Nuk mund të flas para kohe, se cilat do të jenë këto terma, por është me rëndësi që edhe “Bankers” e ka kuptuar se ka ardhur momenti të rishikohen disa terma financiare.“Bankers” është tërhequr nga arbitrazhi dhe është lënë në dorë të ekspertit të pavarur të vendosë se kush ka patur të drejtë lidhur me 75 milion dollarët që morën tatimet nga kompania e që pretendohet nga shteti shqiptar se janë taksa të papaguara. Por nëse eksperti vendos se “Bankers” ka të drejtë a do t’i kthehen mbrapsht paratë?“Është për t’u parë se si do të dalë raporti. Kompania vazhdon të paguajë një pjesë të parave. Kemi edhe raportin e vitit 2012 për shpenzimet që pritet të dalë. Është një proces që do të trajtohet në mënyrë komplekse edhe me rinegocimin e marrëveshjes bashkë me vlerësimin që ka bërë AKBN-ja”.Për vitin 2016-të qeveria do të vazhdojë investimet në sektorin energjetik, e ndërkohë do të nisë reforma për të liberalizuar tregun. Një pjesë e mirë e bizneseve tashmë do të detyrohen ta sigurojnë vetë energjinë.“Sfida më e madhe mbetet stabiliteti i pagesave, pasi duhet që të vazhdojë, por gjithashtu sfidë është edhe liberalizimi i tregut. Pra, dalja e disa klientëve të lidhur në tensionin 35 kV dhe më pas edhe ata të 20 kV deri në fund të vitit. Është një plan i përcaktuar në legjislacionin e ri të energjisë elektrike. Kjo është një risi që ne duam ta aplikojmë në çdo kontratë, aty ku kemi mundësinë të veprojmë. Kuptohet se fusha e Patos Marinzës është fusha kryesore e prodhimit të naftës në Shqipëri. Kemi rënë dakord me kompaninë “Bankers Petroleum” që të rinegociojmë disa terma. Në një intervistë për Vizion Plus, ministri i Energjisë dhe Industrisë Damian Gjiknuri, thotë se është rënë dakord për termat financiare të kontratës, dhe brenda muajit do të nënshkruhen, çka do t’i hapë rrugë nisjes së punës për shpimin e puseve.“Janë në fazën finale të negocimit të kontratës, pasi kemi rënë dakord për termat financiare. Po finalizohen kontratat dhe në muajt e ardhshëm, jo më shumë se një muaj, këto kontrata do të jenë efektive dhe të nënshkruara. Kjo do të thotë se do të hapen procedurat për fazën e eksplorimit, e cila përfshin investime të bërjes së studimit sizmik të terrenit, për të parë se ku mund të jenë mundësitë më të mira për të shpuar për kërkim dhe më pas fillimi i shpimit për kërkim”.Gjiknuri shprehet se kontratat e reja me këto kompani kanë vendosur rregulla që të paguhet tatimi mbi fitimin që në fuçinë e parë të naftës që shitet, të njëjtin model qeveria po sheh të bëjë dhe me kompaninë “Bankers Petrolium”, e cila prej 10 vitesh nuk ka paguar ndonjëherë këtë taksë.“Do të thotë që shteti, që në fuçinë e parë fillon merr fitim dhe jo siç ishte deri tani që fitimi për shtetin ishte i mundshëm vetëm pasi të rekuperoheshin të gjitha kostot për investitorin. Kjo është një risi që ne duam ta aplikojmë në çdo kontratë, aty ku kemi mundësinë të veprojmë. Kuptohet se fusha e Patos Marinzës është fusha kryesore e prodhimit të naftës në Shqipëri. Kemi rënë dakord me kompaninë “Bankers Petroleum” që të rinegociojmë disa terma. Nuk mund të flas para kohe, se cilat do të jenë këto terma, por është me rëndësi që edhe “Bankers” e ka kuptuar se ka ardhur momenti të rishikohen disa terma financiare.“Bankers” është tërhequr nga arbitrazhi dhe është lënë në dorë të ekspertit të pavarur të vendosë se kush ka patur të drejtë lidhur me 75 milion dollarët që morën tatimet nga kompania e që pretendohet nga shteti shqiptar se janë taksa të papaguara. Por nëse eksperti vendos se “Bankers” ka të drejtë a do t’i kthehen mbrapsht paratë?“Është për t’u parë se si do të dalë raporti. Kompania vazhdon të paguajë një pjesë të parave. Kemi edhe raportin e vitit 2012 për shpenzimet që pritet të dalë. Është një proces që do të trajtohet në mënyrë komplekse edhe me rinegocimin e marrëveshjes bashkë me vlerësimin që ka bërë AKBN-ja”.Për vitin 2016-të qeveria do të vazhdojë investimet në sektorin energjetik, e ndërkohë do të nisë reforma për të liberalizuar tregun. Një pjesë e mirë e bizneseve tashmë do të detyrohen ta sigurojnë vetë energjinë.“Sfida më e madhe mbetet stabiliteti i pagesave, pasi duhet që të vazhdojë, por gjithashtu sfidë është edhe liberalizimi i tregut. Pra, dalja e disa klientëve të lidhur në tensionin 35 kV dhe më pas edhe ata të 20 kV deri në fund të vitit. Është një plan i përcaktuar në legjislacionin e ri të energjisë elektrike. Sfidë tjetër me rëndësi është krijimi i të gjithë bazës së nevojshme ligjore për krijimin e bursës së energjisë.Në 2015-ën për herë të parë sektori i energjisë arriti të dilte me fitim, pasi çdo vit merrte milion dollarë nga buxheti i shtetit për shkak të vjedhjeve dhe humbjeve në rrjet.
