supporters like Rand Paul, Mike Lee, Mike Enzi, and Marco Rubio were arguing that Obamacare will increase unemployment, raise taxes and take away health insurance from millions of Americans. They felt so strongly that they decided to delay as long as they could. Detractors argued that they would shut down the government by their approach. What do you think? Most of the Democratic caucus was unaware of Murphy's plans until he took the floor, two senior aides said, though there had been some talk Tuesday about lining up speeches throughout the night Wednesday.”*

Murphy, Democrat of Connecticut, on gun violence, which involve a whole lot of talking but do not try to block a vote — as the actor Jimmy Stewart did in the movie “Mr. Smith Goes to Washington” — or like Mr. Thurmond, who set a record for the longest filibuster, 24 hours 18 minutes, in a bid to stop the Civil Rights Act of 1957.
In the case of Mr. Murphy, who seized control of the Senate floor for more than 15 hours beginning at 11:21 a.m. on Wednesday, the goal was to force the majority leader, Senator Mitch McConnell, Republican of Kentucky, into doing something that was once a matter of routine: allowing votes on amendments to an annual appropriations bill — in this case on Democrats’ amendments to the annual Commerce, Justice, Science appropriations bill seeking to tighten the nation’s gun laws in the aftermath of the massacre in Orlando, Fla.”*

UPDATE: On 11/21/2013 the Senate rules were changed to eliminate the requirement of a super majority for cloture on all appointments except to the Supreme Court. The silent filibuster can still be used on bills and Supreme Court appointments. Halligan's nomination was withdrawn in March, 2013.
CORRECTION: When Senate Rule 22 was originally passed in 1917, a cloture vote required two-thirds of senators. This was only changed to three-fifths in 1975.
